New Spanish-Language Web Site Helps Depositors Understand Their Money Is Federally Insured


The FDIC has created a Web site devoted to material and information the agency makes available in Spanish on deposit insurance coverage. The site -- www.fdicseguro.gov -- features the FDIC’s new version of our Electronic Deposit Insurance Estimator (EDIE), as well as a Spanish public service announcement that encourages consumers to keep their funds in federally insured institutions where their money will be safe and can grow.

Readers of the Fall 2008 Money Smart News may recall the FDIC launched a similar Web site -- www.myfdicinsurance.gov -- in English.


FDIC Publication Helps Consumers Understand Changes in Deposit Insurance Coverage
The Fall 2008 FDIC Consumer News explains recent changes in the deposit insurance rules -- primarily a temporary boost in the basic insurance limit from $100,000 to $250,000 through December 31, 2009 -- and provides other information to help bank customers understand how their deposits are protected. Educators and students can subscribe free to the online version of the newsletter.

Promoting Financial Education at IRS Tax-Preparation Sites: Success Stories
Money Smart partners are making a difference in local communities by helping to offer free tax help to eligible wage earners through IRS Volunteer Income Tax Assistance (VITA) sites. Federal Programs Promoting Economic Recovery Via Financial Education
The FDIC has partnered with the White House, the U.S. Department of the Treasury, the Commerce Department, and other federal offices to produce a Web site that focuses on how Americans can protect their savings. Financial educators and their students can learn more by visiting www.economicrecovery.gov. Also, given the current challenging economic situation and the need for financial education, the FDIC highlights the availability of grants for financial educators from two Money Smart partners in the federal government. One program, from the U.S. Department of Health and Human Services’ Assets for Independence, provides funds for financial education and asset building for low-income families. Message from the FDIC
During our changing -- and challenging -- economic times, consumer financial education takes on added importance. This issue of Money Smart News provides timely resources for financial educators to use to help people of all ages and income levels understand how they can more effectively manage their money. You will find a discussion of federal programs and Web sites promoting financial education that can be particularly helpful in the current environment.

This issue presents resources that will help consumers understand their deposit insurance coverage. These include a new Spanish-language version of the FDIC’s online Electronic Deposit Insurance Estimator, which we call “EDIE.”

The 2009 tax season provides financial educators with an excellent opportunity to teach adult students how they can save money for the future. You will find “tax time” success stories for educators, including ways to partner with free IRS tax-preparation sites. In the process, educators can help low- and moderate-income individuals open and add to bank and savings accounts. Also on the topic of saving money, the third annual America Saves Week -- February 22 to March 1, 2009 -- is a time when many government agencies (including the FDIC), private companies, and non-profit organizations emphasize the importance of putting tax refunds and other money into savings.

Scientists Identify Proteins That Neutralize Multiple Strains of Seasonal and Pandemic Flu Viruses

Scientists have identified a small family of lab-made proteins that neutralize a broad range of influenza A viruses, including the H5N1 avian virus, the 1918 pandemic influenza virus and seasonal H1N1 flu viruses. These human monoclonal antibodies, identical infection-fighting proteins derived from the same cell lineage, also were found to protect mice from illness caused by H5N1 and other influenza A viruses. Because large quantities of monoclonal antibodies can be made relatively quickly, after more testing, these influenza-specific monoclonal antibodies potentially could be used in combination with antiviral drugs to prevent or treat the flu during an influenza outbreak or pandemic.

Top Ten Facts about Taking Early Distributions from Retirement Plans
If you took an early distribution from your retirement plan, here are some things you need to know:
1. Payments you receive from your Individual Retirement Arrangement before you reach age 59 ½ are generally considered early or premature distributions.
2. Early distributions are usually subject to an additional 10 percent tax.
3. Early distributions must also be reported to the IRS.
4. Distributions you rollover to another IRA or qualified retirement plan are not subject to the additional 10 percent tax. You must complete the rollover within 60 days after the day you received the distribution.
5. The amount you roll over is generally taxed when the new plan makes a distribution to you or your beneficiary.
6. If you made nondeductible contributions to an IRA and later take early distributions from that same IRA, the portion of the distribution attributable to those contributions is not taxed.
7. If you received an early distribution from a Roth IRA the distribution attributable to contributions is not taxed.
8. If you received a distribution from any other qualified retirement plan, generally the entire distribution is taxable unless you made after-tax employee contributions to the plan.
9. There are several exceptions to the additional 10 percent early distribution, such as when the distributions are used for purchase of a first home, certain medical and educational expenses or if you become disabled. Other exceptions can be found in IRS Publication 590, Individual Retirement Arrangements (IRAs).
10. More information about early distributions from retirement plans and the additional 10 percent tax can be found in IRS Publication 575, Pension and Annuity Income and Publication 590, Individual Retirement Arrangements (IRAs). Both publications are available on IRS.gov or by calling 800-TAX-FORM (800-829-3676).

