Bullard upbeat on jobs, downplays deflation WASHINGTON (MarketWatch) -- A top Federal Reserve official said Monday that he's upbeat about the outlook for jobs and not as worried as he had been about deflation. In an interview with the Financial Times, James Ballard, the president of St. Louis Federal Reserve Bank, said there may be a return to positive net job growth in the first half of the year. Ballard said the risk of deflation had "passed." Bullard's comments received added attention because they are the first public comments from the Fed after the central bank's closed-door policy meeting last week. On balance, Fed watchers viewed the Fed's statement released after the meeting as slightly more hawkish, or tilted towards a relatively quicker rate hike. Bullard's comments are in line with this view. |

wants big bank tax to take effect July 1 WASHINGTON (MarketWatch) -- The Obama administration is proposing that a $90 billion tax on financial institutions seeking to cover the remaining costs of a $700 billion bank bailout package would go into effect July 1, according to the Treasury Department on Monday. The proposal, which would need legislation on Capitol Hill, would be based on the worldwide consolidated liabilities of U.S. financial firms; however there would be some exemptions. For firms that own depository institutions, deposits, which are a liability, would not be subject to the tax. Financial institutions owning banks, thrifts, bank and thrift holding companies, brokers and security dealers as of Jan. 14, 2010, would be subject to the fee. According to the Obama administration's budget, financial institutions with more than $50 billion in assets would be subject to the fee. The Treasury estimates that the tax could bring in $117 billion over 12 years. |

Japan's exclusive provider of Apple Inc.'s iPhone posted an operating profit of 135.7 billion yen ($1.5 billion) for the quarter ended in December 2009, compared with operating income of 94.7 billion yen a year earlier, as net sales rose to 696.0 billion yen from 653.3 billion yen. swings to $4.3 billion profit LONDON (MarketWatch) -- BP said it swung to a fourth-quarter of $4.3 billion, helped by rising oil prices, growing production and the highest availability of its refineries since 2004. Excluding the impact of inventory changes on unsold inventories and $937 million of non-operating items and fair value accounting effects, and it would have earned $4.38 billion, below a company-compiled consensus of $4.66 billion. Production rose to 4.05 million barrels of oil equivalent, up from 3.95 million barrels and slightly ahead of the 4.03 million consensus. 2010 production is expected to be slightly lower, reflecting the benefit in 2009 of the absence of a significant hurricane season, before growing again in 2011. The company indicated that it expected organic capital expenditure of around $20 billion -- the same as in 2009 -- and disposal proceeds of between $2 billion and $3 billion. While oil markets look well supported by OPEC, the company expects gas markets to remain volatile and refining margins to remain depressed for the foreseeable future. |

swings to profit LONDON (MarketWatch) -- Suncor Energy said Tuesday that it swung to a fourth-quarter net profit of C$457 million ($431 million), or C$0.29 a share, from a loss of C$215 million, or C$0.24 a share, a year earlier. The group said the result was primarily due to increased upstream production and refined product sales volumes resulting from the Aug. 1 merger with Petro-Canada. Higher price realizations from the stronger benchmark crude oil price in the fourth quarter also contributed to the result, but were partially offset by C$185 million of losses on derivatives contracts. Total upstream production in the fourth quarter averaged 638,200 barrels of oil equivalent per day. For 2010 the company said it expects production of 644,000 barrels a day before planned divestitures. |

Chemical swings to fourth-quarter profit LONDON (MarketWatch) -- Dow Chemical Co. on Tuesday reported fourth-quarter net earnings of $87 million, or 8 cents a share, compared to a loss of $1.55 billion, or $1.68 a share, in the same period the previous year. Excluding special items, earnings were 18 cents a share, the company said. Analysts surveyed by FactSet Research had produced a consensus forecast of 11 cents a share. Sales rose 15% to $12.5 billion, the Midland, Mich.-based chemical giant said. Dow CEO Andrew N. Liveris said demand in emerging regions continues to show sustained growth, while growth in the U.S. and Europe will continue to lag amid high unemployment and questions about the sustainability of government stimulus spending. |

quarterly profit more than doubles NEW YORK (MarketWatch) -- United Parcel Service Inc. said Tuesday its fourth-quarter net income was $757 million, or 76 cents a share, up from $254 million, or 25 cents a share, in the year-ago period. Sales edged down to $12.5 billion from $12.7 billion. The shipping giant said strength in its international segment helped drive growth. Analysts polled by FactSet Research were looking for earnings of 71 cents a share and sales of $12.2 billion, on average. For 2010, UPS forecast earnings in a range of $2.70 to $3.05 a share, with the first quarter slated to be the most challenging. Dec. pending home sales index rises 1% WASHINGTON (MarketWatch) - Buyers returned to the market for U.S. preowned homes in December after a federal tax credit was reinstated, according to a survey of real estate agents released Tuesday by the National Association of Realtors. The pending home sales index rose 1% in December after plunging 16.4% in November, with buyers reacting first to the expiration and then to the return of the tax credit, NAR data showed. The index is up 10.9% compared with December 2008. The gain in the pending sales index portends a similar gain in existing home sales for January, which will be reported in three weeks. In December, existing home sales fell 16.7%. |

"The latest reports suggest we are moving into 2010 with running head start and will ultimately have enough momentum that when we take the patient off life support, it will have some of a pulse," he said on a conference call. Another challenge later this year will come from higher taxes, including on the local level, as states and municipalities have underestimated the downturn in revenue and have to make up for that, Alblin said. Stocks may give back half of the first-half gains in the latter part of the year without government stimulus and momentum, he said. The results topped expectations of five analysts polled by Dow Jones Newswires. However, operating profit for the period ended Dec. 31 fell to 322.9 million Singapore dollars from 356.7 million Singapore dollars. The results follow two consecutive quarters with reported losses for the airline. |

The land area sold to property developers totaled 103,000 hectares, up about 36.7 % from a year earlier, the report said. |

Come out to the LBJ Student Center 3-9.1 to meet with Commissioner Barton. Commissioner Barton is also having a fundraiser (Huevos and Issues) this Saturday at 10am at Rogelios, located at 625 S LBJ Dr in San Marcos. $6.50 per plate -- Also, Bill White and Patrick Rose will be having a meet and greet this Saturday at Café on the Square! It is free and open to the public. Dont miss out on meeting with the leaders of our party on Saturday at 5:00pm! Speaking of Representative Rose, we are currently looking for a few individuals to help with distributing yard signs across San Marcos and Hays County. It is really easy and always fun. It would be for a few hours on Thursday and, if necessary, Friday. Also, we are looking to do a block-walk/door-hang for the Bill White campaign. We need to hit 1,400 doors in an area of San Marcos that is close to campus. This would be spread out over two days and is very easy. This is one opportunity for the Texas State College Democrats to make a difference in the race for the Governors mansion! If any of these opportunities interest you, please let me know ASAP.
