in Fairfield County. If you would like to read some sample letters,
just message me.
Hey Everyone,
A letter was recently published in the
Columbus Dispatch criticizing Gov. Strickland. The Ohio Democratic
Party has asked for help in writing letters to the editor (LTEs)
in response. They have put together some sample letters and talking
points, as well as some instructions on how to submit LTEs to
the Dispatch. I have included the original editorial at the bottom
of this message.
The arguments made in the Dispatchs
recent editorial Rolling the Dice are flawed.
· The Dispatch argues that Governor
Strickland should not have used unreliable revenue, yet they
go on to say that the Governor should have sent the slots issue
to the ballot box. This doesnt make sense.
· Governor Strickland balanced the
budget without raising taxes.
· Governor Strickland showed leadership
throughout the budget process. The Republicans sat on their hands.
· George Bush ruined Ohios
economy, not Ted Strickland. This is why the state faces a budget
shortfall.
· John Kasich completely gets a
pass. The Dispatch always attacks Governor Strickland.
· Governor Strickland made necessary
but painful cuts to the budget so our state government would
live within its means.
· The Dispatch wants Governor Strickland
to raise taxes, but ignores the fact that John Kasich wants to
reduce taxes in a way that would cut state revenue by nearly
40% - which would destroy education, health care and economic
development

Ohio's leaders have turned state's finances
into a game of chance

Ohio's recently adopted two-year budget
is built on sand. That fact was underlined on Tuesday when Franklin
County Common Pleas Judge David W. Fais ruled that the state
could not reclaim $257.6 mil- lion from the defunct Ohio Tobacco
Prevention Foundation.
Gov. Ted Strickland and state legislative
leaders were counting on that money to pay for part of the state's
new biennial budget. The state is appealing the judge's decision,
but if that effort fails, the governor and lawmakers will have
to find $257.6 million elsewhere or cancel a planned expansion
of the State Children's Health Insurance Program and other programs
for which the money was earmarked.
The question is, why were state leaders
counting on this money in the first place? At the time they wrote
it into the budget, it had been tied up in court for months,
with no indication of when the matter might be resolved or whether
the state would prevail. Ignoring this, they treated it as if
it were money in the bank.
This was reckless, especially considering
their other gambles. Even though Ohioans four times have rejected
ballot issues to allow casino-style gambling, Strickland and
lawmakers decided they have the authority to put 17,500 video-slot
machines at seven Ohio horse racetracks without a statewide vote.
Strickland cut voters out of the picture by claiming that video-slot
machines fit within the Ohio Constitution's definition of a lottery.
The governor and lawmakers claim this will
raise $933 million for the state in the next two years.
Although it was a foregone conclusion that
the move would be contested in court, the governor and lawmakers
also chose to treat this projected revenue as money in the bank
and factored it into the state budget. If those challenging the
slots plan are successful, state leaders will have a $933 million
budget hole to fill.
But there's more: Behind all of this loom
other lawsuits. One brought by the Ohio Grocers Association and
others challenges the state's authority to impose on them the
commercial-activities tax created in 2005 as part of an overhaul
of state taxes.
A lower court upheld this application of
the tax, but the Franklin County Appeals Court reversed that
decision. The matter now awaits action by the Ohio Supreme Court.
If the justices rule against the state, Ohio will lose another
$188 million a year, not to mention having to refund $355 million
previously collected.
An unrelated case challenges Ohio sales-tax
policy for satellite television, and an adverse ruling could
cost the state $140 million.
While Strickland and lawmakers aren't responsible
for these tax imbroglios, they are responsible for building a
budget that compounds this uncertainty with the two additional
risky revenue schemes outlined above.
All told, the amount of money at risk during
the biennium is about $2 billion. This is not responsible budgeting.
This is budgeting by crapshoot.

BTS Releases June Passenger Airline Employment
Data;
June 2009 Employment Down 6.3 Percent from June 2008
U.S. scheduled passenger airlines employed 6.3 percent fewer
workers in June 2009 than in June 2008, the 12th consecutive
decrease in full-time equivalent employee (FTE) levels for the
scheduled passenger carriers from the same month of the previous
year, the U.S. Department of Transportations Bureau of
Transportation Statistics (BTS) reported today. FTE calculations
count two part-time employees as one full-time employee.
All the network airlines decreased employment from June 2008
to June 2009 as did low-cost carriers AirTran Airways and Frontier
Airlines. Regional carriers American Eagle Airlines, SkyWest
Airlines, ExpressJet Airlines, Comair, Atlantic Southeast Airlines,
Pinnacle Airlines, Horizon Air, Mesa Airlines, Air Wisconsin,
Colgan Air and PSA Airlines also reported reduced employment
levels compared to last year.
Scheduled passenger airline categories include network, low-cost,
regional and other airlines.
The seven network carriers employed 260,808 FTEs in June, 67.2
percent of the passenger airline total, while low-cost carriers
employed 16.5 percent and regional carriers employed 14.6 percent.

