Secretary LaHood Announces Wind Down to
Hugely Popular CARS Program
U.S. Transportation Secretary Ray LaHood announced Thursday that
after a wildly successful run, the cash for clunkers program
will come to a close on Monday, August 24th at 8 p.m. EDT.
This program has been a lifeline to the automobile industry,
jump starting a major sector of the economy and putting people
back to work, Secretary LaHood said. At the same
time, weve been able to take old, polluting cars off the
road and help consumers purchase fuel efficient vehicles.
As of today, the CARS program has recorded more than 457,000
dealer transactions worth $1.9 billion in rebates.
The Car Allowance Rebate System, as it is officially known, has
sparked intense interest, filling auto showrooms with buyers
and revitalizing manufacturing plants. As a result of the program,
automotive inventory has been depleted and both General Motors
and Ford are ramping up production, adding shifts and rehiring
laid off workers.
Its been a thrill to be part of the best economic
news story in America, Secretary LaHood said. Now
we are working toward an orderly wind down of this very popular
program.
The program has provided rebates of up to $4,500 when people
turned in their clunkers for fuel-efficient vehicles. Most consumers
have turned in trucks and SUVs in exchange for passenger
cars, with an improved gas mileage of about 60 percent.
Secretary LaHood said the Monday night end date will allow car
dealers and buyers plenty of time to finalize purchases and submit
applications for rebate from the remainder of the $3 billion
provided by Congress. Based on conservative estimates of valid
transactions so far, DOT analysts have projected that there is
enough money to continue accepting submissions until the Monday
deadline.
Applications for rebates will not be accepted after 8 p.m. EDT
Monday and dealers should not make further sales without receiving
all the necessary paperwork from their customers. Dealers are
also strongly advised to submit complete applications, which
will expedite payment. Dealers will still be able to resubmit
rejected applications after the deadline. The Department of Transportation
is continuing to expand the number of people processing dealer
applications for rebates by adding federal workers to the outside
contractors currently at work.

News on Next Steps Toward Nationwide Health Information Exchange

Todays announcement from the White
House regarding the rollout of the first two in a series of HITECH
priority grant programs represents a critical step forward in
laying the groundwork for meaningful use of electronic health
records (EHRs). These programs will offer valuable help to health
care providers in the selection and incorporation of EHRs into
clinical practice, and for States and their designates to assure
that statewide information exchange is developed with an eye
toward nationwide connectivity across the health care system.
Its no coincidence that these two
grant programs are leading the way. Key to the successful adoption
and meaningful use of EHRs is the assurance that providers have
the help and guidance they need to select, implement and maintain
a certified EHR system. In addition, we need the various and
often disparate local, statewide and regional systems to work
together, regardless of location and differing state and federal
standards or policies, to enhance patient care.
Toward that end, the first grant program,
the Health Information Technology Extension Program, will fund
dozens of Health Information Technology Regional Extension Centers
across the country. The regional extension centers will offer
hospitals and clinicians hands-on technical assistance to support
meaningful use of certified EHR systems. These modern health
IT centers could be considered as somewhat akin to the agricultural
extension centers Congress set up early in the 20th century,
which helped to support vast improvements in the efficiency,
quality and productivity of the agricultural sector.
We hope this 21st century health IT extension
program will have a similarly profound effect in helping health
care providers through a major transition in our nations
health system, ultimately improving the quality, efficiency,
reliability, availability and equity of care for every American.
A national Health Information Technology
Research Center (HITRC) will also be created. The HITRC will
help the regional centers collaborate with each other, and it
will serve as a national clearinghouse to identify and share
best practices and experiences so that providers can learn from
what others have gone through as theyve put such systems
in place.
The second grant program will help States
and Qualified State Designated Entities (SDEs) to develop or
align the necessary policies, procedures and network systems
to assist electronic information exchange within and across states,
and ultimately throughout the health care system. A key to this
programs overall success will be technical, legal and financial
support for information exchanges across health care providers.
Together, the grants will offer much-needed
local and regional assistance and technical support to providers
while enabling coordination and alignment within and among states,
ultimately allowing information to follow patients anywhere within
the health care system. They are a clear sign that the Administration
is delivering on its promise to transform care.
As we push hard to make EHRs available
to all Americans, and the use of electronic health information
part of an expected standard of care, we also are intensely focused
on ensuring the privacy and security of patient records. If we
want to achieve nationwide use of EHRs, patients first and foremost
must be assured and have confidence that their electronic personal
health information is private, secure and safe. The technology
to secure this information exists, and is constantly improving
through advances in encryption and de-identification of data.
The protection of all health information is absolutely central
to all of our efforts in support of electronic health information
exchange.

