that will change America. We will also commemorate September
11th with community service, elect new members and committees
and celebrate the great State of Texas. Governor Kaine will address
the Democratic National Committee at our general session on Friday.

meetings. Being a DNC volunteer is a way to get a front row opportunity
to witness the meetings and exciting events for the conference
with all the national movers and shakers of the Democratic Party.
If you have not been to a DNC meeting before,
this is a can't miss opportunity, the DNC Youth Council is also
putting together a "Youth Guide" for things to do around
Austin and fun events for the weekend, we hope you can help us
out while you enjoy Austin. The DNC Youth Council will also meet
on Saturday, September 12th at 10:30am, all are welcome to attend.

Hoyer Statement on Womens Equality
Day
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today in
honor of Womens Equality Day:
America was founded on a promise of equality a promise
that we now understand applies not only to all men, but to all
women. Equal rights and equal votes are vital, and heroic women
dedicated their lives to winning them. In fact, today we celebrate
the extension of the right to vote to all Americans, regardless
of gender. But we also understand that formal equality is not
enough, and that much remains before we can say that we have
realized the true promise of equality.
Right now, in the summer of 2009, the single greatest thing
we owe women is reform of our broken health care system. Women
are poorly served by a system that allows less than half of them
to get health coverage through their work coverage that
is available to 57% of men but just 48% of women. Women often
pay higher premiums, as well, especially when an inability to
get coverage at work forces them onto the individual insurance
market. As a result of restricted access and higher costs, many
women today are in worse health. More than half of women said
that they put off the medical care they needed because it was
too expensiveor that they went without it altogether. Only
39% of men said the same thing.
The struggle for equality may change from decade to decade,
but the ideal remains the same in every place and time: that
the future belongs to our daughters every bit as much as to our
sons.

Friend --
Michelle and I were heartbroken to learn
this morning of the death of our dear friend, Senator Ted Kennedy.
For nearly five decades, virtually every
major piece of legislation to advance the civil rights, health
and economic well-being of the American people bore his name
and resulted from his efforts.
His ideas and ideals are stamped on scores
of laws and reflected in millions of lives -- in seniors who
know new dignity; in families that know new opportunity; in children
who know education's promise; and in all who can pursue their
dream in an America that is more equal and more just, including
me.
In the United States Senate, I can think
of no one who engendered greater respect or affection from members
of both sides of the aisle. His seriousness of purpose was perpetually
matched by humility, warmth and good cheer. He battled passionately
on the Senate floor for the causes that he held dear, and yet
still maintained warm friendships across party lines. And that's
one reason he became not only one of the greatest senators of
our time, but one of the most accomplished Americans ever to
serve our democracy.
I personally valued his wise counsel in
the Senate, where, regardless of the swirl of events, he always
had time for a new colleague. I cherished his confidence and
momentous support in my race for the Presidency. And even as
he waged a valiant struggle with a mortal illness, I've benefited
as President from his encouragement and wisdom.
His fight gave us the opportunity we were
denied when his brothers John and Robert were taken from us:
the blessing of time to say thank you and goodbye. The outpouring
of love, gratitude and fond memories to which we've all borne
witness is a testament to the way this singular figure in American
history touched so many lives.
For America, he was a defender of a dream.
For his family, he was a guardian. Our hearts and prayers go
out to them today -- to his wonderful wife, Vicki, his children
Ted Jr., Patrick and Kara, his grandchildren and his extended
family.
Today, our country mourns. We say goodbye
to a friend and a true leader who challenged us all to live out
our noblest values. And we give thanks for his memory, which
inspires us still.