OBAMA ADMINISTRATION'S 'RURAL TOUR' TO
IOWA STATE FAIR
WASHINGTON, August 18, 2009 - TOMORROW,
Wednesday, August 19, Agriculture Secretary Tom Vilsack will
hold a rural community forum at the Iowa State Fair as part of
the Obama Administration's Rural Tour. At the forum, Vilsack
will share information with local residents about the work USDA
is doing to revitalize and rebuild rural America and ask local
residents how USDA can be helpful in supporting and initiating
other programs and projects to help the community participate
fully and successfully in the new, 21st century economy. Vilsack
will also highlight American Recovery and Reinvestment Act projects
improving communities in Iowa and benefiting people throughout
rural America.
In June, President Obama announced that
Secretary Vilsack will lead the Administration's Rural Tour to
visit rural communities in states throughout the country. Secretary
Vilsack is scheduled to lead Rural Tour events with a variety
of other top administration officials over the coming weeks and
months in Missouri, Ohio, and New Mexico. The fifteenth similar
forum Secretary Vilsack has led since being sworn in, this event
follows rural listening sessions held in Hamlet, N.C., Bethel,
Alaska, St. John Parish, La., Blairs, Va., West Salem, Wis.,
Charlotte, Mich., Concord, N.H., Wattsburg, Pa., Danville, Ind.,
Geneseo, Ill., Harrodsburg, Ky., Ludowici, Ga., Portageville,
Mo., and Brush, Colo.

The Federal Reserve Board and the Treasury
Department on Monday announced that they approved an extension
to the Term Asset-Backed Securities Loan Facility (TALF) and
that, at this time, they do not anticipate any further additions
to the types of collateral that are eligible for the facility.
Conditions in financial markets have improved considerably in
recent months. Nonetheless, the markets for asset-backed securities
(ABS) backed by consumer and business loans and for commercial
mortgage-backed securities (CMBS) are still impaired and seem
likely to remain so for some time. To promote the flow of credit
to businesses and households and to facilitate the financing
of commercial properties, the Federal Reserve and Treasury approved
extending TALF loans against newly issued ABS and legacy CMBS
through March 31, 2010. Because new CMBS deals can take a significant
amount of time to arrange, the Federal Reserve and Treasury approved
TALF lending against newly issued CMBS through June 30, 2010.
The Board will continue to monitor financial conditions and will
consider in the future whether unusual and exigent circumstances
warrant a further extension of the TALF to help promote financial
stability and economic growth. The Federal Reserve and Treasury
had previously authorized TALF loans through December 31, 2009.
After having conducted a thorough analysis of a number of potential
candidates, the Federal Reserve and Treasury announced on Monday
that they are holding in abeyance any further expansion in the
types of collateral eligible for the TALF. The securities already
eligible for collateralizing TALF loans include the major types
of newly issued, triple-A-rated ABS backed by loans to consumers
and businesses, and newly issued and legacy triple-A-rated CMBS.
The Federal Reserve and Treasury are prepared to reconsider their
decision if financial or economic developments indicate that
providing TALF financing for investors' acquisitions of additional
types of securities is warranted.

Air Force officials release Staff Sergeant
selections
RANDOLPH AIR FORCE BASE, Texas -- Air Force
officials selected 15,223 of 30,574 eligible Senior Airman for
promotion to Staff Sergeant for a selection rate of 49.79 percent.
The average score for those selected was
275.81, with an average time in grade and time in service of
2.09 and 4.69 years respectively. The average score was based
on the following point averages: 131.57 for enlisted performance
reports, 59.01 for the promotion fitness exam, 58.50 for the
specialty knowledge test, 18.30 for time in grade, 11.47 for
time in service and 0.94 for decorations.
The Staff Sergeant promotion list will
be released publicly Aug. 20 at 8 a.m. Central Standard Time
on the Air Force Personnel Center's public Web site, www.afpc.randolph.af.mil,
and on AFPC's Ask site click Spotlight,
then Enlisted Promotions.
At 1 p.m. CST on Aug. 20, Airmen can access
their score notices on the virtual MPF and the AF Portal. Those
selected for Staff Sergeant will be promoted according to their
promotion sequence number beginning in September.
As a reminder, the selections are tentative
until the data verification process is complete, which is no
later than 10 days after the promotion release date. AFPC officials
will notify Airmen, via military personnel flights and military
personnel elements, if their selection is in question.
The virtual promotion release is one of
the many technological initiatives AFPC has taken to deliver
personnel services via 24/7 Web-based personnel information.

