Senators Renew Push for Public Option
"Four Democratic senators, including two facing potentially
challenging election campaigns this year, are asking Senate Majority
Leader Harry Reid to use reconciliation, a procedural maneuver
requiring only 51 votes, to push for a public health insurance
option," CBS News reports.
Sens. Michael Bennet (D-CO), Kirsten Gillibrand
(D-NY), Sherrod Brown (D-OH) and Jeff Merkley (D-OR) "signed
a letter to Reid saying they support this plan for four reasons:
the cost savings the public option is estimated to achieve, continued
public support for the public option, the need for increased
competition in the insurance market and the Senate's history
of using the reconciliation process for health care reform."

Kong shares jump, shrug off PBOC reserve hike

HONG KONG (MarketWatch) -- Hong Kong shares jumped early Wednesday
as trading resumed after the Chinese New Year holiday, with a
strong overnight show on Wall Street and a surge in commodity
prices propelling resource-sector stocks. The Hang Seng Index
gained 1.9% to 20,656.80, and the Hang Seng China Enterprises
Index added 2.2% to 11,790.13. Jiangxi Copper Co. rose 3%, Aluminum
Corp. of China Ltd. added 2.8% and China Shenhual Energy Co.
advanced 3.2%. Chinese financials also tacked on gains, ignoring
the Chinese central bank's decision to raise banks' reserve requirement
by a half-point. Deutsche Bank analysts said the lenders' comfortable
liquidity position could mean the increase in the reserve requirement
would give them better returns on surplus reserves. Industrial
& Commercial Bank of China Ltd. added 2.3%, and China Construction
Bank Corp. rose 1.5%.

by a ratio of about 5 to 1, while about five stocks rose for

Hoyer Applauds Commencement of Federal
Nuclear Loan Program
Nuclear Energy Development Part of Comprehensive Clean Energy
and Jobs Agenda
WASHINGTON, DC - Majority Leader Steny
H. Hoyer (Md) released the following statement today after President
Obama announced the commencement of a federal loan guarantee
program to help finance the development of nuclear power as a
safe and reliable clean energy alternative. As a strong proponent
of nuclear power, Hoyer has worked to boost incentives to strengthen
Americas nuclear capacity. The announcement was made at
the IBEW Local 26 Headquarters in Lanham, MD located right outside
Hoyers congressional district:
I commend both President Obamas commitment to the
development of nuclear energy as a clean and safe energy alternative
and todays announcement of a federally-backed project to
build the nations first nuclear facility in almost 30 years.
Enhancing Americas nuclear capacity is a critical component