NRC CONDUCTING SPECIAL INSPECTION AT COOPER NUCLEAR STATION

The U.S. Nuclear Regulatory Commission is conducting a special inspection at the Cooper Nuclear Station in response to the failure of a pipe that supplies lubricating oil to an emergency diesel generator. Nebraska Public Power District operates the plant, located near Brownville, Neb.

On January 27, during a monthly surveillance test of the diesel, the pipe began leaking oil. The licensee believes the leak was caused by a vibration induced failure. The diesel generators are used to supply power to plant safety systems in the event of a loss of off-site power during emergencies

A year ago, a leak was found in a similar pipe supplying oil to a second emergency diesel generator. The licensee replaced pipes on both diesel generators.

“Based on this most recent leak, and the similarity of the problems, we have questions about the effectiveness of the licensee’s corrective actions and we want to take a closer look at this matter,” said Region IV Administrator Elmo E. Collins.

A four-member team of NRC specialists will review the circumstances related to the event, the licensee’s root cause evaluation and determine whether appropriate corrective actions were taken. The team includes three reactor inspectors from the NRC’s Region IV office in Arlington, Texas, and a member of the Office of Nuclear Regulatory Research from NRC Headquarters, in Rockville, Md.

EPA Invests $2 Million To Secure Philadelphia's Drinking Water Supply
Innovative Water Quality Tools to Keep Our Drinking Water Safe

PHILADELPHIA (Feb. 23, 2009) - - Today, the U.S. Environmental Protection Agency presented a $2 million grant to Philadelphia to help the City address the risk of intentional contamination of its drinking water. The total funding available to the City for this project could be as high as $9.5 million, contingent upon EPA's budget over the next three years.

The grant will fund the Philadelphia Water Department to pilot monitoring and surveillance components of an early warning system.

"Philadelphia was selected for this pilot because of its existing water quality protection programs and its commitment to put in place the complex systems needed to increase water security," said William T. Wisniewski, the U.S. EPA's acting administrator for the mid-Atlantic region.

The project, called the Water Security Initiative, is expected to serve as a model for the nation's drinking water utilities. Similar water security pilot grants were awarded by EPA to New York City, San Francisco, and Dallas.

The contamination warning system to be developed and evaluated by Philadelphia involves online real-time drinking water monitoring, public health surveillance, laboratory analysis capabilities, enhanced security monitoring and consumer complaint surveillance. The warning system will be designed for long-term operation.

Coordination is critical to effectively detect or respond to contamination incidents. To ensure effective communication and response, Philadelphia's Water Department will collaborate with many city and governmental agencies in this pilot including the Philadelphia Department of Public Health, the Office of Emergency Management and Pennsylvania's Department of Environmental Protection.

The 2,000 men and women who work for the Philadelphia Water Department deliver reliable, high-quality drinking water to more than 1.6 million consumers who live or work in the City of Philadelphia.

$740 Million Goes to States for Fish and Wildlife Projects

Department of the Interior Secretary Ken Salazar announced today more than
$740.9 million will be distributed to the fish and wildlife agencies of the
50 states, commonwealths, the District of Columbia, and territories to fund
fish and wildlife conservation, boater access to public waters, and hunter
and aquatic education. These Wildlife and Sport Fish Restoration Program
funds come from excise taxes and import duties on sporting firearms,
ammunition, archery equipment, sportfishing equipment, electric outboard
motors, and fuel taxes attributable to motorboats and small engines.

