he's not ready to vote for the current Senate health care reform
bill.
Said Sanders: "I'm struggling with
this. As of this point, I'm not voting for the bill... I'm going

can vote for, but I've indicated both to the White House and
the Democratic leadership that my vote is not secure at this
point. And here is the reason. When the public option was withdrawn,
because of Lieberman's action, what I worry about is how do you

Hoyer Statement on House Passage of
a Short-Term Extension of the Debt Limit
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the House passed a short-term extension of Americas debt
limit:
Today, the House voted for a short-term
increase of Americas debt limita necessary action
that allows our nation to continue paying its bills. Without
increasing our debt limit, America would default on its loans
and go insolvent, a result that would be catastrophic for our
economy and all those who depend on vital services, like Social
Security, provided by the federal government. Thats why
I supported todays action.
The Treasury Department has made it clear that this short-term
increase will allow us to pay our bills through February. But
Many of my colleagues have understandably made their support
for a long-term increase dependent on a concrete actions to address
our deficit. I agree: our country is in a deep fiscal hole, brought
about largely by the last administrations decision to enact
massive tax cuts while paying for two wars with borrowed money,
along with the recession and the costs of recovering from it.
A long-term deficit strategy should include a renewed statutory
commitment to paygothe principle that we will pay for what
we buywhich is supported by President Obama, and which
has passed the House repeatedly this year. The strategy should
also include a bipartisan commission empowered to offer specific
policy changes to get our deficit under control. While there
are substantive differences over the shape and role of that commission,
it can serve an important function in developing and building
consensus around a needed response to our deficit.

Street Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement tonight
after the House passed the Jobs for Main Street Act:
"Today, the House responded to the
urgent needs of the millions of Americans who are still out of
work this winter. The bill we passed is designed to add to our
economic recovery by creating jobs.
"Democratic recovery policies are
showing promising signs of progress, with our economy growing
for the first time in a year and job losses slowing to a near
haltbut, as long as unemployment remains so high, our work
in Congress is not done.
"The jobs bill would fund infrastructure
projects that both put Americans to work and spur growth in the
broader economy. It will also increase unemployment insurance,
health care assistance, and other emergency programs for families
struggling the most this winterprograms that are a direct
and powerful economic stimulus.
"As someone who has spoken repeatedly
about the importance of restoring our nation to fiscal health,
I understand that our economic decline has been one of the key
drivers of lower revenues and higher deficits. That is why Democratic
measures to return our country to prosperity and high employment
cannot be separated from our commitment to fiscal discipline.
I urge the Senate to answer the needs of American families by
passing this jobs legislation--and to answer the needs of our
fiscal future by passing important fiscal responsibility legislation,
including statutory paygo."

The Board of Directors of the Federal Deposit
Insurance Corporation (FDIC) today finalized the regulatory capital
rule related to the Financial Accounting Standards Board's adoption
of Statements of Financial Accounting Standards Nos. 166 and
167. Beginning in 2010, these new accounting standards will make
substantive changes to how banks account for securitized assets
that are currently excluded from their balance sheets.
The FDIC, working with the other federal bank regulatory agencies,
developed this final rule to better align regulatory capital
requirements with the actual risks of certain exposures. Banks
affected by the new accounting standards generally will be subject
to higher minimum regulatory capital requirements. The final
rule provides an optional delay and phase-in for a maximum of
one year for the effect on risk-based capital and the allowance
for lease and loan losses related to the assets that must be
consolidated as a result of the accounting change. The final
rule also eliminates the risk-based capital exemption for asset-backed
commercial paper assets. The transitional relief does not apply
to the leverage ratio or to assets in conduits to which a bank
provides implicit support.
The rule provides temporary relief from risk-based measures.
Banks will be required to rebuild capital and repair balance
sheets to accommodate the new accounting standards by the middle
of 2011.
"I believe this rule moves in the right direction and will
reduce the likelihood of a recurrence of some of the problems
we have experienced in the financial and securitization markets,"
said FDIC Chairman Sheila Bair. "The capital relief we are
offering banks for the transition period should ease the impact
of this accounting change on banks' regulatory capital requirements,
and enable banks to maintain consumer lending and credit availability
as they adjust their business practices to the new accounting
rules."

important project for caucus turnout, and need a dozen party
officers to help me from the 7th CD.