Public Health Preparedness Summit 2010
Atlanta, Georgia, February 16
Thank you, Tom. I also want to thank NACCHO for hosting this
important conference and for inviting me to speak here today.
Public health is a top priority for this administration. So is
strengthening our partnerships across government. So Im
glad I could come talk with you about how we can work together
to keep Americans healthy and safe.
Before I get to our H1N1 response and some of the lessons weve
learned, I want to acknowledge a couple members of our terrific
public health team who are here today. Many of you knew Tom Frieden
from his trailblazing work as New York City Health Commissioner.
Since then, many of you have gotten to know him as one of the
key leaders of our H1N1 response. Were very fortunate to
have him as our CDC director.
Youre also going to hear later today from Dr. Nicki Lurie,
our terrific Assistant Secretary for Preparedness and Response.
Like Tom, she plays a key role in almost all our public health
activities. And over the last year, those efforts have greatly
benefited from her extraordinary experience, not just in the
federal government, but in the private sector, academia, and
state government. So were very lucky to have her, too.
And last, I want to mention one member of our team who isnt
here today. A few weeks ago, we lost one of our own, Diane Caves,
in the Haiti earthquake. Diane joined CDCs Office of Public
Health Preparedness and Response in 2007, and Im told she
immediately impressed her colleagues with her deep caring and
adventurous spirit. So no one was surprised when she volunteered
to go to Haiti to strengthen our HIV/AIDS programs there. She
was working on those programs when the earthquake hit. Our thoughts
and prayers are with Dianes family and with all families
who have lost loved ones in the earthquake.
Like so many of you here today, Dianes passion was building
safer, healthier communities. And that job has never been more
challenging than it is today. We face a wider range of public
health threats than ever before in our history. It could be a
dirty bomb set off in a subway car, or a contaminated food outbreak
that originates outside our borders. Or we could face a new strain
of flu that targets our children, like the novel H1N1 virus.
Americas families are counting on us to prepare for all
of these threats and to be as prepared as possible even
when we face a new threat that we havent seen before.
Because youre on the front lines of response, you know
better than anyone that these health emergencies can test our
entire public health system. How well we respond depends on the
strength and numbers of our health workforce. It depends on the
effectiveness and reliability of our countermeasures. Our response
depends on how diligently we plan and practice in local communities,
and on whether we have enough hospital beds and working emergency
rooms. Can we execute a national response strategy on the local
level and inform the national strategy with the best local data?
And we know that no response can work unless were also
able to reach the public to educate them about the threat
and how to prevent it.
The 2009-10 H1N1 flu was one of those crises that put every aspect
of our public health system to the test. I was sworn in as Secretary
just as we were recognizing the first wave of the disease. Less
than an hour after I became Secretary, I was taken to the White
House Situation Room to get briefed.
Ive been involved in the H1N1 response from my first day
on the job. And whats been striking about this flu is that
like so many public health crises, it hasnt evolved the
way we planned. We had planned for a pandemic that was more deadly
and emerged far away from our shores. The flu that presented
was less lethal thank heavens and already present
in several states. This confirmed the wisdom of our flexible,
all hazards approach to public health preparation.
The most dangerous public health threat is often the one youre
least prepared for, so we tried to be prepared for everything.
When the H1N1 flu hit in April, these preparations paid off.
One of the first steps we took after identifying the flu was
to release 11 million antiviral doses, 13.5 million surgical
masks, and more than 25 million respirators from our Strategic
National Stockpile. Having these countermeasures on hand allowed
us to ensure that commercial shortages didnt slow our response.
Another example of preparation paying off is our Hospital Preparedness
Program. Since 2002, weve sent more than $3 billion to
state, local, and territorial public health departments, which
have been invested in strengthening our medical surge capacity.
Because of this investment, many of our hospitals had actually
conducted pandemic flu exercises before H1N1 hit, so they knew
what to do when their emergency rooms and ICU beds started filling
up.
Steps like these allowed our public health response to hit the
ground running. Working with partners in government, industry,
and around the world, we rapidly characterized the virus, developed
a candidate vaccine, made sure it was safe, and began production.
By acting quickly, we made the first doses of the vaccine available
in October, less than six months after the flu was identified.
At the same time, we launched an unprecedented multimedia communications
campaign, first to educate Americans about how to recognize the
flu and how to prevent it from spreading and then to encourage
them to get vaccinated. We taught an entire generation of kids
how to sneeze and built an incredibly powerful one-stop web site
called flu.gov that served as a resource for millions of people.
All these successes had one thing in common: they were made possible
by our unified public health response. In some cases, that meant
partnerships between agencies within our own department, for
example when the CDC, NIH, FDA and others worked to develop a
safe vaccine. In other cases, it meant partnership with other
departments in the federal government, like when we worked with
the Education Department to develop a school closing plan that
balanced health risks with the value of time in the classroom.
Most often, it meant partnership with state, local, tribal and
territorial public health officials like all of you. In any public
health emergency, you are both our eyes and ears on the ground
and our first line of defense. That was certainly true with the
H1N1 flu. And what we also saw with H1N1 was that these partnerships
pay off. When we spoke with one voice, our message was clearer.
When we responded together, our efforts were more effective.
One good example was our vaccine locator tool on flu.gov, which
used information you collected about clinics in your neighborhoods
to make it incredibly easy for any family to find the nearest
vaccine site.
Another example were the ASTHO and NACCHO liaisons we embedded
in our CDC Emergency Operations Center. Having these liaisons
made it incredibly easy to share information and ideas. It helped
us get feedback on whether the flu was stressing local health
departments and allowed us to identify innovative approaches
in local communities that we could then spread throughout the
country. We also got invaluable input from our vaccine implementation
steering committee, which brought state, local, territorial,
and community organizations together to assist our CDC vaccine
task force. Being able to incorporate these field perspectives
was a huge advantage.
