Dear Friend,
Today, the Senate made history when we
voted to pass our version of the health care reform bill.
The decades-long struggle to ensure Americans
have adequate health care coverage has been a long and winding
path, with great leaps forward and painful setbacks. We fought
for reform in the 1970s, and failed. We fought for reform in
the 1990s, and failed.
But now we have the best chance we have
seen for a generation. This is an opportunity that doesn't come
around often.
The health care reform bill we passed today
isn't the one I would have written on my own, given the opportunity.
I fought for a strong public option, and I will keep fighting
for it every chance I get.
What this bill represents is a compromise
that 60 Senators can stand behind, and it takes 60 Senators to
pass legislation. And no matter what we may wish were in this
bill, the fact is that it retains our core commitments to reform:
* This bill holds insurance companies accountable, making sure
they spend more on health care and less on administration and
profits. It forbids them from denying coverage because of preexisting
conditions.
* It guarantees Americans will have more choices when it comes
to health care, including two national plans similar to the ones
we get in Congress.
* It makes health care more affordable with tax credits for small
businesses. It provides families with the information they need
to get the best deals on coverage.
* It ensures that no American should go broke because they get
sick, and no American should die because they can't afford the
care they need to get well.
We have faced many obstacles to get to
this point. The Republican leadership instructed its members
not to vote for this bill no matter what was it in, and not a
single Republican Senator voted "aye."
They stand on the wrong side of history.
I believe they will regret that decision some day. This bill
will save lives, lower costs, and free tens of millions of Americans
from the fear that they will be left without the care they desperately
need.
That's why I have chosen to support this
bill. I will continue to do everything in my power to strengthen
health care during this process and in the years to come.

Sudan on the Brink: NCP Again Violates
Agreement
WASHINGTON, D.C. The U.S. Commission on International
Religious Freedom (USCIRF) is deeply concerned by reports that
the National Congress Party (NCP), headed by President Omar al-Bashir,
appears to once again be threatening Sudans fragile peace
by reneging on previous commitments. On December 22, the NCP
moved through the National Assembly, a body over which it has
total control, the Southern Sudan referendum bill with new language
that the Sudan Peoples Liberation Movement (SPLM) did not
agree to. Days earlier, on December 20, the NCP rammed through
the National Assembly a revised National Security Act to which
the SPLM had objected because the Act does not include any new
measures that hold the security services accountable.
Many in Sudan perceive that the U.S.
Special Envoy, the European Union Special Representative, African
Union countries, China, and others have emboldened the National
Congress Party. These past weeks have shown all too clearly what
actions an emboldened NCP will take, said Leonard Leo,
USCIRF chair. USCIRF calls on Secretary of State Hillary
Clinton to stand with the peace process and play a leading role
to ensure the full implementation of the Comprehensive Peace
Agreement. The Comprehensive Peace Agreement (CPA) is the
fragile 2005 agreement that ended 20 years of a violent civil
war between Northern and Southern Sudan.
Once again the NCP has violated agreements
it made with the SPLM, its supposed partner in the peace process,
said Mr. Leo. These violations are threatening to derail
the CPA which provides the only existing roadmap to peace in
Sudan and it is now hanging by a thread.
These most recent violations of the CPA
took place mere weeks after government police and security personnel
on December 7 arrested and abused opposition members of Sudans
National Assembly during their attempt to peacefully present
a letter urging the enactment of human rights reforms and other
key legislation necessary to implement the CPA. A USCIRF delegation
was in Khartoum at that time where they met with senior SPLM
leaders and other members of parliament. The delegation was told
about people being detained and beaten and saw the bruises of
an SPLM official who had been struck with batons and kicked repeatedly.
The NCPs latest actions imperil
the CPA. An emboldened NCP needs to hear directly from the Secretary
that its violations of human rights and repudiations of agreements
it made long ago to implement the CPA will not stand, said
Mr. Leo.
USCIRF is an independent, bipartisan U.S.
federal government commission. USCIRF Commissioners are appointed
by the President and the leadership of both political parties
in the Senate and the House of Representatives. USCIRFs
principal responsibilities are to review the facts and circumstances
of violations of religious freedom internationally and to make
policy recommendations to the President, the Secretary of State
and Congress.