USDA IMPLEMENTS FARM STORAGE FACILITY
LOAN PROGRAM
WASHINGTON, Aug. 17, 2009 - Agriculture
Secretary Tom Vilsack today announced that changes to the Farm
Storage Facility Loan (FSFL) program have been implemented in
accordance with the 2008 Farm Bill, which will allow producers
of eligible commodities to obtain low-interest financing to build
or upgrade farm storage and handling facilities. The USDA Farm
Service Agency (FSA) administers FSFL on behalf of the USDA Commodity
Credit Corporation (CCC).
"President Obama and I are committed
to providing the necessary resources to keep producers financially
solvent before, during and after each crop year, and this program
will help ensure that they have adequate capacity to store their
harvest until they sell it on the open market," said Vilsack.
The maximum principal amount of a loan
through FSFL is $500,000. Participants are required to provide
a down payment of 15 percent, with CCC providing a loan for the
remaining 85 percent of the net cost of the eligible storage
facility and permanent drying and handling equipment. Loan terms
of 7, 10 or 12 years are available depending on the amount of
the loan. Interest rates for each term rate may be different
and are based on the rate which CCC borrows from the Treasury
Department.
Payments are available in the form of a
partial disbursement and the remaining final disbursement. The
partial disbursement will be available after a portion of the
construction has been completed. The final fund disbursement
will be made when all construction is completed. The maximum
amount of the partial disbursement will be 50 percent of the
projected and approved total loan amount.
Applications for FSFL must be submitted
to the FSA county office that maintains the farm's records. An
FSFL must be approved before any site preparation or construction
can begin.
The following commodities are eligible
for farm storage facility loans:
Corn, grain sorghum, rice, soybeans, oats,
peanuts, wheat, barley or minor oilseeds harvested as whole grain
Corn, grain sorghum, wheat, oats or barley harvested as other-than-whole
grain
Pulse crops - lentils, small chickpeas and dry peas
Hay
Renewable biomass
Fruits (including nuts) and vegetables - cold storage facilities

Secretary Salazar Announces Rise in
Visitation to National Parks in 2009: Visits to Parks and Public
Lands are Energizing Local Economies
BOZEMAN, MT Secretary of the Interior
Ken Salazar announced today that
Americas national parks are seeing more visitors in 2009
than a year
earlier, according to visitation information collected by the
National Park
Service (NPS). In the first half of 2009, national park units
experienced
127,728,898 visits, an increase of nearly 4.5 million visits
over the same
period in 2008. In June alone, visitation to national parks increased
by
over 718,000 visits between 2008 to 2009.
Americas national parks and
public lands provide affordable and
accessible recreational opportunities from coast to coast,
said Secretary
Salazar. It is great to see so many Americans, including
the First
Family, take advantage of the incredible natural, cultural, and
historic
resources that we have here at home. Especially when times are
tough, our
parks and public lands refuel the spirit and help energize local
economies.
Earlier this year, Secretary Salazar announced
that the National Park
Service would be offering three fee free weekends
in 2009. President
Obama and his family will be visiting Yellowstone National Park
and Grand
Canyon National Park this weekend, which is the third fee-free
weekend of
the summer. All 391 national parks across the nation will offer
free
admission to all visitors on August 15-16.
I am hopeful that the fee free weekends
are making it even easier for
Americans to enjoy the special places that belong to all of us,
added
Secretary Salazar. I encourage families to visit www.recreation.gov
to
get great ideas for trips to national parks, wildlife refuges,
public
lands, and forests near their homes.
National park units serve as primary economic
generators in local
communities across America. Each year, park visitors spend $11
billion in
local economies, supporting 213,000 jobs in gateway communities,
including
54,000 jobs in the hotel and restaurant sectors, 23,000 jobs
in retail, and

