USCIRF Calls for Increased Protection of All Iraqi Religious and Ethnic Communities

WASHINGTON, D.C. – The U.S. Commission on International Religious Freedom (USCIRF) is deeply concerned about the recent upsurge of sectarian violence in Iraq. Among the most recent bombings, a village outside of Mosul inhabited by Shabak, an ethnic and predominantly Shiite minority, was completely destroyed by two large truck bombs, killing at least 28 people and injuring at least 150. In addition, a café in the Yazidi town of Sinjar was attacked by two suicide bombers, killing at least 21 and injuring at least 30. The Yazidi are a small religious minority indigenous to northern Iraq.

“The Iraqi government must do much more to prevent a return to escalating sectarian conflict,” said Leonard Leo, USCIRF chair. “This includes providing visible and effective protection to all religious and ethnic minorities in Iraq, ensuring greater sectarian integration into the government and security forces, and bolstering police protection where it is needed the most by shifting resources when necessary. The government also needs to promote reconciliation and religious tolerance by maintaining a truly operational national human rights commission, by doing a far better job of investigating and prosecuting acts of sectarian violence, and by facilitating interfaith conflict resolution and dialogue amongst Iraq’s youth.”

The attacks that took place Friday, August 7, Monday, August 10, and Thursday, August 13, were among the worst since U.S. troops withdrew from Iraqi cities on June 30. According to reports, at least 120 persons have been killed, and hundreds more injured in a wave of bombings targeting, in addition to the Shabak and Yazidi communities, Turkomen Shiite pilgrims, Shiite pilgrims country-wide, predominantly Shiite areas in Baghdad, and other areas of the capital city.

In the lead-up to and since June 30, the country has witnessed an increase in sectarian attacks, with dozens of bombings and suicide attacks killing more than 500 Iraqis from all religious backgrounds. The targets have included religious sites, including mosques and churches, and religious processions. “It is imperative that the Iraqi government ensure that houses of worship and religious events are respected and protected in Iraq,” said Mr. Leo.

Analysts speculate that al-Qaeda operatives and similar insurgent groups are responsible for most of the attacks in an attempt to return Iraq to sectarian war, which engulfed the country in 2006 and 2007, and intensify Arab-Kurd tensions.

Monday’s attack devastating the Shabak village of Khazna was reminiscent of an August 2007 attack in Sinjar, which targeted and killed almost 800 Yazidis. Both towns are located in the Nineveh governorate. USCIRF has consistently called for increased protection for religious and ethnic minorities in Nineveh governorate who are caught in the middle of an Arab-Kurd struggle over disputed territories.

USCIRF recommended that Iraq should be named a “Country of Particular Concern” (CPC) under the International Religious Freedom Act in 2008 and 2009 due the Iraqi government’s failure to protect the country’s smallest religious minorities and the role of Iraqi security forces in sectarian conflict.

 

USCIRF is an independent, bipartisan U.S. federal government commission. USCIRF Commissioners are appointed by the President and the leadership of both political parties in the Senate and the House of Representatives. USCIRF’s principal responsibilities are to review the facts and circumstances of violations of religious freedom internationally and to make policy recommendations to the President, the Secretary of State and Congress.

Tell Secretary Clinton that preventing gender-based violence should be a priority in U.S. foreign policy - Take Action Dear Gina,

In places like the Democratic Republic of the Congo (DRC), rape and violence against women are, sadly, an everyday occurrence. With an estimated 200,000 women and girls raped during the past 12 years, it’s no surprise that the United Nations considers eastern DRC the “rape capital” of the world.

CARE has been working on the ground for years in the DRC to address the causes and consequences of violence against women and girls.

While much remains to be done, I am encouraged that Secretary of State Hillary Clinton included a stop in the war-torn city of Goma, DRC, during her recent trip to Africa to draw attention to the plight of the thousands of women and girls that are raped and abused there every year.

In the DRC, Secretary Clinton met with victims of sexual violence and encouraged the Congolese government as well as the U.N. peacekeeping force there to bring an end to the sexual violence that is being used as a tool of war. Clinton stated, “The U.S. condemns these attacks and those who commit them as they are guilty of crimes against humanity.” And CARE was there when she announced a major increase in U.S. assistance to provide desperately needed medical, economic and legal services to survivors.

Please, take a moment to thank Secretary Clinton for standing with the thousands of women worldwide affected by sexual violence each year, and encourage her to continue to make preventing and responding to sexual and gender-based violence a foreign policy priority for the United States.

The physical and emotional harm that survivors of sexual violence face is staggering. While the perpetrators of these horrific crimes simply move on to their next victims, violated women and girls rarely find the medical and psychological care they so desperately need. Survivors continue to experience physical injuries, psychological trauma and social stigma long after the conflict has ended. Children conceived from rape are often rejected or face discrimination.

But there is hope. Secretary Clinton’s visit signals a change — that rape is not a "women's issue," but a human rights violation that should occupy a prioritized place in U.S. foreign policy.