Although it's Christmas Eve, I wanted to
share some exciting news: The Senate just passed a historic health
reform bill.
In all the back and forth, it's easy to
lose sight of what this incredible breakthrough really means.
But consider this: This Christmas, there are millions of Americans
without health insurance who risk losing everything if they get
sick.
There are mothers and fathers who wonder
how they'll provide for their children because an illness has
wiped out their savings. There are small business owners who
worry that they'll have to lay off a long-time employee because
the cost of insurance is rapidly rising.
If we finish the job, all this can change.
We will have beaten back the special interests who have for so
long perpetuated the status quo. We will have enacted the most
important piece of social policy since the Social Security Act
in the 1930s, and the most important health reform since Medicare
in the 1960s.
In Decembers to come, millions more will
have access to affordable coverage. Parents will have the security
and stability of knowing their insurance can't be revoked at
a moment's notice. And the skyrocketing costs plaguing our small
businesses will be brought under control.
When you make calls, write letters, organize,
this is the change you're making -- a better life for your family
and for men and women in every state.
There is still more to do before I can
sign reform into law -- a last round of negotiations and final
votes in the Senate and the House -- and I'm counting on your
help every step of the way. But for now, I hope that as you celebrate
this holiday season, you remember that the work you are doing
is making our union more perfect, one step at a time. For that,
I am grateful to you.

Health Insurance Reform Legislation
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) released the following statement on Senate
passage of the Patient Protection and Affordable Care Act:
I commend Majority Leader Reid and
all the Senators who worked so hard to ensure approval of the
Patient Protection and Affordable Care Act this morning. As passage
of the House bill did last month, todays action breaks
new ground in the fight for quality, affordable health care that
all Americans can count on.
We look forward to working with the Senate and President
Obama to merge the two bills into one consensus product that
ensures our goals of quality, security, and affordability in
our nations health care system, while working to control
costs and reduce the deficit. Central to that will be the assurance
of middle-class affordability, the containment of costs in the
near and long term, and a strong package of insurance reforms
that strengthens protections and the decision-making power of
patients and their doctors.
American families, small businesses
and taxpayers will benefit significantly from the reforms we

DNC Chairman Tim Kaine Calls Senate Vote
Historic, Says Landmark Health Reform Bill is a Victory for the
American People
Washington - DNC Chairman Tim Kaine issued
the following statement after the Senate voted to pass the Patient
Protection and Affordable Care Act, landmark health care reform
legislation. Democrats passed the bill on Christmas Eve, after
overcoming a series of procedural hurdles and delay tactics by
Republicans that were designed to stop the bill from ever reaching
the Senate floor for a vote on final passage.
"Years from now, when historians look
back on 2009, they will recall a Christmas Eve vote in the Senate
that took us one giant step closer to finally delivering health
reform to the American people.
"The Patient Protection and Affordable
Care Act is landmark legislation. It is the most significant
piece of domestic policy since Social Security, the single largest
expansion of health care coverage since Medicare and the largest
deficit reduction package in more than a decade.
"This bill will help more than 30
million Americans access quality affordable insurance. It will
outlaw the insurance industry's worst practices, prohibiting
insurance companies from denying coverage because of a pre-existing
condition or retroactively canceling coverage when someone gets
sick. It will lower premiums for individuals, families and businesses.
And it will actually reduce our deficit by more than $130 billion
over the next 10 years.
"This bill accomplishes the goals
President Obama articulated at the beginning of this debate:
more stable and secure coverage for the insured, more quality
affordable choices for the uninsured, and reducing the skyrocketing
costs of care for everyone, including our government.
"For Senate Democrats - who stand
united in the belief that health care is a right not a privilege
- this bill represents hard fought common ground. Thanks to President
Obama's extraordinary leadership and the legislative acumen of
Majority Leader Harry Reid (NV), Committee Chairmen Max Baucus
(MT), Chris Dodd (CT), Tom Harkin (IA) and the inspiration of
the late Senator Ted Kennedy, Democrats are now closer than ever
to achieving what no president in the past 100 years has been
able to do. While there is still more work to do in the weeks
ahead, comprehensive health reform is finally within our grasp.
"This victory for the American people
comes despite the incessant and virulent obstructionism of Senate
Republicans. Not one voted in a favor of reform - a crippling
commentary on their failure to fulfill the responsibilities of
leadership. As we move forward, the onus is on the GOP to explain
why they sided with their insurance industry friends instead
of American families - why they turned their backs on workers
and small businesses who are struggling to stay afloat under
the status quo.