This combination of preparation and partnership has allowed us
to have a successful response to the H1N1 flu so far. Today,
we have filled, finished, and released more than 155 million
doses of the H1N1 vaccine and more than 70 million Americans
have been vaccinated.
But I want to stress that the H1N1 flu is still circulating and
is still a dangerous disease. The one thing we know for certain
about the flu is that its unpredictable. The level of H1N1
disease has declined over the past couple of months, but theres
no guarantee that trend will continue. So we need to continue
to watch for an uptick in disease. And we need to continue to
encourage Americans to get vaccinated, especially health care
workers and those who are at high risk of complications. Like
the cross country racers competing in Vancouver, we need to lean
into the finish line and make sure we finish the job.
Well continue to work with you to keep Americans safe this
flu season. But as we monitor this dangerous disease and the
seasonal flu, we must also always look ahead to the next public
health crisis. And that means taking a hard look at our H1N1
flu response for lessons that will allow us to do our jobs better
next time, when the threat could be more dangerous or unexpected,
and when we may have even less time to respond.
Our department is currently conducting a rigorous review of our
flu response to identify lessons that can be applied to future
threats. But we already have a few insights that I can share
this afternoon. For example, weve learned about the importance
of partnerships outside the public health community. There was
a very interesting survey recently of parents who had gotten
their children vaccinated against H1N1. Almost one out of every
three parents said that at least one of their children had gotten
vaccinated at school. So one of the things were going to
change is were going to look for new ways to work with
outside partners to further public health goals, whether its
with our public school system or universities or businesses.
We also saw new benefits from our partnership with state and
local health officials. Thanks to your hard work, we were able
to sign up three times as many health care providers to vaccinate
people against the H1N1 flu as we had in our routine childhood
vaccine network. That gave us the most robust distribution system
ever put in place to deliver vaccines to target populations identified
by our local partners. In particular, we made huge strides in
reaching out to obstetricians to help protect pregnant women
from H1N1. We need to build on these successes as we battle both
seasonal flu and the next public health crisis.
As successful as these efforts were, we also know that many of
you were doubling your efforts at the same time that budget cuts
were slashing your resources. Thanks to your hard work and dedication,
weve still managed to respond quickly and effectively,
but H1N1 confirmed that continuing to reduce our state and local
public health infrastructure, is a formula for disaster.
Perhaps the biggest lesson we learned was about the limits of
our vaccine technology. This fall, our efforts to rapidly produce
vaccine and get it out to communities ran up against a hard fact:
we were fighting the 2009 H1N1 flu with vaccine technology from
the 1950s. We could hurry to develop a vaccine candidate, verify
its safety, and clear production facilities, but there was nothing
we could do to make the vaccine grow faster in eggs.
We worked to squeeze every last bit of efficiency and dependability
out of a safe, but outdated technology. It was like an old car
we had tuned up but still couldnt accelerate the way we
needed it to. And the conclusion is clear: if we want to avoid
these problems in the future, we needed to continue to make long-term
investments in developing countermeasures that are safe and effective,
but can be produced faster and more reliably.
Thats why Ive asked Dr. Lurie and her office to lead
a comprehensive review of our public health countermeasures enterprise
that will be completed by the end of this quarter. Were
going to look at how our policies affect every step of countermeasure
development and production from the laboratory to the distribution
point, and ask: how can we do better? And then were going
to take those answers and put them into action.
The ultimate goal of this review is to have a modernized countermeasure
production process where we have more promising discoveries,
more advanced development, more robust manufacturing, better
stockpiling, and more advanced distribution practices. In other
words, we want to create a system that can respond to any threat
as quickly as possible. The kind of system that is so dependable
and comprehensive that it deters potential bioterrorism attacks
and makes our enemies say, Its not worth the effort.
And when it comes to the next pandemic from Mother Nature, we
want to be able to develop, produce, and deliver a vaccine within
weeksnot months.
As part of this review, we need to hear from you. Your input
and partnership have been incredibly important at every step
of our H1N1 response. Now, we want to know what insights you
have when you look back. What worked well? What can we do better?
What are some of the innovative approaches you used to respond
effectively to H1N1 in your communities that you think could
work in the rest of the country?
This review is not just about flu. The partnerships weve
built and the lessons weve learned in the last ten months
will be useful in any public health emergency, whether its
a naturally occurring pandemic, an outbreak from contaminated
meat, or an anthrax attack. One of our major goals as a department
is to always be guided by the best science possible. And that
means we need to be constantly studying our response, identifying
key lessons, and incorporating these new findings into our plans.
In a few months, the seemingly endless 2009-2010 flu season will
come to a close. And I can imagine how much you all want to get
back to your regular work. We know that public health
is a full-time job. As we meet today, viruses are mutating. Terrorists
may be planning. Many of you will face new natural disasters
in your communities in 2010. The threats we face are always evolving,
so our defenses must evolve, too. There is an old saying in sports
that most victories are won on the practice field. Thats
also true in public health. No amount of hard work at the height
of an emergency can make up for months of inadequate planning.
Shortcuts in preparation quickly lead to shortfalls in results
when a crisis hits.
Thats why we ask ourselves every day: how can we make our
public health defense even stronger? Its also why Im
so grateful for all the incredible work that youve continued
to do, at a time when many of you are being asked to do more
with fewer resources. Today, I can pledge to you that this administration
and this department will continue to do everything we can to
support our state and local public health partners and to strengthen
those partnerships to minimize gaps or overlaps.
We cant predict when or how the next public health emergency
will hit. But by building on the success of our H1N1 response
and applying the lessons we learned, we can be even more prepared
next time. So thank you for inviting me here today. Thank you
for your partnership. And I look forward to working with in the
months to come to keep Americans safe and healthy.