Please, take a moment to contact Secretary Clinton and let her know that you appreciate her attention to this critical issue, and that you want the U.S. to take a leadership role in preventing and responding to sexual and gender-based violence around the world.

“We’ve averted the worst, and there are clear signs the stimulus is working.” [Kenneth Goldstein, economist at the Conference Board in New York, Bloomberg, 8/12/09]

On Monday, August 17th, six months will have passed since President Obama signed the American Recovery and Reinvestment Act into law. In that time, we have seen the economy pull back from the edge of collapse, and signs of recovery have started to appear. While there are signs of hope, many families are still hurting, and more work remains to be done.

The Recovery Act has played a critical role in this by stopping the economic freefall.

Over the past six months:
more than 30,000 Recovery Act projects have been approved;
$197 billion has been committed to programs and projects to get Americans back to work;
and $53 billion in tax relief has been released to put more money in Americans' pockets.
Even Senator John McCain admitted that the Recovery Act has created a “short-term improvement in the economy” [CNN's State of the Union, 8/2/09]. And a survey of economists conducted by the Wall Street Journal found that a majority of economists said that "the recession that began in December 2007 is now over” [WSJ, 8/11/09].

Stopping the Economic Freefall

“What six months ago looked like an economy plunging into an abyss is now an economy on the mend. And the stimulus deserves some of the credit.” [Economist Alan Blinder, Washington Post, 8/11/09]

It is now known that the economy in the fourth quarter of 2008, before the Recovery Act was adopted, was far worse than previously thought. As economist Paul Krugman noted, “The financial panic of late 2008 was as severe, in some ways, as the banking panic of the early 1930s, and for a while key economic indicators — world trade, world industrial production, even stock prices — were falling as fast as or faster than they did in 1929-30.” [NY Times, 8/10/09]

From January through March of this year, the national gross domestic product (GDP) contracted by 6.4 percent – a 50-year record. Last fall, there was a precipitous drop in the stock market, housing values plummeted, and foreclosures skyrocketed. With the economy in grave condition, the first priority of the Recovery Act was to stop the steep decline, and economists agree it has done just that.

Signs of Recovery Starting to Show

“After months of uncertainty, economists are finally seeing a break in the clouds.” [Wall Street Journal, 8/11/09]

Recent economic reports have shown signs that the economy is starting to stabilize and turn around. Recovery Act funds have gone out slightly ahead of schedule, with nearly 32% of funds going out within 26% of the time allotted. As that money has hit the economy, we have started to see the effect:
GDP declined at one percent over the last quarter, significantly better than expected and a large turn around from the 6.4% decline during the previous quarter.
Sales of newly built homes surged 11% in June, the largest monthly gain in 9 years.
New home construction rose 3.6% in June to a seasonally adjusted annual rate of 582,000. It was the third consecutive monthly gain, with the level of new-home construction at its highest point since November 2008.
The stock market has increased significantly since the Recovery Act was enacted: the Dow has gone up 20%, the S&P has gone up 22%, and the Nasdaq has gone up 31%.
Jobs Are Being Saved and Created

“Reasonable estimates suggest that around a million more Americans are working now than would have been employed without that plan — a number that will grow over time — and that the stimulus has played a significant role in pulling the economy out of its free fall.” [Paul Krugman, NY Times, 8/10/09]

One main objective of the Recovery Act is to get Americans back to work. There are numerous examples of jobs saved and created as a result of this bill:
Fewer jobs were lost last month than expected, and the unemployment rate dropped slightly, from 9.5% to 9.4%.
The Washington Post notes that Recovery Act funds have “allowed states and localities to avoid laying off teachers, prison guards, police officers and firefighters.” [8/11/09]
135,000 education jobs will be saved by Recovery Act funds, keeping teachers, principles, and support staff at work before children go back to school this fall. [White House Recovery Office]
Recovery Act funds going out this summer will also hire or keep approximately 5,000 law enforcement officers on the job. [White House Recovery Office]
Recovery Continues, More Work to Be Done

While the signs are encouraging, the road to recovery is long and far from over. The problems that led to this recession were not created overnight, and recovery will not occur overnight either. It is widely acknowledged that jobs are the last thing to rebound after a recession, and indeed the unemployment rate is still far too high and is expected to climb again in the coming months.

However, there is reason to be optimistic about the future. The Recovery Act was designed first to stop the economic slide, then to start rebuilding the economy. $537 billion of Recovery Act funds remain to be spent, and a significant portion of those are scheduled to go out this fall during the third quarter of the year. Much of the spending will be focused on building a sustainable economy by creating the jobs of the future, in areas like clean energy. While our work is not over, the economic facts indicate that we are on the right path.

This is probably one of the longest emails I’ve ever sent, but it could be the most important.

Across the country we are seeing vigorous debate about health insurance reform. Unfortunately, some of the old tactics we know so well are back — even the viral emails that fly unchecked and under the radar, spreading all sorts of lies and distortions.