OCC Releases CRA Evaluations For 20 National
Banks
WASHINGTON The Office of the Comptroller of the Currency
(OCC) today released a list of Community Reinvestment Act (CRA)
performance evaluations that became public during the period
of July 15, 2009 through August 14, 2009. The list contains only
national banks and insured federal branches of foreign banks
that have received ratings. The possible ratings are outstanding,
satisfactory, needs to improve, and substantial noncompliance.
Of the 20 evaluations made public this month, 1 was outstanding,
19 were satisfactory, and none were needs to improve and none
were substantial noncompliance. Evaluations are available from
links on http://www.occ.treas.gov/cra/aug09.htm.
The OCCs World Wide Web site (http://www.occ.treas.gov)
also offers access to a searchable list of all public CRA evaluations
(http://www.occ.treas.gov/cra/crasrch.htm).
Copies of the actual evaluations may be obtained by submitting

of FASB Statements of Financial Accounting Standards Nos. 166
and 167
WASHINGTON The federal banking and thrift regulatory agencies
are seeking comment on a proposed regulatory capital rule related
to the Financial Accounting Standards Board's adoption of Statements
of Financial Accounting Standards Nos. 166 and 167. Beginning
in 2010, these accounting standards will make substantive changes
to how banking organizations account for many items, including
securitized assets, that are currently excluded from these organizations
balance sheets.
The agencies are issuing the proposal to
better align regulatory capital requirements with the actual
risks of certain exposures. Banking organizations affected by
the new accounting standards generally will be subject to higher
minimum regulatory capital requirements. The agencies proposal
seeks comment and supporting data on whether a phase-in of the
increase in regulatory capital requirements is needed. It also
seeks comment and supporting data on the features and characteristics
of transactions that, although consolidated under the new accounting
standards, might merit an alternative capital treatment, as well
as on the potential impact of the new accounting standards on
lending, provisioning, and other activities.
Comments on all aspects of the proposed
rule are due within 30 days after its publication in the Federal
Register, which is expected shortly.

Remembering Senator Ted Kennedy
Dear Friends,
"I first met Senator Kennedy on May
4, 1971, when he visited me at St. Alexis Hospital in Cleveland.
I was then a Cleveland City Councilman recovering from an injury
and, somehow, he discovered I was in the hospital and paid a
surprise visit to my room. He was visiting hospitals as part
of his national effort to raise awareness of the need for reform
of our health care system. I was elated to meet him. The visit
began a friendship which has spanned four decades, during which
time I had the privilege of serving with Senator Kennedy in the
United States Congress.
His compassion and caring was always personal
and always real. When my brother Perry died unexpectedly in December
of 2007, Ted Kennedy was one of the first to call with condolences,
sharing his sympathetic understanding of what it means to lose
a sibling.
He had a powerful sensitivity to human
emotion and his life writ large the range of human experience:
great triumphs and sudden reversals. His tenacity often came
against the heavy burden of deep personal tragedy, which enlarged
the quality of his spirit, and made his frequent expressions
of humor poignant and profound. Yes, he made himself into one
of the greatest Senators, with his advocacy for human rights
for health care, education and worker protections.
But Ted Kennedy was more than a great Senator.
He was a great friend."

to create a holding company called Rosavto that will combine

Zavyalov, deputy head of Russian Technologies, made the announcement
in an interview with Vesti-24 television, according to the AFP
report. Russian Technologies, a conglomerate, owns 37.8% of Kamaz,
25% of Avtovaz and 30% of Avtodizel. Separately, Avtovaz, which
is Russia's biggest carmaker, said Tuesday that Boris Alyoshin
will step down as president of the company, according to media
reports. French carmaker Renault owns a 25% stake in Avtovaz,

Advisory Committee Will Review Key Issues
Impacting Dairy Industry and Generate Additional Ideas About
How USDA Can Help Struggling Producers
WASHINGTON, August 25, 2009 - Agriculture
Secretary Tom Vilsack today announced that as part of USDA's
continuing efforts to listen to and respond to the needs of producers
in the dairy industry he is moving forward on establishing the
Dairy Industry Advisory Committee and is requesting nominations.
"The Obama Administration is committed
to working with all sectors of the dairy industry to develop
changes to the dairy pricing system to avoid the boom and bust
cycle behind the crisis facing many dairy farmers this year,"
said Vilsack. "The input provided by the members of this
committee will play an important role in building a more stable
market for dairy producers for years to come."
Earlier this month, Secretary Vilsack promised
to move forward with establishment of a charter creating the
committee for two years. Once appointed, the committee will review
the issues of farm milk price volatility, and dairy farmer profitability.
The committee will also offer suggestions and ideas on how USDA
can best address these issues to meet the dairy industry's needs.
USDA is establishing the committee under the authority of the
Federal Advisory Committee Act of 1972.
The Secretary of Agriculture will appoint
up to 15 representatives of the dairy industry to serve in an
advisory capacity on the Committee. Representatives will include:
producers and producer organizations, processors and processor
organizations, handlers, consumers, academia, retailers, and
state agencies involved in organic and non-organic dairy at the
local, regional, national and international levels.
Written nominations must be received on
or before September 28, and should be sent to Judith Lindsay,
secretary to Brandon Willis, Deputy Administrator, Farm Service
Agency, Farm Programs, USDA Room 3612-S, Stop 0501, Washington,

