Majority Leader Hoyer Responds to President Obama's Address

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) released the following statement tonight following President Obama's address to a Joint Session of Congress and the nation:

“Tonight, President Obama inspired our nation to confront our economic crisis and turn adversity into opportunity. He articulated our challenges clearly, without sugarcoating, but also conveyed a vision for a brighter future.

“Having passed recovery legislation to create or save more than 3 million American jobs, Congress will follow through on the rest of the President’s economic agenda that he outlined tonight. I am also pleased that he emphasized how important it is that our nation return to budgetary sanity. Congress looks forward to an honest, gimmick-free budget.

“President Obama also made clear that to ensure long-term economic growth we must invest in our nation’s future. Reforming health care, pursuing energy independence, and modernizing education are not easy goals, but are essential to securing our nation’s economy for generations to come.

“The President also spoke of our need to make a real commitment to the stability of Afghanistan, leave Iraq to its people, and to once more be a constructive player in the Middle East peace process. I expect that the Administration's spirit of responsibility and pragmatism will also extend to foreign policy.

“The challenges confronting our nation are great, but I am confident in President Obama’s leadership and that better days lie before us. The vision he laid out tonight will restore the strength, security, and prosperity of America, and I look forward to working with him in the days and months ahead.”

Majority Leader Hoyer Announces Staff Changes

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) announced today that he has promoted Deputy Floor Director Alexis Covey-Brandt to Floor Director. Covey-Brandt will replace Alejandro Perez, who recently joined the legislative affairs team at the White House. In addition, Hoyer also announced the hiring of John Hughes for the position of Senior Policy Advisor, Amy Schultz for the position of Senior Legislative Assistant, and the promotion of Troy G. Clair to Deputy Director of External Relations.

In announcing the promotion of Covey-Brandt, Hoyer said: “Throughout her six years in my office, Alexis has continually demonstrated her competence and capabilities across a range of responsibilities. Alexis is a tireless worker, and has earned this well-deserved promotion. She knows our Caucus very well, and will be a terrific asset for this office and our Members as Floor Director.”

Covey-Brandt joined Leader Hoyer’s staff in January 2003, when he began his first term as Democratic Whip. She is a graduate of Haverford College, where she earned a bachelor's degree in anthropology in African studies. She also studied at the University of Ghana-Accra.

Leader Hoyer also praised the addition of two new staff and promotion of another current staff member: “I am pleased to welcome two new talented professionals to the Majority Leader’s office, John Hughes and Amy Schultz, as well as announce the promotion of Troy Clair, who has been a great asset over the last two years. These individuals bring valued experience and knowledge to their new positions, and I look forward to their contributions to this office and the Democratic Caucus.”

Joining Leader Hoyer’s office as a Senior Policy Advisor is John Hughes, focusing on financial services and trade matters. Hughes most recently served as Counsel to the House Financial Services Committee. Leader Hoyer also announced that Amy Schultz will be the new Senior Legislative Assistant. Schultz most recently served as a legislative assistant to Rep. David Scott, focusing on education, labor and other social policy issues. Leader Hoyer also promoted Troy G. Clair to Deputy Director of External Relations where he will assist with national outreach efforts. Clair served as Leader Hoyer’s Special Assistant for the past two years.

Carville, an adviser to former Sen. Hillary Clinton, says the book "will discuss some of the Hillary campaign's failings, as well as the private reactions of senior Hillary people to the campaign's darker moments."

However, the bulk of the book, which was co-written with democratic operative Rebecca Buckwalter-Poza, "will be about how decades-long electoral trends, including the rise of the youth vote and the decline of the white vote, favors Dems."

Seize opportunity for peace in Darfur, Clooney urges Obama

(CNN) — One week in Darfur, the next week at the White House. That’s the role of a peace activist — one that actor George Clooney embraces.

His battle to bring peace to Darfur brought him to the White House on Monday, where he met with President Barack Obama and Vice President Joe Biden.

The actor appeared on CNN’s “Larry King Live” later on Monday to discuss his activism.