Agriculture Secretary Discusses Revitalizing
and Rebuilding Rural America at State fair Community College
SEDALIA, Mo. August 21, 2009 - Agriculture
Secretary Tom Vilsack today visited the State Fair Community
College and held a 'Rural Tour' community forum to discuss efforts
by the Obama Administration to rebuild and revitalize rural America,
listen to local residents talk about how the federal government
can assist them, and discuss solutions to challenges facing their
communities. This event follows the launch of the Obama Administration's
'Rural Tour' in June.
"To overcome challenges and be successful
in a new, 21st century economy, President Obama has asked that
we reach out to people in rural communities across the country
to listen, learn and facilitate problem-solving," said Agriculture
Secretary Vilsack. "It is critically important to hear the
thoughts, concerns and stories about Missouri's vision for its
future and to collect ideas about how USDA can better serve these
communities."
At today's rural community forum, Vilsack
discussed how the USDA is working to promote a sustainable, safe,
sufficient and nutritious food supply, ensure that America leads
the global fight against climate change, and revitalize rural
communities by expanding economic opportunities.?
Secretary Vilsack also highlighted the
USDA's American Recovery and Reinvestment Act efforts that are
underway in Missouri and across the country, including the following:
USDA's Rural Development has helped guarantee
2071 loans worth over $210 million in the state of Missouri through
the Single Family Housing Loan program. These loans help residents
and producers to have access to the capital they need to keep
rural communities strong.
USDA's Farm Service Agency is providing $4 million through 74
Direct Operating Farm Loans. These loans help farms purchase
items such as livestock, farm equipment, feed, seed, fuel, farm
chemicals, insurance, and other operating expenses.
USDA's Natural Resources Conservation Service announced approximately
$4.8 million for 10 floodplain easement projects and more than
$5.3 million in funding for watershed operations.
USDA's Forest Service is providing $3.73 million for 4 projects
through the Forest Service Capital Improvement and Maintenance
program. This work will reduce sedimentation in streams, restore
water quality and fish habitat and provide safe public transportation.
USDA's Forest Service is providing $6 million for a project through
the Forest Service Wildland Fire Management program. This work
will aid wildfire mitigation through fuel reduction and forest
maintenance.
Through USDA's Rural Development, $3.58 million will be made
available for 54 community facilities projects. Community Facility
Grants will allow towns across Missouri to purchase critical
emergency service vehicles and equipment, build Emergency Operations
Centers and community centers.
Through USDA, the Recovery Act provided for an estimated increase
of over $453 million in Supplemental Nutrition Assistance Program
(SNAP) benefits in Missouri. Most four-person households will
receive an $80 increase in their monthly SNAP benefit. Eligibility
limits on jobless adults will be suspended in most areas. The
State of Missouri also received $3.24 million in State Administrative
Funds.
USDA is also helping low-income Missouri residents to receive
healthy, nutritious meals through $1.5 million in funding from
The Emergency Food Assistance Program. Kids in Missouri also
will benefit from over $1.8 through the National School Lunch
Program.
USDA's Rural Development is providing approximately $59 million
to help make improvements at 22 water and waste treatment projects.
USDA's Rural Development has issued 3 Rural Business and Enterprise
Grants to the City of Doniphan, the City of Piedmont and Missouri
State University, Mountain Grove Campus for more than $331,000
to start or expand businesses in rural communities.
In June, President Obama announced that Secretary Vilsack will
lead the Administration's Rural Tour to visit rural communities
in states throughout the country. Secretary Vilsack is scheduled
to lead Rural Tour events with a variety of other top administration
officials over the coming weeks and months in Nebraska, New Mexico,
and Ohio. This is the sixteenth similar forum Secretary Vilsack
has led since being sworn, and this event follows rural listening
sessions held in Des Moines, Iowa, Hamlet, N.C., Bethel, Alaska,
St. John Parish, La., Blairs, Va., West Salem, Wis., Charlotte,
Mich., Concord, N.H., Wattsburg, Pa., Danville, Ind., Geneseo,
Ill., Harrodsburg, Ky., Ludowici, Ga., Portageville, Mo., and
Brush, Colo.
USDA recently launched a new website and
social media tools designed to enhance discussions and facilitate
innovation for challenges facing rural America. All Americans