To stimulate additional economic activity
and to protect the national parks
for future generations, the Department of the Interior is investing

million in nearly 800 projects through the American Recovery

Reinvestment Act. Projects will preserve and protect national
icons and
historic landscapes, improve energy efficiency and renewable
energy use,
remediate abandoned mine lands, and provide $15 million in grants
to
protect and restore buildings at historically black colleges
and
universities. Additional funding through the Federal Highway
Administration
will improve park roads for millions of visitors.

of Education in Revitalizing and Rebuilding Rural America
HAMLET, N.C., August 17, 2009 - U.S. Secretary
of Agriculture Tom Vilsack and Education Secretary Arne Duncan
today visited North Carolina and held a 'Rural Tour' community
forum to discuss the importance of strengthening education in
communities throughout the country to revitalize rural America.
The cabinet secretaries will also listen to local residents talk
about how the federal government can assist them, and discuss
solutions to challenges facing their communities. This event
follows the launch of the Obama Administration's 'Rural Tour'
in June.
"To overcome challenges and be successful
in a new, 21st century economy, President Obama has asked that
we reach out to people in rural communities across the country
to listen, learn and facilitate problem-solving," said Vilsack.
"It is imperative that schools are equipping students with
the skills they need for the future, and this forum will help
us to hear thoughts, concerns and stories in North Carolina to
collect ideas about how our government can better serve teachers
and students in these communities."
"We know the best ideas always come
from the local level and we must take advantage of this historic
opportunity to use unprecedented resources to help all communities,"
said Duncan. "We have way too many children dropping out
of school and not enough students completing college. At the
same time, we have more good examples of what works than ever
before and we need to replicate those good examples at the local
level and take them to scale. If we can do this, we can change
the lives of children forever."
Secretary Vilsack also highlighted the
USDA's American Recovery and Reinvestment Act efforts that are
underway in North Carolina and across the country, including
the following:
* Through USDA's Rural Development, more
than $19 million will be made available for 40 community facilities
projects. Community Facility Grants will allow towns across North
Carolina to purchase critical emergency service vehicles and
equipment, build Emergency Operations Centers and community centers.
* USDA's Farm Service Agency is providing
$5.34 million through 74 Direct Operating Farm Loans. These loans
help farms purchase items such as livestock, farm equipment,
feed, seed, fuel, farm chemicals, insurance, and other operating
expenses.
* USDA's Forest Service is providing $13.2
million for 15 projects through the Forest Service Capital Improvement
and Maintenance program. This work will reduce sedimentation
in streams, restore water quality and fish habitat and provide
safe public transportation.
* USDA's Forest Service is providing $6.7
million for 5 projects through the Forest Service Wildland Fire
Management program. This work will aid wildfire mitigation through
fuel reduction and forest maintenance.
* USDA's Rural Development has helped guarantee
2,945 loans worth nearly $390 million in the state of North Carolina
through the Single Family Housing Loan program. These loans help
residents and producers to have access to the capital they need
to keep rural communities strong.
* USDA's National Resources Conservation
Service announced more than $5.3 million in funding for watershed
operations and $741,000 for 3 floodplain easement projects.
* Through USDA, the Recovery Act provided
for an estimated increase of $608 million in Supplemental Nutrition
Assistance Program (SNAP) benefits in North Carolina. Most four-person
households will receive an $80 increase in their monthly SNAP
benefit. Eligibility limits on jobless adults will be suspended
in most areas. The State of North Carolina also received $4.6
million in State Administrative Funds.
* USDA is also helping low-income North
Carolina residents to receive healthy, nutritious meals through
$3.9 million in funding from The Emergency Food Assistance Program.
Kids in North Carolina also will benefit from $3.3 million through
the National School Lunch Program.
* USDA's Rural Development is providing
$5.8 million for North Lenoir Water Corporation as they construct
a Water and Waste Treatment project.
* USDA's Rural Development has issued three
Rural Business and Enterprise Grants for a total of $225,000
to the Henderson-Vance Downtown Improvement Project and the City
of Reidsville Downtown Revitalization. This funding will be used
as a revolving loan to revitalize downtown business and used
to renovate the former Bank of Reidsville into commercial and
retail space.