“I actually met with the president in the Oval Office for about 15 minutes,” Clooney told King, adding that they’d worked together on Darfur three years ago, holding a news conference on the issue when Obama was a U.S. senator. The actor met separately with Biden on Monday.


Japanese PM, Obama will meet

WASHINGTON (CNN) — It’s a long trip for a short meeting as Japanese Prime Minister Taro Aso is scheduled to meet President Barack Obama on Tuesday morning in an hour-long summit at the White House.

The visit, announced last week, gives Aso the distinction of being the first head of state to be hosted by the Obama administration and comes hours ahead of the president’s first address to a joint session of Congress.

“It clearly shows President Obama gives the Japan-U.S. relationship high priority,” Takeo Kawamura, Japan’s Cabinet secretary, said ahead of the 6,800-mile trip.

The White House says the leaders will “discuss the close and long-standing alliance between the United States and Japan” and will emphasize “the importance of consultation between leaders of the world’s largest economies in the run-up to the London Economic Summit” in April.

Another topic likely to be on the agenda is Japan’s Asian neighbor North Korea, which U.S. intelligence says is preparing to test a long-range missile.

Pyongyang has denied the charge, instead saying it is making preparations to launch a satellite.

A test-fire by North Korea in 2006 failed 40 seconds after launch. The missile is thought to have an intended range of about 4,200 miles (6,700 kilometers), which — if true — could give it the capability of striking Alaska or Hawaii.

Aso’s visit to Washington comes at a tenuous time for his government. His approval rating is a meager 11 percent — the second lowest ever recorded for a Japanese prime minister. Yoshiro Mori, a former prime minister, resigned after his rate bottomed out at 9 percent.

The Administration is still working with Congress to refine the plan, but in the address, President Obama lays out the key priorities. He goes into detail, noting that the plan will update our electric grid by laying more than 3,000 miles of transmission lines; weatherize 2.5 million homes; protect health insurance for more than 8 million Americans in danger of losing their coverage; secure 90 major ports; renovate 10,000 schools; and triple the number of science fellowships.

WASHINGTON — The U.S. Department of the Treasury, the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, the Office of Thrift Supervision, and the Federal Reserve Board today issued the following joint statement:


“A strong, resilient financial system is necessary to facilitate a broad and sustainable economic recovery. The U.S. government stands firmly behind the banking system during this period of financial strain to ensure it will be able to perform its key function of providing credit to households and businesses. The government will ensure that banks have the capital and liquidity they need to provide the credit necessary to restore economic growth. Moreover, we reiterate our determination to preserve the viability of systemically important financial institutions so that they are able to meet their commitments.


“We announced on February 10, 2009, a Capital Assistance Program to ensure that our banking institutions are appropriately capitalized, with high-quality capital. Under this program, which will be initiated on February 25, the capital needs of the major U.S. banking institutions will be evaluated under a more challenging economic environment. Should that assessment indicate that an additional capital buffer is warranted, institutions will have an opportunity to turn first to private sources of capital. Otherwise, the temporary capital buffer will be made available from the government. This additional capital does not imply a new capital standard and it is not expected to be maintained on an ongoing basis. Instead, it is available to provide a cushion against larger than expected future losses, should they occur due to a more severe economic environment, and to support lending to creditworthy borrowers. Any government capital will be in the form of mandatory convertible preferred shares, which would be converted into common equity shares only as needed over time to keep banks in a well-capitalized position and can be retired under improved financial conditions before the conversion becomes mandatory. Previous capital injections under the Troubled Asset Relief Program will also be eligible to be exchanged for the mandatory convertible preferred shares. The conversion feature will enable institutions to maintain or enhance the quality of their capital.


“Currently, the major U.S. banking institutions have capital in excess of the amounts required to be considered well capitalized. This program is designed to ensure that these major banking institutions have sufficient capital to perform their critical role in our financial system on an ongoing basis and can support economic recovery, even under an economic environment that is more challenging than is currently anticipated. The customers and the providers of capital and funding can be assured that as a result of this program participating banks will be able to move forward to provide the credit necessary for the stabilization and recovery of the U.S. economy. Because our economy functions better when financial institutions are well managed in the private sector, the strong presumption of the Capital Assistance Program is that banks should remain in private hands.”

