Changing
Participation in Food Assistance Programs Among Low-Income Children
After Welfare Reform
In 1996, the safety net for poor households with children fundamentally
changed when Federal legislation replaced Aid to Families with
Dependent Children (AFDC) with Temporary Assistance for Needy
Families (TANF). This study investigates participation in, and
benefits received from, AFDC/TANF and food assistance programs,
before and after the legislation, for children in low-income
households (income below 300 percent of the Federal poverty line).
The results show that, between 1990 and 2004, the share of children
receiving food stamp benefits declined, most notably among children
in the poorest households (income below 50 percent of the Federal
poverty line). The share of children receiving benefits from
the school meals programs and the Special Supplemental Nutrition
Program for Women, Infants, and Children (WIC) rose, mainly among
children in low-income households with income above the Federal
poverty line. Overall, the share of children in households that
received benefits from AFDC/TANF or food assistance programs
grew from 35 percent to 52 percent. However, the net result of
these changes is that average total inflation-adjusted household
benefits from all programs examined declined. The decline was
largest among children in the poorest households.

Data for public and private funding of agricultural research
and development cover the years 1970-2008 (public) and 1970-98
(private). Data are available as nominal figures and adjusted
for inflation.

Price Spreads
This data set provides monthly average price values, and the
differences among those values, at the farm, wholesale, and retail
stages of the production and marketing chain for selected cuts
of beef, pork, and broilers. In addition, retail prices are provided
for beef and pork cuts, turkey, whole chickens, eggs, and dairy
products.

During his visit to a town hall in Henderson
Nevada, President Obama announced new efforts to stabilize the
housing market by buying vacant homes and converting them into
affordable housing that will create jobs, help the housing crisis,
and allow the local economy to grow. He also announced a $1.5
billion fund for housing finance agencies in Nevada and other
hard-hit states to help unemployed homeowners avoid foreclosures.
The fund will also help struggling homeowners find a way to pay
their mortgages and modify their loans.

from December 2009 to January 2010, seasonally adjusted. A 0.2
percent increase in the Consumer Price Index for All Urban Consumers
(CPI-U) was offset by a 0.2 percent increase in average hourly

0.3 percent over the month.

7. On Feb. 20, 1962, Glenn lifted off into space aboard his Mercury
Atlas (MA-6) rocket to become the first American to orbit the
Earth. After orbiting the Earth 3 times, Friendship 7 landed
in the Atlantic Ocean, just East of Grand Turk Island in the

Imagine if, one year ago, Congress
had passed a stimulus bill that really worked. Lets say
this bill had started spending money within a matter of weeks
and had rapidly helped the economy. Lets also imagine it
was large enough to have had a huge impact on jobs employing
something like two million people who would otherwise be unemployed
right now. If that had happened, what would the economy look
like today? Well, it would look almost exactly as it does now.
Because those nice descriptions of the stimulus that I just gave
arent hypothetical. They are descriptions of the actual
bill.

The Federal Reserve and Commerce
Department reported that U.S. manufacturing and housing growth
increased in January, positive indications and further evidence
that the economy continues to recover. That was the seventh
consecutive month of growth in manufacturing, a sector that has
helped charge the economic recovery. Builders also broke ground
on more houses and apartments in January than economists generally
expected
. housing construction rose 2.8 percent -- a seasonally
adjusted rate of 591,000 houses or apartments -- the fastest

Hoyer Statement on President Obama's
Plan to Help Hardest Hit Housing Markets
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
the Obama Administrations plan to help address urgent problems
facing homeowners:
Today, President Obama announced plans to increase assistance
to responsible families struggling to keep their homes in the
wake of the housing market collapse. While home prices have begun
to stabilize under Democratic economic policies, the effects
of the crash and unemployment have depressed local economies
and made it difficult for middle-class families to stay in their
homes across Americaparticularly in the hardest-hit states,
where average home prices are down more than 20% from their peak.
Conditions in those states, where many families owe more in mortgages
than their houses are worth, make it especially difficult to
sell homes.
The Presidents plan would use federal funds to assist
state and local housing agencies develop innovative programs
to stabilize housing markets and help struggling homeowners renegotiate
mortgages. Its an important step even for families who
dont face foreclosure, because a wave of home foreclosures
can weaken an entire local economy. I look forward to working
with President Obama to implement these much-needed housing policies
and to pass job-creating legislation to strengthen our communities
recovery.

OCC Releases CRA Evaluations For 9 National
Banks
WASHINGTON The Office of the Comptroller of the Currency
(OCC) today released a list of Community Reinvestment Act (CRA)
performance evaluations that became public during the period
of January 15, 2010 through February 14, 2010. The list contains
only national banks and insured federal branches of foreign banks
that have received ratings. The possible ratings are outstanding,
satisfactory, needs to improve, and substantial noncompliance.
Of the 9 evaluations made public this month, 1 was outstanding,
8 were satisfactory, none was needs to improve and none was substantial
noncompliance. Evaluations are available from links on http://www.occ.treas.gov/cra/feb10.htm.
The OCCs World Wide Web site (http://www.occ.treas.gov)
also offers access to a searchable list of all public CRA evaluations
(http://www.occ.treas.gov/cra/crasrch.htm).
Copies of the actual evaluations may be obtained by submitting
a request electronically through the OCC's online FOIA site https://appsec.occ.gov/publicaccesslink/.

Subject: Closing in on 5000 might change our message capabilities.
Apparently, groups that reach 5000 members
can't message all members any more. Thus we will have to depend
on The Wall to notify everyone of events, new projects and other
happenings.
So, when you see our Wall posts on your
home page, be sure and check them out and go to the page at least
once a day to see what's up.
One of the most important functions of
this group is to organize our resident Hoosiers to get together
for events that promote the candidate to the party and to potential
new members,
Gabrial Canada, one of our members from
Indianapolis, has posted a Meetup event, it is now at the top
of the home page. It is currently planned for March, but if enough
people sign up he can have an earlier event, much sooner.
So if you are one of our Hoosiers, go sign
up even if you can't make it for sure, it will give him a contact
to use in organizing in the state.

approaching 5000 members, you are certainly welcome to attend
if you are close enough.
Otherwise, we'll try to organize shadow
Meetups all over the country at the same time, so we can all
share the Hoosiers' excitement. Gabrial tells me that "exciting
politics" in Indiana is about as rare as Rhode Island launching
a space shuttle.
We certainly have changed that!