Advisory committee members will elect the
chairperson and vice-chairperson who will each serve a two-year
term. As Deputy Administrator of the FSA Farm Programs, Willis
will serve as the committee's executive secretary.

Additional steps that USDA has taken in
recent months to support the dairy industry includes:
Earlier this month, Secretary Vilsack announced
that USDA is undertaking an unprecedented effort to use the department's
administrative flexibility to provide relief to individuals and
businesses in struggling agriculture industries. Vilsack has
ordered USDA Rural Development and the Farm Service Agency to
use all available means to help producers, processors and other
small businesses who have been hit by worsening economic conditions.
Late last month, Secretary Vilsack announced that USDA was taking
immediate action to support struggling dairy farmers by increasing
the amount paid for dairy products through the Dairy Product
Price Support Program (DPPSP). USDA estimates show that these
increases, which will be in place from August 2009 through October
2009, will increase dairy farmers' revenue by $243 million.
In March, USDA transferred approximately 200 million pounds of
nonfat dry milk to USDA's Food and Nutrition Service, which will
not only remove inventory from the market, but also support low-income
families struggling to put nutritious food on their tables.
USDA expects to spend more than $1 billion in fiscal year 2009
on purchases of dairy products (Dairy Product Price Support Program)
and payments to producers (Milk Income Loss Contract (MILC).
On March 22, 2009, USDA reactivated USDA's Dairy Export Incentive
Program (DEIP), to help U.S. dairy exporters meet prevailing
world prices in addition to encouraging the development of international
export markets in areas where U.S. dairy products are not competitive
due to subsidized dairy products from other countries.
Since March 22, USDA has encouraged the export of 20,000 tons
of nonfat dry milk.
From July 2008 through June 30, 2009, DEIP has announced allocations
of 68,201 metric tons of nonfat dry milk; 21,097 metric tons
of butterfat; 3,030 metric tons of various cheeses and 34 metric
tons of other dairy products.
USDA is working with the Department of State to identify foreign
assistance programs such as U.S. Agency for International Development
(USAID) and McGovern-Dole International Food for Education and
Child Nutrition Program to make additional dairy products available
internationally to reduce domestic supply.

OBAMA ADMINISTRATION CONTINUES NAMING
STATE EXECUTIVE DIRECTORS FOR THE FARM SERVICE AGENCY
WASHINGTON, August 25, 2009 - The Obama
Administration today continued naming individuals who will serve
as State Executive Director for the Farm Service Agency at the
USDA.
"These individuals have a solid understanding
of the challenges and opportunities facing our rural communities
and will help build on the Obama Administration's efforts to

