Kucinich Resolution to End the War
(December 9, 2009) Congressman Dennis Kucinich is circulating two "privileged resolutions" to trigger votes to end the wars in Afghanistan and Pakistan. Congressman Kucinich, in a written release,
earlier today stated: "Article I, Section 8 of the Constitution of the United States makes it Congress' responsibility to determine whether or not we go to war or stay at war. Consistent with Article I, Section 8, the privileged resolutions will invoke the War Powers Resolution of 1973. I ask for your support of these resolutions, which will be introduced in the House in January." "Yesterday, with the U.S. Secretary of Defense at his side, the President of Afghanistan declared that his country's security forces will need financial and training assistance from the United States for the next 15-20 years." DOE Announces Tougher Enforcement of Appliance
Standards Reporting Requirements Manufacturers have until January 8, 2010 to demonstrate compliance with energy efficiency standards WASHINGTON, DC The Department of Energy announced today that manufacturers of certain residential products have a 30 day window ending January 8, 2010 to submit accurate certification reports and compliance statements as part of enhanced enforcement of DOEs energy efficiency appliance standards program. Under federal law, manufacturers of some products covered by DOE appliance standards are required to certify with the Department that their models meet the energy conservation standards. This 30 day period will help DOE ensure compliance with its regulations, sanction those who fail to comply, and treat all those subject to the requirements fairly and equally. Certification reports provide the Department with important information that allow us to verify if a manufacturer is complying with the energy efficiency standards that deliver significant energy and cost savings to the American public, said DOE General Counsel Scott Blake Harris. This 30 day period will provide all manufacturers the same opportunity to submit correct data to DOE before we begin broader enforcement actions. Following this 30 day window, DOE will begin aggressively enforcing these reporting requirements, including seeking civil penalties or fines. This 30 day period does not apply to violations of the actual energy conservation standards. DOE will continue to take action against any manufacturer whose products do not meet the federal efficiency standards. Both manufacturers and companies that trademark or label products are subject to the reporting requirements. These requirements include a certification report for each basic appliance model covered by the energy standards, along with a signed compliance statement. AGRICULTURE SECRETARY VILSACK ANNOUNCES NEW USDA OFFICE OF ADVOCACY AND OUTREACH WASHINGTON, Dec. 9, 2009 - Agriculture Secretary Tom Vilsack today announced the opening of the Office of Advocacy and Outreach (OAO). This office was established by the 2008 Farm bill to improve access to USDA programs and enhance the viability and profitability of small farms and ranches, beginning farmers and ranchers, and socially disadvantaged farmers and ranchers. Interim director, Terry D'Addio, has been appointed and additional staffing announcements will be made in December. "This Office will help ensure that access is provided to all USDA customers in an equal and fair manner and enable USDA employees to be increasingly responsive to the American people they serve," said Vilsack. The Office has five key program areas: Small and Beginning Farmers and Ranchers; Farm Worker Coordination; Socially Disadvantaged Farmers; Higher Education Institutions Program; Community Engagement and Accountability. Secretary Vilsack is working to transform USDA into a more productive and engaged organization. Under Vilsack's leadership, USDA has already pioneered a host of new outreach efforts to engage community groups and minority organizations from throughout the country and provide them opportunities to meet with senior USDA officials to discuss potential partnerships and learn more about the department's services. # |

USDA TO SPONSOR WEB-BASED NUTRITION GAMING CONTEST IN SUPPORT OF THE PRESIDENT'S OPEN GOVERNMENT INITIATIVE WASHINGTON, Dec. 9, 2009 - Agriculture Secretary Tom Vilsack today announced that USDA Food, Nutrition and Consumer Services (FNCS) is launching the Innovations for Healthy Kids Challenge, which supports the President's Open Government Initiative by holding a national contest that will promote healthier dietary habits among children. "The Innovations for Healthy Kids Challenge highlights the Obama Administration's commitment to combating childhood obesity and improving the nutritional health of America's youth," said Vilsack. "We are excited to spur innovation by making it easier for high-tech companies and individuals to identify collaborative, entrepreneurial opportunities. Those who participate in this challenge will be important partners in helping our kids make smarter choices about the foods they eat." USDA released a dataset with 1,000 of the most common food items as well as open source codes from USDA nutrition resources to enable development of a Web-based learning application that incorporates the USDA-generated dataset. This challenge is open to entrepreneurs, software developers and students to design a creative and educational game targeted to kids, especially "tweens", aged 9-12. The dataset is available to the public on Data.gov and MyPyramid.gov. The Web-based games will help motivate kids to learn about healthy dietary habits and the importance of eating more nutritional foods. Using the foods dataset, the game should be centered on educational messages that emphasize one or more key nutrition concepts from the Dietary Guidelines for Americans ( www.dietaryguidelines.gov ) and the MyPyramid Food Guidance System ( www.mypyramid.gov ). The FNCS Center for Nutrition Policy and Promotion will begin accepting fully developed Web-based games in the spring of 2010 that will be judged by a panel of public and private sector nutrition and gaming experts. Bank Directors Workshops in Miami WASHINGTON The Office of the Comptroller of the Currency will host workshops for directors of nationally chartered community banks in Miami, at the Hyatt Regency Coral Gables, January 12-13, 2010. The workshops provide practical information that expands bank directors' skills and understanding of issues facing their banks. The workshops cover risk assessment (Directors: Where is the Risk in Your Bank?) on January 12, and compliance risk (Compliance Risk: What Directors Need to Know) on January 13. Workshops will be held on consecutive days and cost $65 each. Individuals may register for one or both of the workshops. Attendees receive pre-course reading and course materials, an OCC telephone seminar CD, a community bank supervision handbook, other supervisory material, a continental breakfast, and lunch. DOE Launches New Website to Bring Energy