WASHINGTON, August 17, 2009 - The U.S.
Department of Agriculture today launched a new website designed
to enhance discussions and facilitate innovation for issues facing
rural America as part of the Obama Administration's Rural Tour.
This week, Agriculture Secretary Vilsack will lead Rural Tour
Community Forums in Hamlet, N.C., Des Moines, Iowa, and Sedalia,
Mo., bringing the total number of Rural Tour stops to 16. The
many new features on www.RuralTour.gov
will enable Americans across the country to share their stories,
provide feedback, and get information on what is happening on
the tour.
"The goal of Obama Administration's
Rural Tour is to reach out to people in rural communities to
listen, learn, and address the issues facing rural Americans,"
said Vilsack. "The website launched today will be an important
part of achieving these goals by providing the tools for people
across the country to be a part of the conversations beyond tour
stops."
The Rural Tour site features several new
features. First, all Americans are invited to "Join the
Conversation," where they can share their own stories, even
if they are unable to make it to one of the rural tour forums
personally. Second, information about upcoming events and reports
from past forums are easily available. Finally, the site includes
a "What's Working" section where people can share Recovery
Act projects and stories about people who are making a difference
in their community.
In addition to the new website, Americans
can follow the Rural Tour progress on Twitter at www.twitter.com/RuralTour
where they can get the latest news and live updates from the
road. Additionally, a USDA Facebook fan page is available at

that features news and information regarding the department's

Hoyer Statement on Six-Month Anniversary
of the Recovery Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
the six-month anniversary of the American Recovery and Reinvestment
Act:
Six months ago, President Obama signed the American Recovery
and Reinvestment Acta sweeping effort to check the economic
crisis he inherited and put Americans back to work. Today, it
is clear that the Recovery Act stopped the economic freefall,
has started putting Americans to work building vital infrastructure
projects, and prevented massive layoffs of public servants like
teachers and police officers.
Among the many positive indicators,
we have seen a rebound in the housing market, a stabilizing GDP,
and a decline in the rate of job losses, including a July with
the fewest jobs lost in a year. As the Wall Street Journal reported
last week, The majority of the economists
surveyed
during the past few days said the recession that began in December
2007 is now over. And the Recovery Act has been a prime
cause of the recessions end. As even Senator John McCain
has acknowledged, Its very clear that the stimulus
has had some effect, and Ill be glad to give [President
Obama] credit for that.
Nevertheless, jobs are the last thing
to recover in an economic rebound, and many Americans are still
struggling with unemployment. But as more recovery funds continue
to be distributed as planned, I am hopeful that even more Americans
will return to work this fall.

for YDA including an amendment that YDA supports reform to IHS
to improve quality and access, and that YDA supports increased
access to polling locations, particularly on college campuses,
in rural communities, and on reservations.

YDA Works for our new leadership, and every member of YDA Works
was elected. The new leadership has shown a dedication to helping
us turn South Dakota BLUE!

trainings and came back armed with resources and ideas to move

moves in reverse of price, fell to its lowest level so far this
month, lately at 3.496%.

state manufacturing index rose in August. Crude for September
delivery fell $1.47, or 2.2%, to $66.04 a barrel in electronic

strength have put oil prices under heavy selling pressure.

for manufacturers in New York in August, according to the Empire
State index released Monday by the New York Federal Reserve Bank.
The index rose to 12.1 from negative 0.6 in July. It's the first
positive reading since April 2008, and the highest since November
2007. Readings over zero mean most firms said business was improving
compared with the prior month. Two key components of the index
-- new orders and shipments -- rose to their highest levels in
more than a year.

and engineering firm MAN Ferrostaal AG on Monday said they formed
a joint venture to build three utility-scale plants in the Southwestern
U.S. at a cost of about $3 billion. Each plant will produce enough
electricity to power about 80,000 homes. Solar Millennium AG
will own 70% and MAN Ferrostaal's U.S. subsidiary, MAN Ferrostaal
Inc. of Cleveland, Ohio will own 30% of the new venture, Solar
Trust of America LLC. Solar Trust of America obtained Solar Millennium's
power purchase agreements with Southern California Edison to
deliver up to 726 megawatts of electricity.

Bank of New York bought $7.016 billion in Treasurys on Monday.
Dealers submitted $15.94 billion in debt maturing between 2013
and 2016 to the Fed. The U.S. central bank has purchased more
than $250 billion of the $300 billion in U.S. debt it promised
in March to buy in an effort to keep borrowing costs, particularly
for companies and homebuyers, affordable. Last week, the Fed
said it would extend the program through October, a month later
than expected.
