Recommendations to the President

Attorney General Eric Holder today announced that the Special
Task Force on Interrogations and Transfer Policies, which was
created pursuant to Executive Order 13491 on Jan. 22, 2009, has
proposed that the Obama Administration establish a specialized
interrogation group to bring together officials from law enforcement,
the U.S. Intelligence Community and the Department of Defense
to conduct interrogations in a manner that will strengthen national
security consistent with the rule of law.

AGRICULTURE SECRETARY VILSACK TO HOLD
RURAL COMMUNITY FORUM IN CALIFORNIA
WASHINGTON, August 24, 2009 - On Wednesday,
August 26, Agriculture Secretary Tom Vilsack will hold a rural
community forum in Modesto, Calif., as part of the Obama Administration's
Rural Tour. At the forum, Vilsack will share information with
local residents about the work USDA is doing to revitalize and
rebuild rural America and ask local residents how USDA can be
helpful in supporting and initiating other programs and projects
to help the community participate fully and successfully in the
new, 21st century economy. Vilsack will also highlight American
Recovery and Reinvestment Act projects improving communities
in California and benefiting people throughout rural America.
In June, President Obama announced that
Secretary Vilsack will lead the Administration's Rural Tour to
visit rural communities in states throughout the country. Secretary
Vilsack is scheduled to lead Rural Tour events with a variety
of other top administration officials over the coming weeks and
months in Nebraska, New Mexico, and Ohio. This will be the seventeenth
similar forum Secretary Vilsack has led since being sworn in,
and this event follows rural listening sessions held in Des Moines,
Iowa, Hamlet, N.C., Bethel, Alaska, St. John Parish, La., Blairs,
Va., West Salem, Wis., Charlotte, Mich., Concord, N.H., Wattsburg,
Pa., Danville, Ind., Geneseo, Ill., Harrodsburg, Ky., Ludowici,
Ga., Portageville, Mo., and Brush, Colo.
USDA recently launched a new website and
social media tools designed to enhance discussions and facilitate
innovation for challenges facing rural America. All Americans

The USDA provides leadership on food, agriculture

authority, the United States may impose a much higher than normal

Bellingham, Wash. - U.S. Customs and Border Protection marine
interdiction agents on border security patrol in the San Juan
island chain intercepted a 30-foot Canadian-registered Bayliner
vessel near Cattle Point, southeast of San Juan Island Monday.
The agents boarded the vessel to perform a border search and
encountered two Canadian men who claimed they were on their way
from Pender Island, British Columbia to Anacortes, Washington
to look for a new dingy for the vessel.

I have reviewed the OPR report in depth. Moreover, I have closely
examined the full, still-classified version of the 2004 CIA Inspector
Generals report, as well as other relevant information
available to the Department. As a result of my analysis of all
of this material, I have concluded that the information known
to me warrants opening a preliminary review into whether federal
laws were violated in connection with the interrogation of specific
detainees at overseas locations.

Counsel Electronic Management System (GEMS) July 2009 (PDF,
23 pages 291 KB) The General Counsel Electronic Management
System (GEMS) is a case management system used primarily by attorneys
in the Office of the Principal Legal Advisor(OPLA) at U.S. Immigration
and Customs Enforcement (ICE) to manage their immigration cases.
The basic function of the system is to provide attorneys with
comprehensive information on cases being litigated under the
Immigration and Nationality Act in immigration and federal courts.
The Privacy Impact Assessment (PIA) for GEMS was originally published
in April 2006. Since then, several major enhancements have been
made to the system thus necessitating an update to the PIA.

Deadline
for Dealers to File CARS Applications Extended Until Noon, Tuesday
Due to an overwhelming demand on the CARS computer system, the
deadline for automobile dealers to file applications for rebates
has been extended until noon tomorrow. The deadline for actually
completing sales remains 8:00 p.m. today.
Despite a large increase in the systems capacity, the website
was down temporarily this afternoon. Because of the temporary
shutdown, dealers have been given extra time to file the necessary
paperwork.

First of all, if you came to the meeting today, THANK YOU--we've
never seen turnout that big! If you couldn't make it, please
try to come in future. The more the merrier!
Second of all, if you're interested in
helping out with November 9th's big gubernatorial debate, please

We're going to need lots of help with this, but it's gonna be
a HUGE event, something very exciting for YDGSU. It may also
help you pick your favorite candidate for governor in 2010 if,
like me, you're still undecided.
Third, tomorrow (August 25), please come
visit us at the Student Organization Fair on Gilmer Street from
10:30 to 1:30. Good fun!
And next YDGSU meeting isn't for a long
time (September 14) due to Labor Day, but don't worry, your lovely
executive board is hard at work scheduling a fun social event
in the interim. Watch this space.

of the workshop is to examine existing and potential uses of
broadband technology by public safety entities and ways in which
broadband technology can enhance homeland security. The workshop
will bring together representatives from the public safety community,
government agencies, industry, and academia to discuss interoperability,
redundancy, cyber security, 911, and pandemic response, among
other issues. The first panel will focus on use of broadband
applications by first responders to communicate emergency information
and to prepare for, respond to and recover from emergencies.
This panel will also explore issues relating to interoperability,
redundancy, and the cost of providing broadband access to public
safety. The second panel will focus on the impact of broadband
technology on particular homeland security issues, such as cyber
security, pandemics, bioterrorism, and critical infrastructure
vulnerabilities. The panel will also examine current and future
public safety use of managed IP-networks.

Hello everyone!
Don't forget, Young Democrats' first meeting
of fall is TOMORROW, August 24, at 4:30 in the Lanier Suite of
the Student Center (on the 2nd floor). Please come! We'll have
free pizza, talk about ways to become more politically active,
and a representative of Kasim Reed's mayoral campaign will stop
by as well.
That same morning, from 11 to 1, we'll
be at a table in the Library Plaza, so come say hi!
The next day, August 25, is the Student
Organization Fair on Gilmer Street from 11:30 to 1:30. You guessed
it, we'll be there! Young Dems are inescapable! ;)

Collections for DOT Return-to-Duty and Follow-Up Testing
In just one week, Direct Observation for all DOT Return-to-Duty
and Follow-Up drug testing becomes mandatory rather than remain
an employers option. Please remember that Monday, August
31, 2009, is the effective date.
