On Thursday, an astounding 280,000 Organizing
for America supporters gathered online to huddle with the President
at our National Health Care Forum. With Congress about to return
to Washington to make historic decisions on health insurance
reform, the President chose this critical moment to speak directly
to the OFA community. He reminded us of how far we've come and
what we can accomplish together:
Remember one thing: Nothing is more powerful than millions of
voices calling for change. That's how we won this election. You
know this, and that's why since OFA launched its health reform
campaign in June you've hosted 11,000 events in more than 2,500
towns in every single state and every single congressional district...I
am absolutely confident that we can get this done, but I want
everybody to remember, this has never been easy....We are not
going to give up now. We are going to get this done.
Now it's up to us to take the next step. This week, we need to
make sure every member of Congress heads back to Washington hearing
overwhelming support for change. Lies and fear must not have
the last word about the health reform America so desperately
needs. So here's what you can do: Find
and attend a "Let's Get It Done: Health Insurance Reform
Now" event near you.
There are thousands of events, in every
part of the country. In some places, we're rallying near local
congressional offices to deliver signatures of support from voters.
In others we're meeting in high-traffic areas to offer passers-by
an easy way to get the facts and call Congress, thanking those
fighting for reform and urging others to stand with their constituents.
Wherever you live, you can find a powerful way to show Congress,
the media, and our neighbors that the American people have one
clear message about health reform: Let's get it done.
Thursday, the President made the stakes
of reform crystal clear. He talked about how, with health care
costs rising three times faster than wages, the cost of inaction
is simply too high.
He explained how reform will guarantee
competition and choice. He described the Insurance Guarantees
that will protect every American from discrimination against
pre-existing conditions, exorbitant charges, and arbitrary denials
or reductions in coverage just when we need it most.
And he made plain his stance on the public
option: "So let me just be clear: I continue to support
a public option, I think it is important, and I think it will
help drive down costs and give consumers choices."
But even the best plan only matters if
it passes, and that's where we all have a critical role to play.
As the President said:
And that's why what all of you do is so important, because people
trust you -- your neighbors, your friends, fellow community members
-- they trust you. They know you. And if you are presenting the
facts clearly and fairly, I'm absolutely confident that we're
going to win this debate. But we're going to have a lot of work
to do and I'm grateful that you're willing to do it. Let's go
get 'em.