ARKANSAS
Linda Newkirk - Newkirk has 31 years of
continuous service and since 1991 has been an Agricultural Program
Specialist, assigned to the State Executive Director for the
Farm Service Agency. She has worked in all divisions for the
FSA: administrative, price support, conservation and in the State
Director's office. She has also been the Federal Woman's Program
Manager. Newkirk was born and raised in Arkansas and has been
involved in farming communities her entire life. She is married
to Ray Camp of Little Rock, Ark.
LOUISIANA
Willie Cooper - Willie Cooper has served
as the State Executive Director for the Farm Service Agency/Agricultural
Stabilization and Conservation Service since 1972. In all, he
has served over 50 years in numerous capacities with the USDA
in the state of Louisiana. He has worked on Katrina relief, and
has won numerous awards in his capacity as a USDA employee. Cooper
is a Veteran of U.S. Army and graduated from Southeastern Louisiana
University with a degree in Agriculture.
MAINE
Donovan E. Todd - Todd is founder and president
of D.E. Todd, Inc., where he is a buyer and consultant for potato
procurement. He served on the Maine Potato Board for 6 years,
including 2 years as President. Todd also spent 10 years as a
broker for Cape Cod Potato Chips and 14 years in various roles
in the Maine USDA Farm Service Agency. He served has as a Charleston,
Maine. Selectman for 3 years and on the Charleston School Board
for 4 years.
NEW JERSEY
Paul Hlubik - Hlubik has worked for the
State Farm Service Agency since 1987, and has served as state
executive director since 2001. He has also owned and operated
Backacres Farms since 1981. Hlubik serves as a trustee for the
New Jersey Agriculture Society, which oversees the New Jersey
Farmers Against Hunger, Agriculture in the Classroom, and the
New Jersey Agricultural Leadership Development Program. He was
also a previous member of the New Jersey Soybean board, past
president of the Burlington County Board of Agriculture, and
as well past president of New Jersey Association of County Office
FSA Employees.
NEW MEXICO
Salomon Ramirez - Ramirez has been the
director of the Production, Emergencies, and Compliance Division
of the Farm Service Agency since 2007. Previously, he served
in various roles in the Farm Service Agency from 1978 to 2006.
Ramirez has 34 years of service with USDA, and has been the recipient
of 2 Administrator Awards from the Farm Service Agency. He received
his bachelor's of science in Agriculture from New Mexico State
University. Ramirez has worked with New Mexico Farm Service Agency
for 21 years from 1985-2006.
OHIO
Steven Maurer - Maurer is currently the
Chief of the Division of Natural Areas and Preserves, Ohio Department
of Natural Resources - a position he has held since 2007. The
Division of Natural Areas and Preserves protects a system of
133 State Nature Preserves, administers the Ohio Scenic River
Program, and maintains a database of threatened and endangered
species. He previously served as State Executive Director for
USDA Farm Service Agency in Ohio, from 1993 - 2001. Prior to
that, Mauer was the Director of the Ohio Department of Agriculture
from 1986 - 1991.
OREGON
Lynn Voigt - Voigt has served for over
40 years in the Farm Service Agency and its predecessor the Farmers
Home Administration. He currently serves as the Oregon Farm Service
Agency Loan Chief. He received the Secretary of Agriculture's
"Secretary's Honor Award" for helping develop a mentoring
and leadership program for FSA Farm Loan Chiefs, and received
the President's "Service Award" for more than 5,000
hours of volunteer service to the USAgencies federal employee
based credit union. Voigt has been married to Sue Voigt for 39
years. Their son John and his wife Libby have a newborn son named
Jayden.
USDA's Farm Services Agency works to increase
economic opportunity and improve the quality of life for rural
Americans. Some of the agency's efforts include facilitating
income support, disaster assistance and conservation programs,
providing operating loans for the procurement of farm equipment,
seed and fertilizer, as well as offering ownership loans to help
new and veteran producers purchase a farm. FSA also works to
procure various commodities to benefit low-income families through
domestic food assistance programs.

Hoyer Statement on Deficit Forecast
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
the new deficit forecast:
President Obama inherited the major causes of the deficitincluding
debt-financed tax cuts and an economic crisis from the last Administrationbut
he has accepted the responsibility to leave our Nation on sounder
fiscal footing than he found it. The Recovery Act, even while
it added to the short-term deficit, staved off catastrophe and
is bringing this recession to an end. And President Obama strongly
supports restoring pay-as-you-go, or PAYGO, into
law to prevent the deficit from getting worse. Todays Mid-Session
Review of the Budget confirms that Congress and President Obama
must persist in efforts to bring the deficit under control.
This summer, the House passed strong PAYGO legislation
as a first step toward getting America out of a deep fiscal hole;
now, the Senate must pass it as well. But even if that legislation
is passed and signed, more action is needed. Congress must reform
our entitlement programs to ensure the strength of these programs
and our nation as a whole. And because the cost of health care
is the single biggest contributor to our deficit, it is imperative
that we pass a health care reform bill that brings peace of mind
to middle-class Americans, while reducing costs.