Technology Information to the Public WASHINGTON, DC Secretary Chu announced today that the Department of Energy is launching Open Energy Information (www.openEI.org) - a new open-source web platform that will make DOE resources and open energy data widely available to the public. The data and tools housed on the free, editable and evolving wiki-platform will be used by government officials, the private sector, project developers, the international community, and others to help deploy clean energy technologies across the country and around the world. The website was launched as part of a broader effort at DOE, the White House Office of Science and Technology Policy, and across the Obama Administration to promote the openness, transparency, and accessibility of the federal government. This information platform will allow people across the globe to benefit from the Department of Energys clean energy data and technical resources, said Secretary Chu. The true potential of this tool will grow with the publics participation as they add new data and share their expertise to ensure that all communities have access to the information they need to broadly deploy the clean energy resources of the future. DOE worked closely with the National Renewable Energy Laboratory (NREL) and other National Laboratories to develop and populate the Open Energy Information Platform. The site currently houses more than 60 clean energy resources and data sets, including maps of worldwide solar and wind potential, information on climate zones, and best practices. OpenEI.org also links to the Virtual Information Bridge to Energy (VIBE http://vibe.nrel.gov), which is designed as a data analysis hub that will provide a dynamic portal for better understanding energy data. NREL will continue to develop, monitor, and maintain both sites. Members of the American public and the energy community globally will have the opportunity going forward to upload additional data to the site and download the information in easy-to-use formats. OpenEI.org will also play an important role providing technical resources, including U.S. lab tools, which can be used by developing countries as they move toward clean energy deployment. Over time, the plan is to expand this portal to include on-line training and technical expert networks. As part of the Administration-wide Open Gov Initiative, Secretary Chu also announced today that the DOE is contributing various tools and data sets for the National Assets program being undertaken by a group of six departments and agencies across the federal government. These agencies, including the National Institutes of Health and Food and Drug Administration in the Department of Health and Human Services; the Agricultural Research Service in the Department of Agriculture; the National Institute of Standards and Technology in the Department of Commerce; the Department of Energy; and the National Aeronautics and Space Administration, are working together to spur innovation by making it easier for high-tech companies to identify collaborative, entrepreneurial opportunities. By making information from multiple agencies available in RSS and XML feeds on www.data.gov, the National Assets program will increase access to information on publicly-funded technologies that are available for license, opportunities for federal funding and partnerships, and potential private-sector partners. Dec 9, 2009) ENERGY STAR is marking a decade of reducing energy costs in schools, homes and corporate buildings across the nation. This year represents the 10th anniversary of the first award of an ENERGY STAR plaque to a commercial building by EPA. That award went to the Ridgehaven Green Building in San Diego in 1999. Since then, over 8,500 buildings have won the ENERGY STAR award nationally by optimizing their energy use. There are now over 90,000 buildings participating in the ENERGY STAR program nation wide, representing over 12 billion square feet of commercial and industrial space. In the Pacific Northwest, Idaho and Alaska, approximately 380 buildings have received the ENERGY STAR award, and approximately 4,700 buildings are actively involved in energy programs. In 2008, the Gresham-Barlow School District, near Portland, Ore., received the ENERGY STAR Sustained Excellence award for continuous improvement. This school district has been awarded the Energy Star plaque on 18 of their 19 schools, and the district has reduced its total use of energy by 30 percent across the entire school district. Additional local participants in the ENERGY STAR program include; Amazon.com, JC Penney, Marriot Hotels, school districts throughout the Northwest, Kohl's Department Stores, and Albertsons grocery stores. The ENERGY STAR program promotes energy efficiency throughout American society, including commercial and industrial facilities. Participating facilities are supported by this program in their efforts to reduce their energy consumption through implementation of energy efficient methods and technologies. Today, FDA published a final regulation and
a related guidance document on positron emission tomography (PET)
drugs. These drugs are given to patients to allow a special camera
called a PET scanner to take images of internal organs and tissues.
The images help physicians diagnose disease and assess specific
health concerns. Because PET drugs have a unique method of manufacture and unique conditions of use, FDAs final regulations establish Current Good Manufacturing Practices (CGMP) specific to PET drugs. CGMPs are minimum standards that manufacturers should follow to ensure that drugs are safe and effective. Unlike X-rays or magnetic resonance imaging (MRI) which show only body structure, PET images show the chemical functioning within an organ or tissue. This is useful in people with certain types of cancer or with other conditions. PET drugs contain a very small amount of radioactive material, and one of the distinctive properties is that the drugs must be given to patients within a few hours after being produced. Because these drugs are radioactive and have very short half-lives, they must generally be manufactured at or near the clinical sites where they will be given to patients. FDAs final regulation will help make sure that PET drugs meet requirements regarding safety, identity, strength, quality, and purity.