Overhaul Sorry State of U.S. Detention
System

Last week was important for those seeking
to reform the U.S. system by which asylum seekers are detained.
On the same day, Sen. Joseph Lieberman, I-Conn., introduced the
Secure and Safe Detention and Asylum Act to ensure that asylum
seekers are treated in accordance with U.S. law, and the U.S.
Immigration and Customs Enforcement finally recognized the need
to overhaul a broken immigration detention system.
The Lieberman bill would address many glaring
problems that have been identified by the U.S. Commission on
International Religious Freedom, an independent, bipartisan federal
government commission. Congressional action is needed, as unfortunately
almost all these problems remain today.
The commission found that the Department
of Homeland Security, along with the Department of Justice, were
improperly treating asylum seekers in expedited removal, a procedure
through which asylum seekers are detained and can be deported
without even seeing an immigration judge. The Lieberman bill
addresses both of these concerns.
Improved custodial conditions
The ICE announcement established goals
and a framework for a new civil detention system that, within
the next three to five years, would seek to offer improved custodial
conditions and medical care, fiscal prudence and greater federal
oversight. The announced goal of such reform is to move away
from the ``present decentralized, jail-oriented approach.'' We
hope that the agency's plans become reality and look forward
to ICE issuing specifics.
Given the sorry state of the current detention
system and the fact that ICE has announced general plans but
no concrete actions, legislation like the Lieberman bill is necessary.
Simply put, asylum seekers fleeing persecution should not be
returned to countries from which they have fled, nor should they
be confined in prison-like conditions like criminals, simply
for seeking freedom and protection in the United States.
In surveying detention facilities, we found
conditions that may retraumatize asylum seekers: They were housed
with criminal offenders, underwent inmate counts, invasive searches
and surveillance and had limited contact with families and legal
assistance providers.
We were particularly troubled to learn
that asylum seekers were being restrained and forced to wear
handcuffs and shackles like violent criminals. Often coming to
this country suffering trauma, asylum seekers were being detained
by staff who were neither trained to be sensitive to their special
needs nor able to address the issues arising from torture and
other trauma.
The commission made a number of recommendations
-- none requiring congressional action -- to fix these problems.
They include increased coordination among agencies that implement
expedited removal; increased alternatives to detention or detention
in non-jail-like facilities; increased opportunities for pro
bono counsel for asylum seekers; and increased quality assurance
procedures.
Four years after we issued our report,
asylum seekers still are detained under prison-like conditions.
Such confinement is unnecessarily severe, especially as there
are legal alternatives to detention. Problematically, the use
of detention has increased.
Taxdollars wasted
Over the past six years at least 42,000
asylum seekers have been detained, at a cost of hundreds of millions
of dollars to U.S. taxpayers. To date, DHS has been unwilling
to use and expand alternatives to detention.
We thus especially take note of ICE's announcement
to develop a national strategy on detention alternatives. Essential
to that effort would be a revision of the existing parole criteria,
as we have consistently recommended since 2005, to facilitate
asylum seekers' release from detention. The agency should immediately
revise such criteria by returning to preexisting standards.
Before last week, DHS had not undertaken
necessary remedial actions, nor even signaled its intention to
do so. USCIRF welcomes the Lieberman bill and ICE's announcement.
Both are important first steps to achieving the goal of treating
asylum seekers fairly and humanely as well as reaffirming the
leading role that the United States long has played in providing
safe haven to those seeking freedom and safety on our shores.

Nine Public Meetings on Conservation Reserve Program
WASHINGTON, Aug. 20, 2009 - The USDA Farm
Service Agency (FSA), on behalf of the Commodity Credit Corporation
(CCC), today asked the public for comments on the Conservation
Reserve Program and scheduled nine public meetings from Sept.
15 through Oct. 8 to solicit comments on the program.
The meetings will be held in Washington,
Montana, Minnesota, Kansas, Illinois, Oklahoma, New Mexico, Georgia
and Pennsylvania. Topics to be discussed at the public meetings
include provisions dealing with cropping history requirements,
crop rotation practices, contract incentives, program enrollment
terms and the Conservation Reserve Program (CRP) enrollment authority
of 32 million acres established for the remainder of the 2008
Farm Bill.
"These workshops will be important
to receive feedback about how we can make the Conservation Reserve
Program more effective for producers as well as increase the
environmental benefits of the program," said Farm Service
Agency Administrator Jonathan Coppess.
USDA will consider each comment received
at the public meetings and during the comment period when preparing
a Supplemental Environmental Impact Statement. This statement
will help USDA decision-makers and the public with an analysis
of the environmental benefits and potential impacts associated
with implementing various changes to CRP consistent with the
2008 Farm Bill.
CRP is a voluntary program that supports
the implementation of long-term conservation measures designed
to improve the quality of ground and surface waters, control
soil erosion, and enhance wildlife habitat on environmentally
sensitive agricultural land. In return, CCC provides participants
with rental payments and cost share assistance under contracts
extending from 10 to 15 years. CRP is a CCC program administered
by the FSA with the support of other federal and local agencies.

