From Voter Intimidation DNC Chairman Tim Kaine and DNC Vice Chair for Voter Registration and Participation Donna Brazile issued the following statement on yesterdays ruling by the United States District Court for the District of New Jersey keeping in place a consent decree barring the Republican National Committee from voter intimidation and asserting that Republicans still have an incentive to engage in such illegal practices. Late last year the RNC asked that the consent decree, which it agreed to in 1982, be nullified, going so far as to argue that because the President and U.S. Attorney General are African American, there is no longer any reason for Republicans to be subject to limits on efforts to engage in ballot security measures. |

improving modestly, Beige Book says WASHINGTON (MarketWatch) - The U.S. economy
"improved modestly" in late October and November, with
moderate gains in consumer spending, manufacturing and housing
offsetting "dismal" conditions in commercial real estate,
the Federal Reserve said Wednesday in its Beige Book report on
the economy. Eight of 12 Fed regions reported the economy had
picked up since mid-October, while conditions were little changed
or mixed in the four bank regions stretching from Ohio and Pennsylvania
to the south. Labor markets remained weak, "with further
layoffs, sluggish hiring and high levels of unemployment."
Business contacts told the Fed that there was little or no upward
pressure on wages or consumer prices. |

Sachs sees Fed standing pat through 2011 SAN FRANCISCO (MarketWatch) -- Goldman
Sachs economists on Wednesday said they expect the Federal Reserve
will hold rates near 0% through 2011, saying high unemployment
and low inflation will hold back rate hikes. Economists led by
Jan Hatzius said they expected U.S. economic growth to slow down
to an inflation-adjusted pace of 1.5% to 2% in the second half
of next year and then accelerate to 3.5% by late 2011. They see
the unemployment rate peaking at 10.8% in mid-2011 and returning
to 10.5% by the end of that year. Inflation excluding food and
energy is likely to moderate, with the core consumer price index
falling to 0.3% growth late next year. |

Sachs Group Inc. is meeting privately with major investors in
an effort to convince them that the firm's compensations levels
are reasonable, according to a report published late Wednesday.
The Wall Street Journal reported that the private discussions
are a first for Goldman, which is on the defensive over its handsome
pay packages. Employees at Goldman are on track to earn an average
of more than $700,000 apiece this year, according to the report.
The meetings are expected to last several more weeks, the report
said, and come as shareholders are filing proposals meant to
restrict pay at the Wall Street firm. |

Total Fat Requirements for School Lunches: Influence of School
Policies and Characteristics Concerns about child obesity have raised questions about the quality of meals served in the National School Lunch Program. Local, State, and Federal policymakers responded to these concerns beginning in the mid-1990s by instituting a range of policies and standards to improve the quality of U.S. Department of Agriculture-subsidized meals. Schools have been successful in meeting USDA nutrient standards except those for total fat and saturated fat. This report uses school-level data from the School Nutrition Dietary Assessment-III to calculate statistical differences between the fat content of NSLP lunches served by schools with different policies (e.g., menu planning) and characteristics like region and size. Positive associations are found between a meals fat content and the presence of a la carte foods and vending machines, which are thought to indirectly affect the nutrient content of USDA-subsidized meals. |

New FDIC Study Shows One in Four U.S.
Households Currently Unbanked or Underbanked FOR IMMEDIATE RELEASE The Federal Deposit Insurance Corporation
(FDIC) today released the findings of its FDIC National Survey
of Unbanked and Underbanked Households, breaking new ground in
gaining understanding of which Americans remain outside the banking
system. The survey, conducted on behalf of the FDIC by the U.S.
Bureau of the Census, was a supplement to the Census Bureau's
Current Population Survey during January 2009. The study, which
is the most comprehensive survey to date of the unbanked and
underbanked, reveals that more than one quarter (25.6 percent)
of all households in the United States are unbanked or underbanked
and that those households are disproportionately low-income and/or
minority. In addition to collecting accurate estimates
of the number of unbanked and underbanked households in the U.S.,
the survey was designed to provide insights into their demographic
characteristics and reasons why the households are unbanked and/or
underbanked. The survey represents the first time that this data
has been collected to produce estimates at the national, regional,
state and large metropolitan statistical area (MSA) levels. Results
of the study broken down regionally, by state and by MSA are
now available online at a new Web site the FDIC has developed,
www.economicinclusion.gov.
"Access to an account at a federally
insured institution provides households with an important first
step toward achieving financial security the opportunity
to conduct basic financial transactions, save for emergency and
long-term security needs, and access credit on affordable terms,"
stated Sheila Bair, Chairman of the FDIC. "By better understanding
the households that make up this group who they are and
their reasons for being unbanked or underbanked, we will be better
positioned to help them take that first step." "This survey will provide the information
base for future efforts to address the financial services needs
of unbanked and underbanked households in the United States,"
said FDIC Vice Chairman Martin J. Gruenberg. "It breaks
new ground in the effort to expand access to basic financial
services." Of the households surveyed, 7.7 percent
were unbanked, which translates nationally to 9 million households
- approximately 17 million adults. An additional 17.9 percent
or 21 million households nationally (approximately 43
million adults) - were found to be underbanked. Households were
identified as unbanked if they answered "no" to the
question, "Do you or does anyone in your household currently
have a checking or savings account?" Underbanked households
were defined as those that have a checking or savings account
but rely on alternative financial services. Specifically, underbanked
households have used nonbank money orders, nonbank check-cashing
services, payday loans, rent-to-own agreements, or pawn shops
at least once or twice a year or refund anticipation loans at
least once in the past five years. Key findings of the study include: Certain racial and ethnic minorities are
more likely to be underbanked than the population as a whole.
Minorities more likely to be underbanked include blacks (an estimated
31.6 percent), American Indian/Alaskans (28.9 percent), and Hispanics
(24.0 percent). Asians and whites are less likely to be underbanked
(7.2 percent and 14.9 percent, respectively). Households with an annual income between
$30,000 and $50,000 are almost as likely as lower-income households
to be underbanked. This survey complements an earlier FDIC
Survey on Banks' Efforts to Serve the Unbanked and Underbanked,
published in February 2009, which found that most banks are aware
that there are opportunities to serve unbanked and underbanked