"The funds raised under the Wildlife and Sport Fish Restoration Programs
have helped conserve our fish and wildlife resources and provide
opportunities for outdoor recreation for more than half a century. These
investments, which help create jobs while protecting our nation's natural
treasures, are particularly important in these tough economic times,”
Salazar said. “All those who pay into this program – the hunting and
fishing industries, boaters, hunters, anglers, and recreational shooters –
should take pride in helping to conserve our land and its fish and wildlife
and provide benefits to all Americans who cherish the natural world and
outdoor recreation.”

The Wildlife Restoration apportionment for 2009 totals nearly $336 million,
with more than $64.7 million marked for hunter education and firearm and
archery range programs. The Sport Fish Restoration apportionment for 2009
totals more than $404 million.

Pittman-Robertson Wildlife Restoration Act funding is available to states,
commonwealths, and territories through a formula based on land area,
including inland waters and the number of paid hunting license holders in
each state, commonwealth, and territory. State, commonwealth, and
territorial fish and wildlife agencies use the money to manage wildlife
populations, conduct habitat research, acquire wildlife lands and public
access, carry out surveys and inventories, administer hunter education, and
construct and maintain shooting ranges.

“State fish and wildlife agencies are proud to be funded by the hunting,
fishing and boating community through this American system of conservation
funding, which has been a successful model for many years,” said Rex Amack,
President of the Association of Fish and Wildlife Agencies and Director of
the Nebraska Game and Parks Commission. “This year’s record Wildlife and
Sport Fish Restoration apportionment is vital in order for state agencies
to continue their work to sustain healthy fish and wildlife populations and
provide opportunities for all to connect with nature.”

Sport Fish Restoration is funded by the collection of excise taxes and
import duties on sport fishing equipment, motorboat and small engine fuels,
and pleasure boats. Sport Fish Restoration funds are apportioned to the
states based on a formula that includes the land and water area, inland
waters and the Great Lakes and marine coastal areas where applicable, and
the number of paid fishing license holders. States, the District of
Columbia, commonwealths, and territories use the funds to pay for stocking
fish; acquiring and improving sport fish habitat; providing aquatic
resource education opportunities; conducting fisheries research;
maintaining public access, and the construction at boat ramps, fishing
piers, and other facilities for recreational boating access.

More than 62 percent of Wildlife Restoration funds are used to buy,
develop, maintain, and operate wildlife management areas. Since the program
began, state, commonwealth, and territorial fish and wildlife agencies have
acquired 68 million acres through fee simple, leases, or easements, and
operated and maintained more than 390 million acres for hunting since the
program began. In addition, agencies certified over 9 million participants
in hunter education.

“This source of conservation funding is important not only measured by its
dollar amount, but also by legislative safeguards preventing its diversion
away from state fish and wildlife agencies,” said Rowan Gould, acting
Director of the U.S. Fish and Wildlife Service. “For states working to
ensure a future for fish and wildlife – and opportunities for people to
enjoy them – precious few programs offer this level of support and
reliability.”

Numerous species including the wild turkey, white-tailed deer, pronghorn
antelope, American elk, and black bears have increased in population due to
improved research and habitat management funded by Wildlife Restoration. In
the program's history, fish and wildlife agencies have assisted more than
9.2 million landowners on fish and wildlife management. States,
commonwealth, and territorial fish and wildlife agencies have improved more
than 35 million acres of habitat and developed more than 44,000 acres of
waterfowl impoundments.

Since the inception of the Dingell-Johnson Sport Fish Restoration Act,
states, commonwealth, and territorial fish and wildlife agencies have
acquired 360,000 acres through fee simple, leases, or easements. They have
operated and maintained more than 1.5 million acres annually and they
stocked over 6.8 billion fish and restored more than 1.7 billion fish
throughout the country; renovated or improved 6,400-boat access sites; and
had over 11.9 million participants in the aquatic resource education
program.

New Variant of Conficker/Downadup Worm Circulating

US-CERT is aware of public reports concerning a new variant of the
Conficker/Downadup worm, named Conficker B++. This variant propagates
itself via multiple methods, including exploitation of the previously
patched vulnerability addressed in MS08-067, password guessing, and
the infection of removable media. Most significantly, Conficker B++
implements a new backdoor with "auto-update" functionality, allowing
machines compromised by the new variant to have additional malicious
code installed on them. According to Microsoft, there is no indication
that systems infected with previous variants of Conficker can
automatically be re-infected with the B++ variant.