Southeast Region Appointments to YDA
Committees
Hello Fellow Young Democrats of the Southeast
Region!
It is the appointment season, and as I
promised in Chicago, this email is about the regional appointments
I have to make to various committees of YDA. Regional directors
appoint regional representatives to all Select Committees. For
things like Rules & Charter, Credentials, and Resolutions,
each state has a seat, so the regions don't get an appointment.
I know some of you might be applying for
a Presidential appointment, and that's fine. My process will
run concurrently but end a little later than Crystal's so that
you can cover your bases in case you don't get an appointment
from the national process. These regional seats on various committees
are the way we have our voice heard for our region. If you get
a regional appointment, my expectation is that you'll participate
in the work of the committee not only at national meetings but
in phone calls between meetings. I also will expect to be kept
apprised of what's happening on your committee, especially if
I need to advocate at higher levels in YDA on behalf of our region.
Attached you will find the application
for appointment document. I based it largely off of Crystal's
application, except I deleted the essay portion. I have kept
the descriptions of the committees to which I have regional appointment
to make, so you can decide where your interests lie. Please note
that these appointments do require real work (i.e. conference
calls, attendance at national meetings, reports to the officers
on what's going on). Anyone not on the National Committee from
your state will be vetted by your state President and National
Committee team, so I hope they know who you are!
I know my home state of Georgia is likely
to have regular attendees to national meetings who are not on
our National Committee team, and if you want national involvement
and will show up and work, I'm all for it.
As always, I will try to spread the wealth
around the region as best I can. A lot will depend on who applies
for what committees. The deadline to apply is Thursday, September

We are extremely disappointed with the Scottish Executive's
decision to release Abdel Basset Mohamed al-Megrahi. The interests
of justice have not been served by this decision. There is simply
no justification for releasing this convicted terrorist whose
actions took the lives of 270 individuals, including 189 Americans.
Megrahi did not show and has not shown compassion for innocent
human life, and as we communicated to the Scottish authorities
and the UK government, it continues to be our position that he
should have been required to serve the entire sentence handed
down for his crimes. Our deepest sympathies go out to the families
of those whose loved ones were killed in 1988 due to Megrahi's
vicious actions.

today that $37 million in funding from the Recovery Act will
be made available to qualified small businesses through the Departments
Small Business Innovation Research (SBIR) and Small Business
Technology Transfer (STTR) programs. Todays funding announcement
emphasizes the Departments commitment to developing near-term,
clean energy technologies while allowing small businesses take
part in the new industrial revolution that the sustainable energy

Small businesses are engines of job creation and innovation,

AGRICULTURE SECRETARY VILSACK TO HOLD
RURAL COMMUNITY FORUM IN CALIFORNIA
WASHINGTON, August 20, 2009 - On Wednesday,
August 26, Agriculture Secretary Tom Vilsack will hold a rural
community forum in Modesto, Calif., as part of the Obama Administration's
Rural Tour. At the forum, Vilsack will share information with
local residents about the work USDA is doing to revitalize and
rebuild rural America and ask local residents how USDA can be
helpful in supporting and initiating other programs and projects
to help the community participate fully and successfully in the
new, 21st century economy. Vilsack will also highlight American
Recovery and Reinvestment Act projects improving communities
in California and benefiting people throughout rural America.
In June, President Obama announced that
Secretary Vilsack will lead the Administration's Rural Tour to
visit rural communities in states throughout the country. Secretary
Vilsack is scheduled to lead Rural Tour events with a variety
of other top administration officials over the coming weeks and
months in Nebraska, New Mexico, and Ohio. This will be the seventeenth
similar forum Secretary Vilsack has led since being sworn in,
and this event follows rural listening sessions held in Des Moines,
Iowa, Hamlet, N.C., Bethel, Alaska, St. John Parish, La., Blairs,
Va., West Salem, Wis., Charlotte, Mich., Concord, N.H., Wattsburg,
Pa., Danville, Ind., Geneseo, Ill., Harrodsburg, Ky., Ludowici,
Ga., Portageville, Mo., and Brush, Colo.
USDA recently launched a new website and
social media tools designed to enhance discussions and facilitate
innovation for challenges facing rural America. All Americans
can follow the Rural Tour's progress online at www.RuralTour.gov,
on Twitter at www.twitter.com/RuralTour, or at USDA's Facebook
fan page available at www.facebook.com/usda.
The USDA provides leadership on food, agriculture
and natural resources and touches the life of every American.
Secretary Vilsack and the USDA are working to promote a sustainable,
safe, sufficient and nutritious food supply, ensure that America
leads the global fight against climate change, and revitalize
rural communities by expanding economic opportunities.