As President Obama said at the town hall in New Hampshire, “where we do disagree, let's disagree over things that are real, not these wild misrepresentations that bear no resemblance to anything that's actually been proposed.”

So let’s start a chain email of our own. 8 ways reform provides security and stability to those with or without coverage

Ends Discrimination for Pre-Existing Conditions: Insurance companies will be prohibited from refusing you coverage because of your medical history.

Ends Exorbitant Out-of-Pocket Expenses, Deductibles or Co-Pays: Insurance companies will have to abide by yearly caps on how much they can charge for out-of-pocket expenses.

Ends Cost-Sharing for Preventive Care: Insurance companies must fully cover, without charge, regular checkups and tests that help you prevent illness, such as mammograms or eye and foot exams for diabetics.

Ends Dropping of Coverage for Seriously Ill: Insurance companies will be prohibited from dropping or watering down insurance coverage for those who become seriously ill.

Ends Gender Discrimination: Insurance companies will be prohibited from charging you more because of your gender.

Ends Annual or Lifetime Caps on Coverage: Insurance companies will be prevented from placing annual or lifetime caps on the coverage you receive.

8 common myths about health insurance reform

Reform will stop "rationing" - not increase it: It’s a myth that reform will mean a "government takeover" of health care or lead to "rationing." To the contrary, reform will forbid many forms of rationing that are currently being used by insurance companies.

We can’t afford reform: It's the status quo we can't afford. It’s a myth that reform will bust the budget. To the contrary, the President has identified ways to pay for the vast majority of the up-front costs by cutting waste, fraud, and abuse within existing government health programs; ending big subsidies to insurance companies; and increasing efficiency with such steps as coordinating care and streamlining paperwork. In the long term, reform can help bring down costs that will otherwise lead to a fiscal crisis.

A malicious myth states Reform would encourage "euthanasia": It does not. It’s a malicious myth that reform would encourage or even require euthanasia for seniors. For seniors who want to consult with their family and physicians about end-of life decisions, reform will help to cover these voluntary, private consultations for those who want help with these personal and difficult family decisions.

Vets' health care is safe and sound: It’s a myth that health insurance reform will affect veterans' access to the care they get now. To the contrary, the President's budget significantly expands coverage under the VA, extending care to 500,000 more veterans who were previously excluded. The VA Healthcare system will continue to be available for all eligible veterans.

Reform will benefit small business - not burden it: It’s a myth that health insurance reform will hurt small businesses. To the contrary, reform will ease the burdens on small businesses, provide tax credits to help them pay for employee coverage and help level the playing field with big firms who pay much less to cover their employees on average.

Your Medicare is safe, and stronger with reform: It’s myth that Health Insurance Reform would be financed by cutting Medicare benefits. To the contrary, reform will improve the long-term financial health of Medicare, ensure better coordination, eliminate waste and unnecessary subsidies to insurance companies, and help to close the Medicare "doughnut" hole to make prescription drugs more affordable for seniors.

You can keep your own insurance: It’s myth that reform will force you out of your current insurance plan or force you to change doctors. To the contrary, reform will expand your choices, not eliminate them.
No, government will not do anything with your bank account: It is an absurd myth that government will be in charge of your bank accounts. Health insurance reform will simplify administration, making it easier and more convenient for you to pay bills in a method that you choose. Just like paying a phone bill or a utility bill, you can pay by traditional check, or by a direct electronic payment. And forms will be standardized so they will be easier to understand. The choice is up to you – and the same rules of privacy will apply as they do for all other electronic payments that people make.

The percentage of small businesses offering coverage dropped from 68% to 59%, while large firms held stable at 99%. About a third of such workers in firms with fewer than 50 employees obtain insurance through a spouse.

Candidates Bunched in CA-10 Special Election Primary
A new SurveyUSA poll in the CA-10 special election primary shows that three Democratic candidates are bunched and have a chance to advance to the general election. While there are 14 candidates running, only the top Democrat, top Republican, and one third-party candidate will appear on the November general election ballot.

Among Democrats, Lt. Gov. John Garamendi (D) is at 26%, followed by Mark DeSaulnier (D) at 15% and Joan Buchanan (D) at 12%.

Among Republicans, David Harmer (R) is at 18%, materially ahead of other Republicans, and the clear favorite.

The third-party candidates combined get 4% of the vote, so no meaningful distinction can yet be made among them.

The special election primary will be held on September 1.


Brown, Whitman Lead in California Governor's Race
A new DailyKos/Research 2000 poll shows the California gubernatorial race very competitive on both sides.

In the Democratic primary, Jerry Brown (D) leads Gavin Newsom (D), 29% to 20%.

In the Republican primary, Meg Whitman (R) leads with 24%, followed by Tom Campbell (R) at 19% and Steve Poinzner (R) at 9%.

In general election match ups, Brown beats Whitman, 42% to 36%, and tops Campbell, 43% to 35%. However, with Newsom as the Democratic nominee, the match ups are statistical ties.