Adobe Releases Security Bulletins for
Acrobat, Reader, and Flash Player

Adobe has released two security bulletins
to address vulnerabilities
in Adobe Acrobat, Reader, and Flash Player.
The first bulletin, APSB10-06, is a security
update for Adobe Flash
Player and Adobe AIR that addresses a critical vulnerability.
Exploitation of these vulnerabilities may allow an attacker to
make
unauthorized cross-domain requests. The bulletin indicates that
the
update also addresses a potential denial-of-service issue.
The second bulletin, APSB10-07, indicates
that security updates are
available for Adobe Reader and Acrobat. These updates address
two
critical vulnerabilities. Exploitation of these vulnerabilities
may
allow an attacker to execute arbitrary code, make unauthorized
cross-domain requests, or cause a denial-of-service condition.
US-CERT encourages users and administrators
to review Adobe Bulletins
APSB10-06 and APSB10-07 and apply any necessary updates to help
mitigate the risks.

Recovery Act Creating Jobs For Americans
Nearly one year after the American Recovery
and Reinvestment Act was signed into law, Americans across the
country have seen the positive impact it has had on their lives.
Many have found jobs or were able to keep their jobs, and 95%
of families have received a tax cut as a result of the Recovery
Act. However, while job losses have improved in the last year
by 90%, they remain far too high. The following stories demonstrate
how the Recovery Act has worked and why Democrats will continue
to build on these efforts to strengthen the economy and create
jobs:
Recovery Act Saves, Creates Jobs for Americans
Bob Petrak had a good career supervising projects and paving
crews until the economy began flagging, and heavy construction
projects like road- and bridge-building dried up. He was unemployed
for two months before landing a gig as a paving superintendent
for Laskey-Clifton in Reedsport, Oregon. The company was awarded
$5 million for an ARRA-funded asphalt paving project. The contract
allowed Laskey-Clifton to save 15 jobs and add seven more.