One of the challenges we face in 2010 is
how to avoid a large "drop-off" by Democratic voters
who came out in 2008 but may stay home in 2010. We're working
with DFL staff on some early strategies that have been shown
to increase turnout by these voters when applied in other states.
This week we want to test out some strategies
in the form of some voter surveys that collect some information
and ask people to go to the caucuses in February.
This critical work could make the difference
in thousands of Democratic voters going to the polls to support
our candidates instead of staying home in November.

Special Programs Highlight National
Archives Records in January
Washington, DC. . . In January, the National
Archives will feature
programs highlighting records from its holdings. All programs
are free
and open to the public, and will be held in the Research Center
(Room
G-24) of the National Archives Building in Washington, DC. Please
note
that four of the programs will be repeated at the National Archives
at
College Park, Maryland, in Lecture Room B.
Visitors to all programs in the National
Archives Building Research
Center (Room G-24) should use the Pennsylvania Avenue entrance,
between
7th and 9th Streets, NW. The National Archives at College Park,
MD, is

Learn to search the online records of the National Archives using

Access to Archival Databases (AAD) and Archival Resource Catalog

demonstrate how to use these online resources and discuss the
types of
records available, including archived databases and computerized
records, as well as selected historical documents, photographs,
and
images.

How to Think Like an Archivist
This new one-hour lecture will teach attendees how to "think
like an

Department of Energy to Host Small Business
Opportunity Session
WASHINGTON, D.C. Thursday, December 17th, the Department
of Energy Office of Small and Disadvantaged Business Utilization
will hold a Business Opportunity Session in the Department of
Energys Forrestal Building. Jonathan Silver, the newly
appointed Executive Director of the DOE Loan Guarantee Program,
will deliver remarks.
This Business Opportunity Session will provide technical information,
education, and networking opportunities for small businesses
interested in working with the Department. This session will
focus on businesses that are involved in research and development,
technology transfer, and innovative energy technologies. The
DOE Retrofit Ramp-up, Loan Guarantee, and Advanced Research Projects
Agency programs will be highlighted during this session.

Adobe Reader and Acrobat Remote Code

Adobe has released a security advisory
to address a vulnerability in
Adobe Reader and Acrobat. By convincing a user to open a specially
crafted PDF file, an attacker may be able to execute arbitrary
code.
Public reports currently indicate active exploitation of this
vulnerability.
US-CERT encourages users and administrators
to do the following to
help mitigate the risks until the vendor is able to provide an
update:
* Review Adobe security advisory APSA09-07 and apply any necessary
solutions listed in the document.
* Use caution when opening PDF files from untrusted sources.
* Disable JavaScript in Adobe Acrobat and Reader. To do this,
click
"Edit," then "Preferences" and then "JavaScript,"
and uncheck
"Enable Acrobat JavaScript."

OCC Releases CRA Evaluations For 25
National Banks
WASHINGTON The Office of the Comptroller of the Currency
(OCC) today released a list of Community Reinvestment Act (CRA)
performance evaluations that became public during the period
of November 15, 2009 through December 14, 2009. The list contains
only national banks and insured federal branches of foreign banks
that have received ratings. The possible ratings are outstanding,
satisfactory, needs to improve, and substantial noncompliance.
Of the 25 evaluations made public this month, 4 were outstanding,
21 were satisfactory, none were needs to improve, and none were
substantial noncompliance. Evaluations are available from links
on http://www.occ.treas.gov/cra/dec09.htm.
The OCC's Web site (http://www.occ.treas.gov)
also offers access to a searchable list of all public CRA evaluations
(http://www.occ.treas.gov/cra/crasrch.htm).
Copies of the actual evaluations may be obtained by submitting
a request electronically through the OCCs Freedom of Information
Act (FOIA) Web site https://appsec.occ.gov/publicaccesslink/.

Mozilla has released Firefox 3.5.6 and
Firefox 3.0.16 to address
multiple vulnerabilities. These vulnerabilities may allow an
attacker
to execute arbitrary code, cause a denial-of-service condition,
operate with escalated privileges, or mislead users. These
vulnerabilities may also affect SeaMonkey and Thunderbird.
US-CERT encourages users and administrators
to review the security
advisories for their version of Firefox and upgrade to Firefox
3.5.6
or Firefox 3.0.16 to help mitigate the risks.