New USDA Study Helps Identify Strategies to Improve Nutrition of School Meals WASHINGTON, Dec. 2, 2009 - USDA's Economic Research Service (ERS) today released a study Meeting Total Fat Requirements for School Lunches, which finds that many school policies and practices are associated with the fat content of meals they serve through the National School Lunch Program. An earlier USDA report had found that while most schools met requirements for vitamins, protein, calcium, and iron, only one in five schools serve lunches that met the USDA standard for total fat (constituting 30 percent or less of the calories). "A number of recent studies indicate that one-third of all children between the ages of 6 and 19 are overweight or obese and we must take immediate steps to improve the nutritional quality of school meals and the health of the school environment," said Agriculture Secretary Tom Vilsack. "We have a window of opportunity to make progress on improving the nutrition of school lunches as Congress reauthorizes the Child Nutrition Act, but I also urge schools across the country to embrace the policies and practices identified in this study to help reduce the fat content of school meals and help our children to lead healthier lives." School policies and practices linked to lower fat lunches include promotion of fresh fruits and vegetables or locally grown foods, offering low fat dairy products, eliminating vending machines in middle and high schools, and adopting a "nutrient content" or "enhanced food-based" meal planning method. Congress is currently considering reauthorization of the Child Nutrition Act, which provides the outline for the National School Lunch and Breakfast Programs that serve more than 31 million children in more than 100,000 schools across the country. Administration priorities include eliminating barriers that keep children from participating in school nutrition programs, improving the quality of school meals and the health of the school environment, and enhancing program performance.
A recent Institute of Medicine report commissioned by USDA showed that, on average, American children between the ages of 5 and 18 consume about 720 to 950 empty, discretionary calories per day - several times more than recommended. The study also noted that children are eating far less dark green and dark orange vegetables and fruits than they need, far more refined grains and far too few whole grains, and too few low fat or non-fat dairy products, which puts children at increased risk for a variety of obesity-related conditions like diabetes, heart disease, cancer and high blood pressure.
Over 632 schools across the country have already implemented many of the practices discussed in the ERS study, and have been recognized through HealthierUS School Challenge. Established in 2004, participating schools are awarded one of four levels of superior performance: Bronze, Silver, Gold, and Gold of Distinction. To qualify for the awards, a school must submit a formal application and meet basic criteria set forth by the USDA's Food and Nutrition Service (FNS). Schools can complete the application online at www.fns.usda.gov.
The National School Lunch Program serves nutritionally balanced meals to more than 31 million children in 101,000 schools and residential childcare institutions each school day.