OBAMA ADMINISTRATION AWARDS NEARLY $1.6 BILLION IN HOMELESS GRANTS TO THOUSANDS OF LOCAL HOUSING AND SERVICE PROGRAMS NATIONWIDE
Recovery Plan provides $1.5 billion in additional funding for homeless prevention

WASHINGTON - Hundreds of thousands of homeless individuals and families will find a stable home and be offered critically needed services as a result of nearly $1.6 billion in homeless assistance announced today by U.S. Department of Housing and Urban Development Secretary Shaun Donovan. This week, President Obama also signed the American Recovery and Reinvestment Act of 2009 into law, which will provide an additional $1.5 billion in funding for homeless prevention.

The grants announced today are being awarded through HUD's Continuum of Care programs and will assist approximately 6,300 local homeless assistance projects throughout the U.S., Puerto Rico and the U.S. Virgin Islands. For a local summary of the grant funding announced today, visit HUD's website.

"With the foreclosure and unemployment crisis looming, millions of families - both homeowners and renters - are in danger of losing their homes so we must focus substantial resources to help those families find stable housing," said Donovan. "The grants being awarded today, along with the recovery plan's additional $1.5 billion, will offer a critical lifeline to those persons and families who, after a foreclosure or job loss, might otherwise be faced with homelessness. Today we are announcing an unprecedented commitment to fund programs that have a proven track record of providing real housing solutions for our most vulnerable neighbors."

HUD is awarding $24 million to create new pilot programs in 23 local communities to rapidly rehouse homeless families with children, which will be critical during these difficult economic times. These local pilot programs (see attached chart) will become the basis of a significantly expanded $1.5 billion federal effort, through the American Recovery and Reinvestment Act of 2009, to offer quick housing assistance to homeless families and to prevent homelessness among those facing a sudden economic crisis.

The additional funding provided in the recovery plan is a dramatic increase in funding to support local programs to keep persons and families from becoming homeless, including the large number of low-income renters who are at high-risk of becoming homeless because their landlords' properties are foreclosed upon. This funding will have an immediate impact by offering these families short-term rental assistance, housing relocation, or security and utility deposits.

HUD's homelessness grants have made a measureable difference in reducing long-term or chronic homelessness in America. Based on the Department's latest homeless assessment, chronic homelessness has declined an average of 15 percent annually from 2005 to 2007. This decline is directly attributed to HUD's homeless grants helping to create significantly more permanent housing for those who might otherwise be living on the streets.

HUD's funding is provided in two ways:

Continuum of Care Grants provide permanent and transitional housing to homeless persons. In addition, Continuum grants fund important services including job training, health care, mental health counseling, substance abuse treatment and child care. More than $1.5 billion in Continuum of Care grants are awarded competitively to local programs to meet the needs of their homeless clients. Continuum grants fund a wide variety of programs from street outreach and assessment programs to transitional and permanent housing for homeless persons and families. Half of all Continuum funding awarded today, more than $783 million, will support new and existing programs that help to pay rent and provide permanent housing for disabled homeless individuals and their families (see attached summary of the funding awarded today).

Emergency Shelter Grants provide funds for the operation of local shelters and fund related social service and homeless prevention programs. HUD is awarding $160 million in Emergency Shelter Grants that are allocated based on a formula to state and local governments to create, improve and operate emergency shelters for homeless persons. These funds may also support essential services including job training, health care, drug/alcohol treatment, childcare and homelessness prevention activities. By helping to support emergency shelter, transitional housing and needed support services, Emergency Shelter Grants are designed to move homeless persons away from a life on the street toward permanent housing.

This year, HUD is transitioning away from a paper-based application process to a new electronic grant submission process called e-snaps. This new electronic system allows applicants to store their submissions as they work on them and significantly reduces the time it takes HUD staff to review these applications. It also saves considerable effort by avoiding burdensome and time-consuming data entry. In the end, e-snaps will streamline and accelerate the process of awarding HUD grant to local homeless programs across the country.