[Jim] Flora landed a technical training job at SRS, one
of 3,000 positions expected to be saved or created by more than
$1.6 billion in ARRA funding to accelerate decommissioning of
nuclear facilities and clean up contaminated areas of the site.
Im on a team that develops and provides technical
training for operations personnel, from the use of a fork truck
to preparing licensing agreements to handling waste, he
says. More than 1,600 jobs are now open at SRS.
South Carolina: Jim Flora, Technical Training (Monster.com: Stimulus
Job Hunt Success Stories)
Monique Shearry was living in Wall with her 2-year-old
son, her efforts to find a job growing more frustrating by the
day, when an offer arrived from the Monmouth Family Health Center
to become a dental assistant
. Shearry is one of hundreds
of workers at the [Jersey] Shore who owe their jobs to the American
Recovery and Reinvestment Act
. To Marta Silverberg, the
center's executive director, the [stimulus] money was heaven-sent
.
The stimulus money allowed her to hire Ruchika Verma as a full-time
dentist and Shearry as a dental assistant. New Jersey:

Rocky Mountain Youth Corps has bolstered its staff with
local faces and spent about $30,000 at community businesses with
the help of $254,000 it received in American Recovery and Reinvestment
Act funds
. Among its stimulus purchases, RMYC has placed
a $16,000 order for 20 steel chain saws with Precision Sharpening
and Repair Service in Steamboat. Precision owner Jim Pavlik said
the
order he received from RMYC renewed his faith in the federal
stimulus legislation. It raised my hopes that some of this
money will go where it's doing the most good, Pavlik said.

I just got assigned as a project manager of a highway safety
improvement project -- the goal is to identify intersections
with high crash rates and work with consultants to mitigate accidents
and make them safer. It feels good to know that these are some
of the roads I drive on and that my coworkers and friends drive
on. It feels good to know Im making an impact

of this would be possible without the stimulus and Im very

I had wanted to work for this organization six months prior
to being offered my current position. They had a part-time opening
but I needed full-time. When the [stimulus] funding came through,
they offered me a position. Without a doubt, the [stimulus] funding
made it possible for me to have this job. We've also, through
stimulus, been able to hire more employees and that's great.

The intent of the economic Recovery Act was to fight unemployment
and we applied for this help. We're using the money they gave

to impede the United States and to making a false statement,
the Justice Department, Immigration and Customs Enforcement (ICE),
U.S. Postal Inspection Service (USPIS) and the Internal Revenue
Service (IRS) announced.

Just Because You Vote No, Doesn't Mean You Don't Get The
Money.
One year ago, Republicans voted in lockstep against passage of
the American Recovery and Reinvestment Act, which has played
a critical role in preventing more job losses and bringing the
economy back from the brink of collapse. However, over the past
year since it was signed into law, House Republicans have vocally
opposed the Recovery Act while at the same time taking credit
for positive benefits in their districts. Whether discussing
job creation or investments in infrastructure, more than 71 Republicans
have attempted to have it both ways. Below are some examples,
including several highlighted in a piece in the Wall Street Journal
today:
Hypocrisy Year-In-Review
Representatives Sue Myrick (R-NC) and Jean Schmidt (R-OH)
VOTED NO
Republican Reps. Sue Myrick of North Carolina and Jean
Schmidt of Ohio sent letters in October asking for consideration
of funding requests from local organizations training workers
for energy-efficiency projects. In November, Ms. Schmidt said
in a statement, It is time to recall the stimulus funds
that have not been spent before the Chinese start charging us
interest. Aides to the congresswomen said they had always
supported local organizations in their requests for federal funding.

Minority Whip Eric Cantor (R-VA) VOTED NO
House Minority Whip Eric Cantor still thinks the stimulus
was a huge waste of time and money but he's fiercely defending
his push for stimulus cash to fund a high-speed rail link between
Richmond and Washington, D.C. Politico, 7/6/09
Nearly half of the 30 organizations participating in a
job fair Cantor is holding Monday in Culpeper were recipients
of the stimulus. Washington Post, 11/18/09
Democrats are calling out Republican Whip Eric Cantor for
what they claim is contradictory support of federal funding for
high-speed rail in Virginia. The funding would be part of President
Barack Obama's stimulus package -- the same stimulus package
Cantor vehemently opposed earlier this year. Culpeper

Representative Joe Wilson (R-SC) VOTED NO
Rep. Joe Wilson
voted against the stimulus. Nonetheless,
Mr. Wilson elbowed his way into the rush for federal stimulus
cash in a letter he sent to Mr. Vilsack on behalf of a foundation
seeking funding. We know their endeavor will provide jobs
and investment in one of the poorer sections of the Congressional
District, he wrote to Mr. Vilsack in the Aug. 26, 2009,

Representative Adam Putnam (R-FL) VOTED NO
Nine GOP House members from Florida, all stimulus no's,
joined nine of their Democratic colleagues, all yesses, in asking
the feds to grant a waiver giving them access to, you guessed
it, hundreds of millions in state stabilization stimulus cash.

