Further accelerating the manufacturing and deployment of electric
vehicles, batteries, and components here in America, and creating
tens of thousands of new jobs, President Obama today announced

As you may be aware, The National Initiative
for Democracy would add initiative to all levels of government
in the United States. Initiative is important because it balances
the power between you and your elected representatives, it completes
suffrage in the sense that it allows you to vote not just for
people, but also directly on issues, and finally, it ensures
your freedom.
Marcus Cicero, over 2000 years ago, defined
freedom as participation in power.
Power is lawmaking; if you don't participate in lawmaking, all
you can do is live by the laws that are made for you. Either
you live by their laws or you go to jail. Those who make the
law have the power to constrain your freedom.
Follow the logic: If freedom is participation in power and power
is lawmaking, then freedom is participation in lawmaking.
The key to freedom is the National Initiative;
it gives the people the tools they need to make laws, to have
direct oversight over the issues that affect their lives. Now
THAT is freedom. The crux of the National Initiative is to share
power and enjoy freedom.
I am pleased to report that we are finally
providing some financial transparency. Last month we received
a total of $60 in donations. This month's donations are updated
hourly at http://demofound.us/donate.htm. It has long been our
desire to provide more financial transparency, but until recently,
nobody stepped forward to actually get the information published
in real-time. That is our predicament as an organization with
an all volunteer staff. If nobody volunteers then it doesn't
get done.
Against a backdrop of about 230 articles
over the last month blaming California's legislative initiative
for the budget debacle (i.e. "ballot box budgeting"),
the New York Times published a fascinating
suggestion on July 28. In brief, California's initiative
procedure has flaws, but getting rid of initiative is not the
only solution! Elmendorf and Leib suggested that the majority
party, minority party, and the governor submit a budget to a
citizen jury consisting of randomly selected voters. After deliberating
on the budget proposals for a week, the citizen jury would decide
which budget to accept. Whether you agree with Elmendorf and
Leib or not, it is refreshing to see news coverage of the California
budget crisis that does not blindly recommend getting rid of
legislative initiative! Visit

WASHINGTON - The Senate has cleared the way for a vote extending
the "cash-for-clunkers" program, which offers car buyers
rebates of up to $4,500 for trading in their gas-guzzlers for
new, higher-mileage models, setting aside Republican opposition
to the plan.

Recovery Act will fund 48 new advanced battery and electric drive
components manufacturing and electric drive vehicle deployment
projects in over 20 states
Elkhart, Indiana - Further accelerating the manufacturing and
deployment of electric vehicles, batteries, and components here
in America, and creating tens of thousands of new jobs, President
Obama today announced 48 new advanced battery and electric drive
projects that will receive $2.4 billion in funding under the
American Recovery and Reinvestment Act. These projects, selected
through a highly competitive process by the Department of Energy,
will accelerate the development of U.S. manufacturing capacity
for batteries and electric drive components as well as the deployment
of electric drive vehicles, helping to establish American leadership
in creating the next generation of advanced vehicles.
"If we want to reduce our dependence on oil, put Americans
back to work and reassert our manufacturing sector as one of
the greatest in the world, we must produce the advanced, efficient
vehicles of the future," said President Obama.
"For our nation and our economy to recover, we must have
a vision for what can be built here in the future - and then
we need to invest in that vision," said Vice President Biden.
"That's what we're doing today and that's what this Recovery
Act is about."
These are incredibly effective investments that will come
back to us many times over by creating jobs, reducing
our dependence on foreign oil, cleaning up the air we breathe,
and combating climate change, said Energy Secretary Steven
Chu. They will help achieve the Presidents goal
of putting one million plug-in hybrid vehicles on the road by
2015. And, most importantly, they will launch an advanced battery
industry in America and make our auto industry cleaner and more
competitive.
The announcement marks the single largest investment in advanced
battery technology for hybrid and electric-drive vehicles ever
made. Industry officials expect that this $2.4 billion investment,
coupled with another $2.4 billion in cost share from the award
winners, will result directly in the creation tens of thousands
of manufacturing jobs in the U.S. battery and auto industries.
The new awards cover the following areas:
$1.5 billion in grants to U.S. based manufacturers to produce
batteries and their components and to expand battery recycling
capacity;
$500 million in grants to U.S. based manufacturers to produce
electric drive components for vehicles, including electric motors,
power electronics, and other drive train components; and
$400 million in grants to purchase thousands of plug-in hybrid
and all-electric vehicles for test demonstrations in several
dozen locations; to deploy them and evaluate their performance;
to install electric charging infrastructure; and to provide education
and workforce training to support the transition to advanced
electric transportation systems.
Today, President Obama visited Navistar International Corporation,
in Elkhart, Ind., to make the announcement. Navistar will receive
a $39 million grant to manufacture electric trucks which the
company reports will ultimately will create or save hundreds
of jobs when full scale manufacturing at the site commences.
Overall, seven projects in Indiana will receive grants totaling
more than $400 million. The applications from the companies
and from one university engaged in this technology research anticipate
that these awards will create or save thousands of jobs.
Vice President Joe Biden and four Members of the Cabinet also
fanned out across the country to discuss the historic announcement.
Vice President Biden was in Detroit to announce over $1 billion
in grants to companies and universities based in Michigan. Reflecting
the state's leadership in clean energy manufacturing, Michigan
companies and institutions are receiving the largest share of
grant funding of any state. Two companies, A123 and Johnson
Controls, will receive a total of approximately $550 million
to establish a manufacturing base in the state for advanced batteries,
and two others, Compact Power and Dow Kokam, will receive a total
of over $300 million for manufacturing battery cells and materials.
Large automakers based in Michigan, including GM, Chrysler,
and Ford, will receive a total of more than $400 million to manufacture
thousands of advanced hybrid and electric vehicles as well as
batteries and electric drive components. And three educational
institutions in Michigan, the University of Michigan, Wayne State
University in Detroit, and Michigan Technological University
in Houghton in the Upper Peninsula, will receive a total of more
than $10 million for education and workforce training programs
to train researchers, technicians and service providers, and
to conduct consumer research to accelerate the transition towards
advanced vehicles and batteries.
Energy Secretary Steven Chu, whose Department selected the 48
award winners, visited Celgard, in Charlotte, NC, to announce
a $49 million grant for the company to expand its separator production
capacity to serve the expected increased demand for lithium-ion
batteries from manufacturing facilities in the U.S. Celgard
will be expanding its manufacturing capacity in Charlotte, NC
and nearby Aiken, SC, and the company expects the new separator
production to come online in 2010. Celgard expects that approximately
hundreds of jobs could be created, with the first of those jobs
beginning as early as fall 2009.
EPA Administrator Lisa Jackson was in St. Petersburg, FL, to
announce a $95.5 million grant for Saft America, Inc. to construct
a new plant in Jacksonville on the site of the former Cecil Field
military base, to manufacture lithium-ion cells, modules and
battery packs for military, industrial, and agricultural vehicles.
Deputy Secretary of the Department of Transportation John Porcari
visited East Penn Manufacturing Co., in Lyon Station, Penn.,
to award the company a $32.5 million grant to increase production
capacity for their valve regulated lead-acid batteries and the
UltraBattery, a lead-acid battery combined with a carbon supercapacitor,
for micro and mild hybrid applications. East Penn Manufacturing
is a third-generation family business with over 63 years in battery
manufacturing.
Commerce Secretary Gary Locke visited Kansas City, Missouri,
to announce a $10 million grant for Smith Electric to build and
deploy up to 100 electric vehicles, including vans, pickups,
and their "Newton" brand medium duty trucks. In addition,
Secretary Locke announced three other grants supporting manufacturing
and educational programs in Missouri: a $30 million grant to
Ford Motor Company supporting the manufacturing of plug-in hybrid
electric vehicles in Kansas City and in Michigan; a $73 million
grant to Chrysler, for the manufacturing of 220 plug-in hybrid
and electric pickup trucks and minivans in St. Louis and in Michigan;
and a $5 million grant to Missouri University of Science and
Technology, in Rolla, Missouri, to fund educational and workforce
training programs on advanced vehicles technologies.

