campaign to support the Presidents agenda for change. OFA

change in South Dakota. Your involvement in President Obamas
campaign was critical and we need to keep that momentum going
to pass healthcare reform and the many other efforts we all find
so important.
South Dakota Young Democrats are teaming
up with OFA for some great leadership training on Saturday December
12th from 10am -2pm at the South Dakota Democratic Party HQs.
This will be a great training to be involved in and will give
practical information about organizing and building momentum
in our own communities. OFA is organizing around so many of the
issues that we as Young Dems care about. We can organize both
to help pass critical legislation and to help us build a lasting

EPA to Host U.S. Center Events at the Copenhagen
Climate Negotiations
WASHINGTON The U.S. Environmental Protection Agency will
host 13 events at the annual Conference of the Parties to the
United Nations Framework Convention on Climate Change, which
will be held at the U.S. Center in Copenhagen. The center will
provide an interactive forum to highlight the strong steps being
taken at home and the United States international leadership
role to combat global climate change.
EPA staff will be participating in and hosting side events throughout
the conference, from December 7 until December 18. Topics to
be covered include:
· U.S. government and state climate efforts
· U.S. fuel efficiency policy
· Climate change and air quality
· Greenhouse gas inventories, measurement and reporting
· Short-lived climate forcers and their impact on the
Arctic
· Impacts of, and adaptation responses to, climate change
The U.S. Center is hosted by the U.S. Department of State, in
coordination with the White House and multiple federal departments
and agencies. There will be more than 70 events during the conference
with topics ranging from energy efficiency investments and global
commitments to renewables policy and clean energy jobs. This
diplomatic initiative also involves participation by academic
institutions, scientific and research laboratories, non-governmental
organizations, and the private sector.

Department of Energy Issues Final Rule
on Loan Guarantees
WASHINGTON, DC Today, Energy Secretary Steven Chu announced
the issue of a final rule amending the Department of Energys
regulations for its Loan Guarantee Program. The revised rule
will allow for increased participation in the program by financial
institutions and other investors and enable the support of more
innovative energy technologies in the United States.
This much needed change will provide greater flexibility
to the Loan Guarantee Program and help us to support more projects
at a better value to taxpayers, said Secretary Chu. This
is part of our commitment to ensuring businesses are able to
access the support they need to create jobs and contribute to
a clean energy economy.
Under the rule change, the Loan Guarantee Program will be able
to consider financing projects together with other lenders and
will be able to provide loan guarantees to projects with multiple
participants (who may hold undivided interests in a project).
As an example, export credit agencies and other financial institutions
will now be able to provide financing to complement Title XVII
loans and loan guarantees. This approach will result in lowered
risk and potential costs to taxpayers.
The U.S. Department of Energy's Loan Guarantee Program paves
the way for federal support of clean energy projects that use
innovative technologies, and is aimed at spurring further investment
in these advanced technologies. The Department incorporated feedback
from industry and other interested parties in order to maximize
the reach and success of the program.
On August 7, 2009, the Department published a Notice of Proposed
Rulemaking and Opportunity for Comment announcing the effort
to change the regulations. A 30-day comment period was extended
an additional two weeks in response to public requests. DOE carefully
reviewed all of the timely comments on the NOPR from over 2,100
interested parties.
Copies of the proposed rule will be available from the Departments
Loan Guarantee Program at www.lgprogram.energy.gov.

Archivist of the United States Creates
Holdings Protection Program
Washington, D.C. . . Archivist of the United
States David S. Ferriero
announced today the creation of the National Archives and Records
Administration Holdings Protection Program and the appointment
of key
team members.
In making the announcement, Mr. Ferriero
said, "The issue of
collections security is one of my highest priorities. We absolutely
must be able to ensure that the National Archives is able to
safeguard
the documentary heritage of our nation. This new initiative will
help
us achieve that goal."
At the same time, Eric Peterson was appointed
as the team leader,
effective December 7, 2009. Most recently, Mr. Peterson was the
Special
Security Officer for the Naval Information Operations Command
in
Suitland, MD, where he was responsible for loss prevention and
classified programs. For two years, Mr. Peterson was a senior
declassifier for the Navy working, at the National Archives at
College
Park. Mr. Peterson will lead a seven-member team composed of
archives
specialists, loss prevention specialists, and a trainer.
The Holdings Protection Program will serve
as a nationwide resource
developing and administering policies to enhance holdings protection
of
original records, regardless of their format to reduce the loss
of and
aid in the recovery of holdings while ensuring ready access for
research
by all stakeholders. The team will work with individual offices
within
the National Archives in Washington DC, the regional archives
and
records centers, and the 13 Presidential libraries.