Pidgin has released a security advisory
to address a vulnerability
affecting libpurple. This vulnerability is a buffer overflow
that may
allow an attacker to execute arbitrary code. Libpurple is used
by
multiple instant messenger (IM) programs including Adium and
Pidgin.
IM applications that use libpurple may
distribute it as a part of
their security updates. Users are encouraged to update affected

Port Huron, Mich. - U.S. Customs and Border Protection have installed
new technology in the form of radiation portal monitors at the
Algonac and Marine City Ferry Crossings on the St. Clair River.
The radiation portal monitors, like those in use at the Blue
Water Bridge, provides CBP with a passive, non-intrusive, capability
to screen cars and trucks for the presence of nuclear and radiological

Alabama Stonewall Democrats has endorsed
Virginia Volker for Birmingham Board of Education District 2.
Virginia brings years of education experience to the board and
has a record of being a listener. She has advocated for an atmosphere
of respect for teachers, students and parents, and has urged
teaching students to resolve conflict without resorting to violence.
She also supports teaching effective education of real subjects
rather than just teaching standardized test material.
As far as our community is concerned, she
answered our questions about discrimination and bullying policies,
employment non-discrimination, LGBT families and equal benefit
policies correctly. She has been a supporter of the LGBT community
in her previous employment roles and has an openly gay person
on her campaign staff. She attends an inclusive church and has
participated in and supported LGBT advocacy groups.

Hoyer: Americas Small Businesses
Need Health Reform
WASHINGTON, DC Today, House Majority
Leader Steny H. Hoyer (MD) and Congressman Ron Kind (WI) of the
House Ways and Means Committee held a press conference call with
small business owners to discuss how Americas small businesses,
which lack affordable coverage options today, will benefit substantially
by reforms currently being considered in Congress. Below are
the remarks by Majority Leader Hoyer.

Welcome and thank you for joining us today to bring to
light the many ways that health reform proposals under discussion
in Congress will help small businesses who are today struggling
to provide coverage for their employees.
One of the most overlooked facts
in the health reform debate is that small businesses and their
employees will be among those who have the most to gain with
reform and the most to lose under our current system.
The reality is that the current health
care system is unsustainable for American small businesses. Lets
look at the facts.
Since 2000, insurance costs for small
businesses have risen 129 percent. As a result, less than half
of Americas smallest firms - 45 percent - can afford to
offer health care benefits for their employees. In fact, 60%
of Americas uninsured or 28 millionare small
business owners, workers, and their families.
Because of their size, small businesses
face a significant disadvantage in todays insurance marketplace.
As a result, small firm workers pay more an average of
18% more - for the same benefits than their larger firm counterparts,
and their deductibles are more than double.
And small businesses have higher
administrative costs - up to 25 percent of the cost of premiums
for some small business health plans, compared to 10 percent
for large firms.
Health reform will help small businesses
gain access to a level playing field in the health insurance
marketplace in order to access affordable, reliable coverage
that is not available to them today.
Opponents of reform would have you
think otherwise. They claim to be champions of small business
and they claim to want health reform, but their actions to block
the very efforts to give small businesses the help they need
speak volumes.
As you will hear today, small businesses
in America need health reform this year. They cant afford
to wait.
I now want to turn it over to Congressman
Ron Kind, a member of the Ways and Means Committee, who will
provide details on the provisions benefitting small business
and will discuss some of the most blatantly false and misleading
claims.