Representative Ileana Ros-Lehtinen (R-FL) VOTED NO
Just because you vote no, doesn't mean you don't
get the money, assured Rep. Ileana Ros-Lehtinen (R-Fla.).
We will fight like tigers for us to get our share.

Representative Geoff Davis (R-KY) VOTED NO
On the very same day he was taking credit for stimulus
funds for his district, Rep. Geoff Davis (R-KY) put out a statement
in which he claimed that the stimulus had failed.

Representative Mike Castle (R-DE) VOTED NO
Castle voted against the stimulus, but spoke out recently
in favor of new funding for high-speed rail which has
been funded through the Recovery Act. Politico,

Representative Phil Gingrey (R-GA) VOTED NO
Rep. Phil Gingrey blasted the federal stimulus program
before voting against it in February, predicting its chances
of success were slim and none and that it would worsen
the national debt. But that didnt stop the Republican from
presenting an oversized check for $625,000 in federal stimulus
funds to Cedartown officials this month for new downtown sidewalks,
landscaping and other streetscape improvements.

Representative Judy Biggert (IL) VOTED NO
U.S. Rep. Judy Biggert, a Hinsdale Republican, voted against
President Barack Obama's $787 billion stimulus plan, but is applauding
spending $10.9 million of it in Naperville to upgrade the city's
public utility. Biggert, however, has not changed her mind on
stimulus spending, said spokesman Zachary Cikanek. She just likes

Rep. Chris Lee was opposed to a $787 billion stimulus package
signed by President Barack Obama on Tuesday but said he would
now fight for funds included in the bill for his district...
Now that the bill is passed, I obviously want to ensure
I do fight for projects in western New York, Lee said.

Representative Bill Shuster (R-PA) VOTED NO
U.S. Rep. Bill Shuster is asking Pennsylvanias governor
to use federal stimulus money to reopen Scotland School for Veterans
Children north of Chambersburg
. Reopening Scotland School
could save about 134 full-time jobs, which was the intent of
the ARRA, Shuster said
. I believe action can be taken
to re-open the school, but the power lies with the governor in
Harrisburg. He has the funding; now he has to use it, Shuster

Representative Mary Bono Mack (R-CA) VOTED NO
This funding will provide much-needed assistance to local
residents who are at risk of losing their homes or experiencing
homelessness... I am pleased that our community will benefit

Representative Dave Reichert (R-WA) VOTED NO
Reichert acknowledges that the stimulus bill will deliver

A Lesson in Hypocrisy - Valentines Day Edition
This morning, Dick Cheney once again exhibited breathtaking hypocrisy
and convoluted logic to justify attacking the Obama Administration
on foreign policy. Cheney repeated his debunked claim that the
Obama Administration does not recognize that the United States
is "at war" with Al Qaeda, when the President has repeatedly
declared we are. The former Vice President also used bizarre
logic to assert that the Bush Administration mirandizing Richard
Reid was different than Abdulmutallab because Reid later plead
guilty - a ludicrous differentiation as it happened well after
the fact. Cheney also claimed that waterboarding should have
been left open as an option to use on Abdulmutallab, despite
the fact that he is giving up information without the United
States resorting to torture. But Cheney conceded that he was
just as isolated in his opinions regarding torture when the Bush
Administration debated it. Just as he was wrong and out of touch
then, he remains so now.

NASA astronauts Robert Behnken and Nicholas Patrick conducted
the STS-130 mission's first spacewalk on Thursday, Feb. 11, 2010.
The spacewalking pair finished all their assigned work and some
get-ahead tasks. The Tranquility node and cupola were robotically
maneuvered from Endeavour's payload bay, and then installed onto
the port side of the Unity node. This was the first of three