US-CERT strongly encourages users to review Microsoft Security
Bulletin MS08-067 and update unpatched systems as soon as possible.

Additionally, US-CERT recommends that users take the following
preventative measures to help mitigate the security risks:
* Install antivirus software, and keep the virus signatures up to
date.
* Review the Microsoft Malware Protection Center blog entry for
details regarding the worm.
* Review the Using Caution with USB Drives Cyber Security Tip for
more information on protecting removable media.

“Today’s fiscal summit at the White House was a positive step as we begin to address our nation’s long-term fiscal challenges, and I commend President Obama for convening this meeting so quickly at the beginning of his Presidency. The conversations held today were frank and honest assessments of the fiscal realities we face.

“Everyone attending today’s summit is aware that these issues require more than a one-day event. I’m pleased that the President said that he would put in place a process to continue this discussion. Airline brings back free drinks

(CNN) — While major airlines have been finding new ways to charge
passengers additional fees, at least one effort has apparently failed. US
Airways announced Monday it will no longer charge travelers for non-alcoholic
beverages.

“US Airways was the only large network carrier to charge for drinks and
that put us at a disadvantage,” Chairman and CEO Doug Parker said in a news
release.


Iraqi National Museum re-opens six years after looting

BAGHDAD, Iraq (CNN) — Iraq’s National Museum re-opened to the public
Monday, nearly six years after it was pillaged in the chaotic days following
the fall of Saddam Hussein.

Some 15,000 irreplaceable artifacts were looted in May 2003, of which
only about 6,000 have been recovered.

Those items went on display in a special wing of the museum Monday.

The museum is a source of national pride, highlighting Iraq’s role in
history as the cradle of civilization. Some objects in the collection are
thousands of years old.

Iraq aims to make the museum “the best in the world,” Prime Minister
Nouri al-Maliki said at the opening ceremony, adding that a huge international
campaign is still needed to recover looted objects.

A number of countries in the region returned objects to Iraq last year,
deeming the country safe enough to secure them.

But concerns remains high that the country’s hard-won stability is not
irreversible and that the collection could be endangered if violence gets worse
again. Reopening the museum is yet another test that will face the Iraqi
security forces.


Torture claim Guantanamo detainee returns to United Kingdom

LONDON, England (CNN) — A British resident released after four years at
Guantanamo Bay arrived back in the United Kingdom Monday, officials said, in a
case that has helped deepen controversy over U.S. treatment of accused
terrorists.

Binyam Mohamed, detained in Pakistan in 2002 on suspicion of terrorism,
returned after being freed in a deal between the British and U.S. governments,
the United Kingdom Foreign Office said.

Ethiopian-born Mohamed says he was tortured into falsely confessing to
terrorist activities while in U.S. custody in Morocco. He says he was then
taken to Afghanistan and then to Guantanamo in 2004.

Joint Statement by the Treasury, FDIC, OCC, OTS and the Federal Reserve


Washington, DC – The U.S. Department of the Treasury, the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, the Office of Thrift Supervision, and the Federal Reserve Board today issued the following joint statement:


"A strong, resilient financial system is necessary to facilitate a broad and sustainable economic recovery. The U.S. government stands firmly behind the banking system during this period of financial strain to ensure it will be able to perform its key function of providing credit to households and businesses. The government will ensure that banks have the capital and liquidity they need to provide the credit necessary to restore economic growth. Moreover, we reiterate our determination to preserve the viability of systemically important financial institutions so that they are able to meet their commitments.


"We announced on February 10, 2009, a Capital Assistance Program to ensure that our banking institutions are appropriately capitalized, with high-quality capital. Under this program, which will be initiated on February 25, the capital needs of the major U.S. banking institutions will be evaluated under a more challenging economic environment. Should that assessment indicate that an additional capital buffer is warranted, institutions will have an opportunity to turn first to private sources of capital. Otherwise, the temporary capital buffer will be made available from the government. This additional capital does not imply a new capital standard and it is not expected to be maintained on an ongoing basis. Instead, it is available to provide a cushion against larger than expected future losses, should they occur due to a more severe economic environment, and to support lending to creditworthy borrowers. Any government capital will be in the form of mandatory convertible preferred shares, which would be converted into common equity shares only as needed over time to keep banks in a well-capitalized position and can be retired under improved financial conditions before the conversion becomes mandatory. Previous capital injections under the Troubled Asset Relief Program will also be eligible to be exchanged for the mandatory convertible preferred shares. The conversion feature will enable institutions to maintain or enhance the quality of their capital.