USDA FINAL RULE TO IMPROVE TRANSPARENCY AND EQUITY IN POULTRY MARKET WASHINGTON, December 2, 2009 - Agriculture Secretary Tom Vilsack announced that USDA's Grain Inspection, Packers and Stockyards Administration (GIPSA) will publish a final rule tomorrow to increase fairness and equity in the poultry industry by amending regulations under the Packers and Stockyards Act of 1921 to provide poultry growers with new information and improve transparency in poultry growing arrangements. "The Obama Administration is committed to ensuring that the marketplace for our farmers and ranchers is free from unfair and deceptive practices," said Secretary Vilsack. "This new rule will provide much-needed information and basic protections for poultry growers that will enable them to make better business decisions and safeguard their livelihood." Under the new regulations, a poultry grower must be provided a true written copy of a poultry growing arrangement in a timely manner. The poultry growing arrangement must include information about any Performance Improvement Plans and provisions for written termination notices of the arrangement. And, notwithstanding confidentiality provisions, the rule allows growers to discuss the terms of poultry growing arrangements with designated individuals. The proposed rule was published August 1, 2007. Failure to disclose certain terms in a poultry growing arrangement constitutes an unfair, discriminatory, or deceptive practice in violation of section 202 (7 U.S.C. 192) of the Packers and Stockyards Act. EPA Commends Corporate Leaders for Major Greenhouse Gas Reductions WASHINGTON EPA is recognizing eight companies for achieving significant goals to reduce greenhouse gas (GHG) emissions through the agencys Climate Leaders program. Twenty-seven companies are also being commended for announcing aggressive GHG reduction goals. Combined, the Climate Leaders companies are reducing greenhouse gas emissions by approximately 50 million metric tons of carbon dioxide equivalents per year. EPAs Climate Leaders are sending a clear message that the choice between our economy and our environment is a false choice, said EPA Administrator Lisa P. Jackson. Theyre doing their part in the fight against climate change and giving consumers the power to support environmentally responsible choices. That leads to a better bottom line and a brighter future for everyone. Anheuser-Busch Companies, Inc., Bank of America Corp., Coors Brewing Company, Eastman Kodak Company, First Environment, Inc., Gap Inc., Roche Group U.S., and Shaklee Corp. have achieved long-term GHG reduction goals, and three of these companies have also made new commitments to further reduce their emissions. DOE Launches Save Energy Now LEADER Program 32 Companies Sign Pledge to Reduce Energy Intensity by 25 Percent WASHINGTON, DC Energy Secretary Steven Chu announced today the launch of the Save Energy Now® LEADER Program, which will provide technical assistance and resources to companies that pledge significant improvements in industrial energy efficiency. At an event this afternoon, 32 companies representing a broad spectrum of the U.S. industrial sector will join with DOE Assistant Secretary for Energy Efficiency and Renewable Energy Cathy Zoi to sign a voluntary pledge to reduce their industrial energy intensity by 25 percent over the next decade. These companies commitments to energy efficiency not only generate significant energy and carbon savings, but also show the entire business community the profitable steps that can be taken to move us all toward a clean energy future, said Secretary Chu. Working together with American manufacturers, we will leverage the potential of energy efficiency to create new jobs, make our economy more competitive, and reduce carbon pollution. The U.S. industrial sector accounts for more than 18 million jobs in the United States, as well as nearly 30 percent of the energy used nationwide and 27 percent of the countrys carbon emissions. The Obama Administration has made major commitments to improving energy efficiency as a path toward enhancing our energy security and strengthening the American economy, including more than $250 million in Recovery Act investments to improve the efficiency of the industrial and information technology sectors. The LEADER program is a new component of the existing and successful Save Energy Now initiative through which companies partner with DOE to conduct energy audits and assessments designed to identify the opportunities for energy and cost savings in the companies operations. Participating businesses also have access to tools and training to implement recommendations designed to help reduce their energy use and lower operating costs. Over 2,000 plants received energy assessments through Save Energy Now from 2006 to 2009. To date, those assessments have identified opportunities for $1.3 billion in identified cost savings, 119 trillion Btu of natural gas savings, and 11.2 million metric tons of CO2 savings. The 32 LEADER Companies marked their commitment to the 25 percent energy intensity reduction goal by signing a voluntary pledge at the event. These charter member companies agreed to establish energy use and energy intensity baselines, and develop an energy management plan over the next 12 months. As indicated by the special LEADER designation, these companies are more than just first actors on the path to greater energy efficiency; they are coming forward to serve as actual role models and pace setters on an ongoing basis for others in the industrial sector. In return, the companies will receive access to select DOE resources, as well as national recognition for energy management achievements. The U.S. Food and Drug Administration approved
Kalbitor (ecallantide) on Dec. 1 to treat sudden and potentially
life-threatening fluid buildup that can occur in people with
a rare genetic condition known as hereditary angioedema (HAE).
HAE is caused by a defect in the blood protein C1 esterase-inhibitor, which plays a role in regulating how certain immune system and blood clotting pathways function. Decreased function of this protein can lead to rapid and serious swelling of the face or other parts of the body, which may result in permanent disfigurement, disability or death. Swelling of the digestive tract may cause excruciating abdominal pain, nausea, and vomiting, while airway swelling puts patients at risk of suffocation. About 10,000 people in the United States have HAE. Kalbitor is a liquid that is intended to be injected under the skin for patients age 16 and older who experience HAE attacks.
