Washington (CNN) - U.S. Sen. Ben Nelson of Nebraska threw his support Saturday behind the Democrats' health care reform bill, giving the party the crucial backing it needed to avoid a Republican filibuster that would prevent a Senate vote.

The Kennedy Test
Vicki Kennedy: "The bill before Congress will finally deliver on the urgent needs of all Americans. It would make their lives better and do so much good for this country. That, in the end, must be the test of reform. That was always the test for Ted Kennedy. He's not here to urge us not to let this chance slip through our fingers. So I humbly ask his colleagues to finish the work of his life, the work of generations, to allow the vote to go forward and to pass health-care reform now. As Ted always said, when it's finally done, the people will wonder what took so long."
Deal Reached on Health Care Bill
Senate Majority Leader Harry Reid (D-NV) has reached a deal with Sen. Ben Nelson (D-NE) on the health care reform bill. Nelson says his vote is based on a "limited conference" between the House and Senate in reconciling versions of the bill. The House will be pressured to take the Senate bill as it is written.

Republican Health Care Blunder
Jonathan Chait: "The United States is on the doorstep of comprehensive health care reform. It's a staggering achievement, about which I'll have more to say later. But the under-appreciated thing that strikes me at the moment is that it never would have happened if the Republican Party had played its cards right."

"The Republicans eschewed a halfway compromise and put all their chips on an all or nothing campaign to defeat health care and Obama's presidency. It was an audacious gamble. They lost. In the end, they'll walk away with nothing.


Hoyer Statement on Copenhagen Developments

COPENHAGEN – House Majority Leader Steny H. Hoyer (MD) released the following statement on President Obama's announcement in Copenhagen that the U.S., China, India, Brazil and South Africa have agreed to principles of transparency, mitigation and financing in confronting climate change. Leader Hoyer has been in Copenhagen since Thursday with a Congressional Delegation participating in the UN conference.

“The agreement President Obama announced this evening - including transparency measures, a mitigation target of two degree Celsius and a financing mechanism - is an important step forward that lays a key marker both in the global fight against climate change and in U.S. participation in such efforts. The President's personal involvement, and the efforts of Secretary Clinton and her negotiating team, have been extremely focused and commendable.

“The House-passed American Clean Energy and Security Act would help to ensure the U.S. meets these goals by developing a clean energy economy that creates good-paying American jobs, saves consumers through greater energy efficiency, and promotes domestic energy security.

“As the President said, this is a breakthrough in what have been tough negotiations, but it is only the beginning as we must continue working to advance our climate change objectives.

“In addition to the President's announcement, I look forward to hearing the final outcome of discussions underway by the full conference.”

After months of debate this year, and decades of gridlock before, our country is closer than ever to passing the single most important piece of domestic legislation since Social Security. This is no small feat. There's a reason that presidents from Truman to Nixon to Clinton have called for, but been unable to achieve, health reform: it's incredibly difficult.

The current legislation in Congress includes many of the protections found in the bipartisan Patient’s Bill of Rights that has been repeatedly defeated by special interests. President Obama addresses that, as well as the broader substance and fierce urgency of health reform, in his latest weekly address.

There are some great elements of this bill that will take some time to set up, such as the new insurance marketplace -- the Exchange -- that allows people without insurance and small businesses to compare plans and buy insurance at competitive prices. But there are a lot of other benefits for families that will kick in during the first year if we get this passed:
In the first year, we will make it illegal for insurance companies to drop coverage for Americans.

In the first year, more of your money will start going where it belongs: towards your care instead of excessive insurance company profits or TV ads. We will start forcing insurance companies to report the proportion of premium dollars that are not spent on medical care -- including profits. If a company isn’t spending enough of its premium dollars providing benefits for families, it will have to issue rebate checks to its customers to make up the difference.

In the first year, all insurance plans will have to begin covering preventive services, helping to shift our health care from just sickness to wellness. If you purchase insurance on your own, you will receive preventive care from your doctor without paying a co-pay.

In the first year, seniors will see major relief in paying for prescription drugs. The gap in coverage with Medicare, the so-called "donut hole," will start to close for good.
This bill will reduce premiums for your family, shifting the balance of power from your insurance company back to you.
Health reform extends coverage to 30,000,000 Americans without adding a dime to the Federal deficit. In fact, it represents the largest reduction to the deficit in well over a decade.
The final bill hasn't taken shape yet. There are several more steps in the process, and the President is committed to making it the best bill possible to provide security for those who have insurance and affordable, quality coverage for those who don't.
It is important to look past the bickering and cable chatter and remember that we are on the verge of providing real benefits to Americans who can’t wait any longer.

Washington, D.C.-Speaker Nancy Pelosi and House Majority Leader Steny Hoyer issued the following joint statement today on news that the Senate will move forward with historic health insurance reform legislation:
