WASHINGTON (CNN) — Federal health officials say nearly 160 million Americans may need to be vaccinated against the H1N1 virus, also known as swine flu, but it won’t be as simple as a single shot.


DEPUTY SECRETARY SIMS VISITS $14 BILLION AFFORDABLE HOUSING PROJECT IN SAN DIEGO JUMPSTARTED AS A RESULT OF RECOVERY ACT FUNDS

Funding will stimulate the production of 65 affordable housing units stalled by recession and create quality jobs

WASHINGTON - U.S. Housing and Urban Development Deputy Secretary Ron Sims today visited Cedar Gateway Developments in San Diego, CA, an affordable housing development that was under construction but came to a halt last March due to the loss of tax credit funding. HUD Tax Credit Assistance Program (TCAP) funding, provided through American Recovery and Reinvestment Act of 2009 (Recovery Act), will now allow the project's construction to restart in November, along with thousands of others throughout the country, creating quality jobs in the hard-hit construction industry.

"Today's announcement demonstrates that the Recovery Act is working now to jumpstart the nation's ailing economy," said Deputy Secretary Sims. "The TCAP program is significantly boosting our efforts to put the American people back to work, right here in San Diego, while at the same time providing quality, affordable housing options for low-income California families at a time when those options are critical."

In February, only eight days after the Recovery Act was signed, HUD announced that the State of California was allocated $326 million in TCAP funding. Last week, HUD announced that California's plan for spending those funds was approved and available to the state for spending. $14 million of California's total $326 million is being used to restart construction on Cedar Gateway. The Recovery TCAP funds will provide 65 affordable housing units for low income families at Cedar Gateway.

The current economic and financial crises present significant challenges for the construction industry, particularly residential construction. One of the by-products of this crisis has been the freezing of investments in the low income housing tax credit (LIHTC) market. The tax credits create an incentive for investors to provide capital to developers to build multi-family rental housing for moderate- and low-income families across the nation. Since the contraction of the credit market, and as traditional investors remain on the sidelines, the value of tax credits has plummeted. Consequently, as many as 1,000 projects (containing nearly 150,000 units of housing) are stalled across the country.

In response, the Recovery Act provides $2.25 billion for TCAP, a grant program to provide capital investments in these stalled LIHTC developments. HUD is awarding TCAP grants by formula to state housing credit agencies (all 50 states plus the District of Columbia and the Commonwealth of Puerto Rico) to complete construction of qualified housing projects that will ultimately provide affordable housing to an estimated 35,000 households nationwide. Since a major purpose of this program is job creation, the Recovery Act establishes ambitious deadlines to spend the grant funds and requires state housing credit agencies to give priority to projects that can begin immediately and be completed by February 16, 2012.

HUD is committed to implementing Recovery Act investments swiftly and effectively as they generate tens of thousands of jobs, modernize homes to make them energy efficient, and help the families and communities hardest hit by the economic crisis. The Recovery Act includes $13.61 billion for projects and programs administered by HUD, nearly 75 percent of which was allocated to state and local recipients immediately after President Obama signed the Act into law. The remaining 25 percent of HUD Recovery Act funds is being awarded through a competitive process.

In addition, Secretary Donovan and the Department are committed to providing the highest level of transparency possible as Recovery Act funds are administered. It is vitally important that the American people are fully aware of how their tax dollars are being spent and can hold their federal leaders accountable. Every dollar of Recovery Act funds HUD spends can be reviewed and tracked at HUD's Recovery Act website. New Independent Analysis Confirms Climate Bill Costs About a Postage Stamp a Day

EIA: Household costs increase about 23 cents per day by 2030

(Washington, D.C.) A new analysis by the independent, non-partisan Energy Information Agency confirms findings by earlier reports from the Congressional Budget Office and the Environmental Protection Agency that the Waxman-Markey energy and climate legislation will cost Americans roughly the same as a postage stamp a day. The EIA analysis projects an increased cost of about $83 (adjusted for inflation) by 2030 -- or roughly 23 cents a day.

Energy Secretary Steven Chu made the following statement:

“This new, independent and highly respected analysis confirms the findings of the non-partisan Congressional Budget Office and other studies: we can move to a clean energy future at a cost of less than a postage stamp per family per day. We will get more clean energy from wind, solar, nuclear, clean coal and other sources while reducing our dependence on foreign oil. The legislation will create millions of jobs that can’t be outsourced, and America will be positioned as a global technology leader on clean energy.

“The bottom line is this: This legislation will create a new set of clean energy incentives that will be good for America – for jobs, for our economy, and for the environment. We need to seize this opportunity and pass this bill.”

Department of Energy and USEC Announce Decision to Delay USEC Loan Guarantee Application Final Review

Additional time will allow company to address financial and technical concerns about its application

Washington DC --- The Department of Energy and USEC Inc. (NYSE: USU) today announced an agreement to delay a final review on the company’s loan guarantee application for the American Centrifuge Plant in Piketon, OH.

The Department plans to defer review of the application until a series of specific technology and financial milestones have been met. The milestones that have been conveyed to USEC are in line with the criteria and legal requirements of the 2005 EPACT statute and the subsequent Title 17 loan guarantee regulations. DOE and USEC also expect an independent engineer to complete a report in the near term that will provide useful input and guidance on the technical issues already identified.

The additional time will allow USEC to make efforts to fully address issues DOE has identified relating to the readiness of the company’s uranium enrichment technology. As it has indicated, the Department sees promise in the ACP technology, but USEC’s application does not meet all the statutory and regulatory standards that would permit the agency to grant a loan guarantee at this time. Both DOE and USEC recognize that meeting these criteria will likely take six months or more.

“This agreement gives USEC the time it needs to more fully test its technology and develop additional financial support for the project,” Energy Secretary Steven Chu said.

“USEC’s operating experience on its lead cascade must demonstrate high confidence that machine reliability is commensurate with its facility operating plan. We have discussed with USEC specific test results that would give such confidence, and we look forward to working with them to that end,” said DOE Undersecretary for Science, Dr. Steven Koonin.

“We strongly believe in the American Centrifuge technology. We are committed to continuing our development efforts in Oak Ridge and Piketon to prepare the technology for full commercialization. The agreement provides a path forward for consideration of our loan guarantee application,” said John K. Welch, USEC president and chief executive officer.

On July 28, DOE committed to job growth at the Piketon, OH site by announcing an investment worth about $150 to $200 million per year for the next four years to expand and accelerate cleanup efforts of cold-war era contamination at the Portsmouth uranium enrichment facility adjacent to ACP. This investment, on top of the base budget and Recovery Act funding, is expected to create 800 to 1000 new jobs on the Portsmouth site.

Additionally, DOE demonstrated its continued support for nuclear research and development by announcing last week its willingness to invest up to $45 million over the next 18 months for USEC to support ongoing ACP development activities. This funding would allow the company to continue operations, maintenance, and research activities at Piketon and Oak Ridge, and give USEC additional time to strengthen the technical and financial aspects of the application.

USEC’s other activities, especially the ongoing operations of the Highly Enriched Uranium agreement with Russia and the reliable uranium enrichment operations at Paducah, should not be affected by this decision. The HEU agreement remains a critical national security priority and the Paducah operations should continue without interruption.

Happy Coast Guard Day!

A little history:

August 4 is celebrated as Coast Guard Day to honor the establishment on that day in 1790 of the Revenue Cutter Service, forebear of today's Coast Guard, by the Treasury Department. On that date, Congress, guided by Secretary of the Treasury Alexander Hamilton, authorized the building of a fleet of ten cutters, whose responsibility would be enforcement of the first tariff laws enacted by Congress under the Constitution.

The Coast Guard has been continuously at sea since its inception, although the name Coast Guard didn't come about until 1915 when the Revenue Cutter Service was merged with the Lifesaving Service. The Lighthouse Service joined the Coast Guard in 1939, followed in 1946 by the Bureau of Navigation and Steamboat Inspection. Finally, in 1967, after 177 years in the Treasury Department, the Coast Guard was transferred to the newly formed Department of Transportation.

Coast Guard Day is primarily an internal activity for active duty Coast Guard personnel, civilian members, reservists, retirees, auxiliarists, and dependents, but it does have a significant share of interest outside the Service. Grand Haven, Michigan, also known as Coast Guard City, USA, annually sponsors the Coast Guard Festival around August 4. Typically it is the largest community celebration of a branch of the Armed Forces in the nation.

In addition to celebrating their own day every year, Coast Guard members also participate as equal partners in Armed Forces Day activities.

The projects will help provide safe drinking water and improved wastewater treatment systems for rural towns and communities in 15 states and Puerto Rico. Altogether, USDA has announced $1.29 billion for water and environmental project loans and grants, benefiting people throughout the country.

"The 36 Recovery Act water and wastewater projects we are announcing today further the Obama administration's goal to rebuild and revitalize the nation's rural infrastructure," Merrigan said. "These projects will put people to work, improve the health of families and communities, and make a down payment on a better environment for the future."

Among the projects announced today include a $798,000 loan and a $429,500 grant to construct a 114,000 gallon-per-day wastewater treatment plan and collection system, in Garrison, Ky. The residents of Lewis County, which persistently has a high poverty rate, have no public wastewater collection and treatment system. The residents have relied on individual septic systems which are failing and can contribute to unsanitary living and environmental conditions. The new system will provide more than 330 residents with safe waste disposal.

In Iron County, Mich., the City of Iron River Sewer Collection Replacement Project will receive a $2 million loan and a $3 million grant to upgrade an aging and deteriorated sewer collection and treatment system, and purchase a sewer cleaning vehicle for system maintenance. Currently, pollutants are released into the groundwater, causing environmental and public health hazards. The new sewer system will prevent leaching, sanitary sewer overflows and residential basement flooding.

The ARRA funding announced today is being administered by USDA Rural Development's Water and Environmental Program which provides loans and grants to ensure that the necessary investments are made in water and wastewater infrastructure to deliver safe drinking water and protect the environment in rural areas.

Funding of individual recipients is contingent upon their meeting the terms of the loan or grant agreement. Below is a complete list of award recipients, by state:

DEPUTY AGRICULTURE SECRETARY MERRIGAN ANNOUNCES $6.25 MILLION AVAILABLE IN RURAL ECONOMIC DEVELOPMENT GRANTS

Individual Grant Awards Range from $50,000 to $300,000

WASHINGTON, Aug. 3, 2009 - Deputy Agriculture Secretary Kathleen Merrigan today announced that USDA is accepting applications for more than $6.25 million in competitive grants under the Rural Community Development Initiative program administered by USDA Rural Development. These funds underscore the importance the Obama Administration places on helping rural business to develop the capacity to address critical housing, community and economic development needs.

 

"The funding announced today will improve the ability of local organizations to deliver enhanced services in housing, community facilities and economic development and strengthen America's small cities and towns," said Merrigan. "These grants will increase economic opportunity and the quality of life in rural areas as the Obama Administration continues working to rebuild and revitalize rural America."

 

To be eligible for the Rural Community Development Initiative, applicants must provide matching funds equal to the grant they receive. This leveraging requirement increases the impact of the funding received from USDA. Grant awards are contingent upon the recipient meeting the conditions of the grant award. Eligible applicants include public or private (including tribal) organizations at least three years in existence that have experience working with eligible recipients. Recipients can be private non-profit organizations, community-based housing and development organizations, low-income rural communities, or federally recognized tribes.

 

An example of a project that was previously funded under the Rural Community Development Initiative program includes the "Maine Keeping Seniors Home" program, which is managed by the Western Main Community Action Program. This program was recently renamed the SEE ME program, which stands for Safety, Security, Energy Efficiency for Maine Elders. SEE ME received $261,475 in 2007 to help senior citizens live actively in their homes and participate in their communities longer that they might otherwise without this assistance. To date, more than 1,240 seniors have been helped by this program.

 

Another example of how this program helps rural communities can be seen in Fayette, Iowa, where Upper Iowa University in Fayette is using Rural Community Development Initiative program funding to help recipients through the Fayette County Economic Development, a local nonprofit organization serving businesses in the cities of Fayette, Oelwein, and Maynard. Recipients will receive training to assist microenterprises with marketing and branding, use of technology, and long-term business planning and development. Plans also call for the establishment of an e-commerce center that will help showcase and market the region's strengths and assets.

OCC Supports Regulatory Reform, but Raises Some Concerns
WASHINGTON — Comptroller of the Currency John C. Dugan told the Senate Banking Committee today that the OCC supports many elements of the Administration’s regulatory reform proposal, including the establishment of a council of financial regulators to identify and monitor systemic risk. However, he expressed concern about some aspects of the plan, including weaknesses in the proposal for a Consumer Financial Protection Agency (CFPA).
“It makes sense to consolidate all consumer protection rulewriting in a single agency, with the rules applying to all financial providers of a product, both bank and nonbank,” he said in testimony. “But we believe the rules must be uniform, and that banking supervisors must have meaningful input into formulating them. Unfortunately, the proposed CFPA falls short on both counts.”
The rules would not be uniform because states could adopt different laws and regulations, and national bank preemption would be repealed, Mr. Dugan said.
“This repeal of the uniform federal standards option is a radical change that will make it far more difficult and costly for national banks to provide financial services to consumers in different states having different rules – and these costs will ultimately be borne by the consumer,” the Comptroller said. “The change will also undermine the national banking charter and the dual banking system that have served us very well for nearly 150 years, in which national banks operate under uniform federal rules, and states are free to experiment with different rules for the banks they charter.”
Mr. Dugan added that the rules do not afford meaningful input from banking supervisors, even on real safety and soundness issues, and that it would be a mistake to let the CFPA take examination and enforcement responsibilities away from the banking agencies.
In addition, the Comptroller said that while he supports making the Federal Reserve the consolidated supervisor of systemically important firms, the Fed should not be allowed to override the primary banking supervisor on standards, examination, and enforcement applicable to banks. Such power, he said, “would fundamentally undermine the authority and accountability of the banking supervisor and unwisely extend the role of the Federal Reserve.”
The Comptroller supported proposals to merge the OTS into the OCC with a phaseout of the thrift charter. Mr. Dugan added further regulatory consolidation could bring significant potential benefits, but would carry potential costs as well, especially if the Fed were to be removed from holding company regulation of systemically important firms.
In addition, the Comptroller supported Administration proposals to provide enhanced authority to resolve systemically important firms, and to impose more stringent capital and liquidity requirements on such firms.

Obama Administration Announces More Than $327 Million in Recovery Act Funding for Science Research

Washington, D.C. – U.S Department of Energy Secretary Steven Chu announced today that more than $327 million in new funding from the American Recovery and Reinvestment Act will go toward scientific research, instrumentation, and laboratory infrastructure projects. Ten of DOE’s national laboratories in six states will be receiving funds, along with researchers at institutions of higher learning across the nation.

“These new initiatives will help to create new jobs while allowing the U.S. to maintain its scientific leadership and economic competitiveness ,” said Secretary Steven Chu. “The projects provide vital funding and new tools for research aimed at strengthening America’s energy security and tackling some of science’s toughest challenges.”

Among the new approved projects are:

· Several initiatives to advance civilian supercomputing, in which DOE national laboratories now hold the global lead;
· New equipment for the DOE Bioenergy Research Centers, the world’s most advanced centers for fundamental research on biofuels;
· New equipment for DOE Joint Genome Institute, the world’s largest genomic sequencing facility for non-medical, DOE mission-related research in bioenergy, climate, and environmental remediation;
· Improvements at high-intensity light sources--today’s cutting edge tools for advanced research in energy, materials science, and a host of other fields;
· Facilities upgrades and new equipment at several national laboratories and universities for fusion energy research;
· Expanded funding for integrated climate research, which blends climate modeling with modeling of human factors such as economics and choices about energy production, consumption, and use;
· Analysis of Smart Grid technology development, to improve the efficiencies of the nation’s electricity grid;

Of the $327 million in Recovery Act funding announced today, $107.5 million is slated to go to universities, nonprofit organizations, and private firms, generally on a competitive, peer-reviewed basis. The remaining $220 million will go to U.S. Department of Energy National Laboratories for a range of research, instrumentation, and infrastructure projects, including $164.7 million for projects already allocated as follows:

Fermi National Accelerator Laboratory; Batavia, IL—$60.2 million, including $52.7 million for research on next-generation particle accelerator technologies; and $7.5 for neutrino research in collaboration with Brookhaven National Laboratory.

Lawrence Berkeley National Laboratory; Berkeley, CA—$ 37.8 million, including $13.1 million to upgrade equipment at the DOE Joint Genome Institute; $11 million for fusion energy research; $8.8 million for equipment improvements at the Advanced Light Source; $4 million for new instrumentation at the DOE Joint BioEnergy Institute, one of three DOE Bioenergy Research Centers; and $875,000 for mathematical analysis related to the development of Smart Grid technology.

SLAC National Accelerator Laboratory; Stanford, CA—$21.8 million, including $20 million for an experimental end station at the Linac Coherent Light Source to study high energy density plasmas; and $1.8 million for improvements at the Stanford Synchrotron Radiation Lightsource.

Princeton Plasma Physics Laboratory; Princeton, NJ—$13.8 million, including $8.8 million for a variety of initiatives in fusion energy research and $5 million for infrastructure improvements at the laboratory.

Brookhaven National Laboratory; Upton, NY—$9.5 million, including $3 million for improvements at the National Synchrotron Light Source; and $6.5 million for neutrino research.

Oak Ridge National Laboratory; Oak Ridge, TN—$8.7 million, including $5.4 million for equipment at the DOE BioEnergy Science Center, a DOE Bioenergy Research Center; $3.2 million to seed development of computerized knowledgebase to integrate masses of data flowing from DOE-supported genomics and systems biology research; and $180,000 for fusion energy research.

Pacific Northwest National Laboratory; Richland, WA—$5.7 million, including $4.9 million for integrated assessment modeling for climate; and $867,000 for mathematical analysis related to the development of Smart Grid.

Argonne National Laboratory; Argonne, IL—$5.6 million for improvements at the Advanced Photon Source.

Lawrence Livermore National Laboratory; Livermore, CA—$810,000 for fusion energy research.

Sandia National Laboratories; Sandia, NM, and Sandia, CA—$800,000, including $688,000 for mathematical analysis related to the development of Smart Grid; and $75,000 for fusion energy research.

In March Secretary Chu announced $1.2 billion in DOE Office of Science Recovery Act projects. In July, DOE announced a new Office of Science Early Career Research Program to be funded with $85 million in Recovery Act funds. With this third and final round of projects, the Obama Administration has now approved projects covering the full $1.6 billion that the DOE Office of Science received from Congress under the Recovery Act.