sugar futures traded on Liffe in London surged to a record high
of $514.60 per ton on Wednesday, according to data from NYSE
Euronext. Sugar prices have been rallying in recent days on concerns
about falling production in India and Brazil. Earlier Wednesday,
ICE October raw sugar futures hit an intraday high of 19.55 cents
a pound, marking the highest level for a front-month contract
since February 2006.

June factory orders rise 0.4%

WASHINGTON (MarketWatch) -- Orders for U.S.-made factory goods
rose 0.4% in June, outperforming expectations from Wall Street
analysts, the Commerce Department reported Wednesday. Economists
polled by MarketWatch had expected orders to fall 1%, following
a gain of 1.1% in the prior month. Orders for durable goods fell
2.2%, an improvement from the government's prior estimate of
a 2.5% drop. Orders for nondurable goods rose 2.7%. Excluding
transportation equipment, new factory orders rose 2.3%. Orders
for core capital goods, which are used by businesses to expand
or update their productive capacity, rose for the second consecutive
month, gaining 2.6% in June. Meanwhile, overall shipments rose
1.4%, following 10 consecutive months of declines. Shipments
of durable goods fell 0.1% in June, and were down for 11 consecutive
months, the longest streak of declines since comparable data
were first published in 1992.

Airlines parent UAL Corp. were set to post a second day of double-digit
gains Wednesday as investor anxiety over possible liquidation
subsided. Declining passenger demand and higher oil prices had
been pressuring the stock, trimming nearly half its value since
the beginning of this year. But on Tuesday the company reported
a steep deceleration in monthly traffic decline, with July traffic
falling 4% compared to 7.5% in June and a 12.5% drop in July.
"If the macro environment does improve, we believe the company
is highly levered to these improvements and would therefore benefit
substantially," said Barclay's Capital in a Wednesday note.
At last check, UAL was up nearly 13% to $5.63.

says short squeeze likely driving AIG gain

were short shares of American International Group before a recent
20-for-1 reverse stock split are scrambling Wednesday to buy
scarce shares to cover, driving the stock up more than 50%, according
to Miller Tabak analyst Peter Bookvar. Bookvar said he's seeing
a similar situation with shares of Georgia Gulf Corp , which
also recently did a large reverse split. "GGC is another
stock that had this big reverse stock split, and its stock went
from $7 to $36 in five trading days. It's another example of
where the float has dramatically shrunk, and now there's a massive
short squeeze going on," Bookvar said. "There is certainly
no news to account for it (AIG's stock move), he added.

resistance levels. Gold for August delivery fell $3.30, or 0.3%,
to $964.20 an ounce. The more active December contract fell $3.40,
or 0.3%, to $966.30 an ounce.

Goldman
sees U.S. economy growing faster

Sachs economists lifted their forecast for real economic growth
in the second half of this year to 3% from a prior forecast of
1%, citing good signs on inventory liquidation in Friday's report
on U.S. gross domestic product, a bigger-than-anticipated boost
from fiscal policy and an improvement in residential investment.
Still, economists led by Jan Hatzius and Ed McKelvey say they
still anticipate growth slowing in the second half of 2010, to
below-trend. Goldman has been one of the more pessimistic banks
about the possibility of the U.S. economy pursuing a V-shaped
recovery. The MarketWatch consensus forecast calls for 2% growth
in the third quarter and 2.2% in the fourth.
