Treasury Department Announces Additional Initial Closing of
Legacy Securities Public-Private Investment Fund

WASHINGTON -- The U.S. Department of the Treasury today announced that Marathon Asset Management, L.P. has completed an initial closing of a Public-Private Investment Fund (PPIF) established under the Legacy Securities Public-Private Investment Program (PPIP). Marathon is partnering with Blaylock Robert Van, LLC on this PPIF. Blaylock Robert Van is a full-service, minority-owned investment banking firm.

To date, PPIFs have completed initial and subsequent closings on approximately $5.07 billion of private sector equity capital which has been matched 100 percent by Treasury, representing $10.13 billion of total equity capital. Treasury has also provided $10.13 billion of debt capital, representing $20.26 billion of total purchasing power.

Treasury expects an initial closing for the remaining PPIF to be announced soon. Following an initial closing, each PPIF has the opportunity to conduct additional closings over the following six months to receive matching Treasury equity and debt financing, with a total Treasury equity and debt investment in all PPIFs equal to $30 billion ($40 billion including private investor capital). Treasury will provide updates as subsequent PPIF closings occur.

Washington (CNN) – On their first day back from the Thanksgiving break, Harry Reid had a warning for his fellow senators: You can forget about any more down time for a while.


Senate Starts Health Care Debate
Today, as the full Senate begins deliberations over the health care bill introduced last week, a new Gallup Poll finds that Americans "currently tilt against Congress' passing health care legislation, with 49% saying they would advise their member to vote against a bill (or they lean that way) and 44% saying they would advocate a vote in favor of the bill (or lean toward advising a yes vote)."

House Expenses Go Online
For the first time, the U.S. House of Representatives is expected to release their quarterly expenditures online later today.
Most Americans Could Not Explain the Public Option
In the current health-care debate, there's been much back-and-forth over the so-called "public option." But a new 60 Minutes/Vanity Fair poll finds most people couldn't even begin to explain what the public option means: asked if they could confidently explain what exactly the public option is to someone who didn't know, only 26% of Americans said yes.
The Problem with Polling Health Care Reform
"When the definitive history of the 2009 health care reform debate is written," pollster Cliff Young of Ipsos notes "one footnote will read how varied, even contradictory, the polls had been. We see this now. Indeed, on any given day, different people can cite different polls and come to very different conclusions."

Reid Might Be Stronger Than Polls Show
Despite polls showing Senate Majority Leader Harry Reid (D-NV) in trouble for re-election, Tom Jensen suggests his situation may not be as bad.

"That's because Nevada was the most poorly polled swing state in 2008 and the error all skewed in a Republican direction... Nevada is the only closely contested state I can think of last year where the pollsters were not only pretty universally off, but also pretty universally all off in the same direction. When we went back after the election to see where we went wrong it seemed like the culprit was significantly under measuring Obama's share of the Hispanic vote. Nevada is also one of the fastest growing states in the country and that could trip up pollsters as well, especially ones like us who sample based on past voting history."

FDIC Issues First Quarter 2010 CRA Examination Schedule

The Federal Deposit Insurance Corporation (FDIC) has issued the public list of institutions that it has scheduled for a Community Reinvestment Act (CRA) examination during the first quarter of 2010. This list is published pursuant to revised CRA regulations published in May 1995 that require each federal bank and thrift regulator to publish a quarterly CRA examination schedule at least 30 days before the beginning of each quarter.
The examination schedule reflects the effects of an institution's size and CRA rating on examination frequency. Absent reasonable cause, an institution with $250 million or less in assets and a CRA rating of Satisfactory can be subject to a CRA examination no more frequently than once every 48 months. Absent reasonable cause, an institution with $250 million or less in assets and a CRA rating of Outstanding can be subject to a CRA examination no more frequently than once every 60 months.
The schedule of institutions to be examined January 1, 2010, through March 31, 2010, is based on the best information now available. Examination schedules may change. For example, a regulated financial institution not otherwise scheduled for an examination may be examined in connection with the application for a deposit facility. Alternatively, some institutions may require more time and resources than originally allotted, thus delaying other scheduled examinations. If an institution is rescheduled for a different quarter, that information will be included on a later list.
The regulators encourage public comment on the institutions to be examined under the CRA. Comments about FDIC-supervised institutions should be directed to the institutions themselves or to the Deputy Regional Director of the appropriate FDIC regional office (a list of those locations is attached). All public comments received prior to completion of a CRA examination will be considered.

WASHINGTON — The Office of the Comptroller of the Currency (OCC) today released its schedule of Community Reinvestment Act (CRA) examinations to be conducted in the first quarter of 2010.
The OCC encourages public comment on the national banks scheduled to be examined under the CRA, and suggests that comments be submitted to the institutions themselves at the mailing address listed on the schedule, or to the appropriate OCC supervisory office prior to (or as early as possible during) the month in which the exam is scheduled. All public comments received prior to the close of the CRA exam will be considered by the OCC.

Hoyer Statement on World AIDS Day

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today in recognition of World AIDS Day, which is tomorrow, December 1:

“Tomorrow we commemorate World AIDS Day – a day to remember those living with HIV/AIDS and those we have lost to this horrific disease. While we come together with the international community to raise awareness about HIV/AIDS, we also recognize and applaud the work of those who devote their lives to combating and preventing this global killer. Significant progress has been made in the fight against HIV/AIDS, and the lives of many have been made better by the efforts of a few.

“Today, Secretaries Clinton and Sebelius announced that the United States will host the XIX International AIDS Conference in July 2012. Highlighting this important issue on our international stage demonstrates America’s unwavering commitment to leading the world toward a future free from AIDS.

“The entire world is affected by HIV/AIDS and until a cure is found, we all share the responsibility of preventing the spread of this global pandemic. America will lead the way, and tomorrow – and every day – we must rededicate ourselves to finding a cure.”