"Currently, the major U.S. banking institutions have capital in excess of the amounts required to be considered well capitalized. This program is designed to ensure that these major banking institutions have sufficient capital to perform their critical role in our financial system on an ongoing basis and can support economic recovery, even under an economic environment that is more challenging than is currently anticipated. The customers and the providers of capital and funding can be assured that as a result of this program participating banks will be able to move forward to provide the credit necessary for the stabilization and recovery of the U.S. economy. Because our economy functions better when financial institutions are well managed in the private sector, the strong presumption of the Capital Assistance Program is that banks should remain in private hands."

NEW YORK (CNNMoney.com) — Roughly 97% of American households could see tax savings as a result of the American Recovery and Reinvestment Act, according to a new analysis by a nonpartisan research group.

The Tax Policy Center crunched the numbers and concluded that the average savings would be $1,179. But how much a household actually gets depends on income, marital status and whether a filer has children. The savings range from a few hundred dollars to several thousand.

The law, which President Obama signed on Tuesday, contains a range of tax breaks for individuals. Those likely to affect the greatest number of households are the new Making Work Pay credit worth up to $400 ($800 for joint filers); a patch to protect middle- and upper-middle-income families from having to pay the Alternative Minimum Tax; and expansions of the earned income tax credit and the child tax credit for low-income families.

There are also breaks that address specific situations: a new credit for first-time home buyers, a sales tax deduction for car buyers and a new credit to help pay for college tuition. For people receiving unemployment benefits, the first $2,400 will be tax free.


British PM to make 'working visit' to White House

WASHINGTON (CNN) — British Prime Minister Gordon Brown will be visiting President Barack Obama next month, the White House said on Saturday.

Brown — who will be visiting the White House on March 3 — will be discussing several issues with Obama, including Afghanistan, the global financial crisis, an April economic summit in London, and the 60th anniversary NATO summit.

"The United States and the United Kingdom share a special partnership, and the President looks forward to working closely with the Prime Minister to
address common global challenges," the White House said.


Housing secretary defends Obama mortgage plan

WASHINGTON (CNN) — The Obama administration’s efforts to aid struggling homeowners will aid “responsible” borrowers, not deadbeats or speculators, Housing Secretary Shaun Donovan said Sunday.

President Barack Obama announced the plan Wednesday, saying it will help up to nine million people keep their homes in a housing market ravaged by foreclosures. But critics, including several leading Republicans and some commentators, have said the $75 billion proposal will unfairly help some people at the expense of others.

White House spokesman Robert Gibbs acknowledged Friday that some people who made “bad decisions” might end up getting help under the proposal. But Donovan, Obama’s secretary of housing and urban development, told CNN’s “State of the Union” on Sunday that “There are no ‘flippers,’ investor-owners or scammers that are eligible for this program.”

“We’re going check everybody’s income when they come into this program. We’re going to make sure that people are paying their bills. And more than anything, we’re targeting the folks who are playing by the rules,” he said.

The administration’s proposal would make it easier for homeowners to afford their monthly payments either by refinancing the mortgages or having their loans modified. And it would vastly broaden the scope of the government rescue by focusing on homeowners who are still current in their payments but at risk of default.


Clinton sets framework for U.S.-Asia relations

(CNN) — Hillary Clinton wrapped up a 20,000-mile, four-country trip to Asia — her first as secretary of state — emphasizing that the United States is actively engaged with the region.

Clinton traveled to Japan, China, South Korea and Indonesia to discuss a range of issues, including solving the global economic crisis, the prevention of nuclear weapons proliferation and reversing the global warming trend. She returned to Washington on Sunday.

Clinton broached the issue of human rights with Chinese leaders Saturday, and told reporters the United States will continue to press Beijing on issues such as Tibet, Taiwan and human rights.

During an earlier stop in Seoul, South Korea, she told reporters there, “Successive administrations and Chinese governments have been poised back and forth on these issues, and we have to continue to press them. But our pressing on those issues can’t interfere with the global economic crisis, the global climate change crisis, and the security crisis.

“We have to have a dialogue that leads to an understanding and cooperation on each of those.”
