The U.S. Bureau of Economic Analysis (BEA) has issued the following news release today:
Personal income decreased $34.4 billion, or 0.3 percent, and disposable personal income (DPI) decreased $1.8 billion, or less than 0.1 percent, in March, according to the Bureau of Economic Analysis. Personal consumption expenditures (PCE) decreased $24.2 billion, or 0.2 percent.

U.S. DOT Orders Full Review of Motorcoach Safety
U.S. Transportation Secretary Ray LaHood today ordered a full departmental review of motorcoach safety. A Departmental Motorcoach Safety Action Plan will be created from the review’s findings. The plan will outline the additional steps needed to improve motorcoach safety for the millions of Americans who rely on these vehicles for safe transportation.
“Motorcoaches have been a safe form of transportation in the United States for many years, but even a single crash or accident is unacceptable” said Secretary LaHood. “We will continue our efforts to make them as safe as possible. As Secretary of Transportation, safety is my top priority.”
U.S. DOT agencies participating in the creation of the Action Plan include the National Highway Traffic Safety Administration, the Federal Motor Carrier Safety Administration, the Federal Highway Administration and the Pipeline and Hazardous Materials Safety Administration. The review will also consider outstanding recommendations to U.S. DOT from the National Transportation Safety Board.
The full departmental review follows a recent NTSB hearing concerning the motorcoach crash in Utah in January 2008 that resulted in nine fatalities. The report is expected to be completed and released by August 2009.

Trade using surface transportation between the United States and its North American Free Trade Agreement (NAFTA) partners Canada and Mexico was 30.9 percent lower in February 2009 than in February 2008, dropping to $47.9 billion, the biggest year-to-year percentage decline on record, the Bureau of Transportation Statistics (BTS), a part of the U.S. Department of Transportation’s Research and Innovative Technology Administration (RITA), reported today.

In response to an intensifying outbreak in the United States and internationally caused by a new influenza virus of swine origin, the World Health Organization raised the worldwide pandemic alert level to Phase 5 on April 29, 2009. A Phase 5 alert is a “strong signal that a pandemic is imminent and that the time to finalize the organization, communication, and implementation of the planned mitigation measures is short.”

Yesterday, President Obama marked his 100th day in office by getting out of Washington and going right to the heartland of America, conducting a town hall meeting in Arnold, Missouri. U.S. and India Hold the Second Meeting of the Indo-United States Civil Nuclear Energy Working Group

The United States hosted the second meeting of the U.S.-India Civil Nuclear Energy Working Group at Idaho National Laboratory on April 28-30, 2009. This was the first meeting held by the Working Group since entry into force of the U.S.-India peaceful nuclear cooperation agreement. The agreement, signed in October 2008, aims to provide new opportunities for trade and job creation for both economies, help India meet its rapidly increasing energy needs in an environmentally responsible way, and enhance global nonproliferation efforts by bringing India closer to the nonproliferation mainstream.

With completion of the peaceful nuclear cooperation agreement, both governments are now working to reinvigorate technical discussions begun under the Working Group in 2006. Mr. Shane Johnson, Acting Assistant Secretary for Nuclear Energy in the U.S. Department of Energy, and Dr. Ravi Grover, Director of India’s Strategic & Planning Group in the Department of Atomic Energy, served as co-chairs of the meeting. They opened the dialogue by reaffirming their commitment to work collaboratively to face global economic, climate change, and energy security challenges.

Discussions focused on deepening mutual understanding of each country’s nuclear energy development plans, including light water reactors, near term reactor deployment, licensing, management of nuclear waste, research and development programs as well as international best practices. The U.S. delivered presentations on safeguards and physical protection. The Working Group will continue its efforts by developing an action plan to focus collaborative work efforts. Its next meeting is scheduled near the end of 2009 in India.
The Obama Administration is committed to the implementation of civil nuclear cooperation agreement with India and looks forward to India bringing its IAEA Safeguards Agreement into force, filing its declaration of facilities pursuant to the safeguards agreement, publicly announcing reactor park sites for U.S. companies, and enacting global standards of liability protection.

CDC has published interim guidance for clinicians regarding management of patients with HIV who have been exposed to or who have contracted the swine influenza.

Any influenza carries potential risks for persons with HIV infection. It is known that adults and adolescents with HIV infection, especially persons with low CD4 cell counts, are at higher risk for viral and bacterial lower respiratory tract infections and for recurrent pneumonias. Because adults and adolescents infected with HIV experience more severe complications of seasonal influenza, it is reasonable to assume that they are also at higher risk for swine influenza complications.

Therefore, CDC strongly encourages clinicians to familiarize themselves with the interim guidance and organizations with Web sites to link to this guidance, which can be found at http://www.cdc.gov/swineflu/guidance_HIV.htm.

With concerns of a new flu pandemic, a look back at an old one

Washington, DC. . . The following is a document alert -- part of a
program sponsored by the National Archives to notify the media of
documents and images in the National Archives holdings that are
relevant to national holidays, anniversaries or current events. This
program, which is based on original records from the National Archives,
its 12 Presidential libraries and 13 regional archives, is designed to
offer the media an historical perspective on events that occur
periodically and to highlight historical antecedents to current
political or diplomatic initiatives.

"Deadly Virus, the Influenza Epidemic of 1918," at

The influenza epidemic of 1918 killed more people than died in World
War I.

Hard as it is to believe, the answer is true.

World War I claimed an estimated 16 million lives. The influenza
epidemic that swept the world in 1918 killed an estimated 50 million
people. One fifth of the world's population was attacked by this deadly
virus. Within months, it had killed more people than any other illness
in recorded history.

The plague emerged in two phases. In late spring of 1918, the first
phase, known as the "three-day fever," appeared without warning. Few
deaths were reported. Victims recovered after a few days. When the
disease resurfaced that fall, it was far more severe. Scientists,
doctors, and health officials could not identify this disease which was
striking so fast and so viciously, eluding treatment and defying
control. Some victims died within hours of their first symptoms.
Others succumbed after a few days; their lungs filled with fluid and
they suffocated to death.

The plague did not discriminate. It was rampant in urban and rural
areas, from the densely populated East coast to the remotest parts of
Alaska. Young adults, usually unaffected by these types of infectious
diseases, were among the hardest hit groups along with the elderly and
young children. The flu afflicted over 25 percent of the U.S.
population. In one year, the average life expectancy in the United
States dropped by 12 years.

It is an oddity of history that the influenza epidemic of 1918 has been
overlooked in the teaching of American history. Documentation of the
disease is ample, as shown in the records selected from the holdings of
the National Archives regional archives.

CDC Updates Guidance on Case Definitions to be Used for Investigations of Swine-Origin Influenza A (H1N1) Cases
This document provides interim guidance for state and local health departments conducting investigations of human cases of swine-origin influenza A (H1N1) virus (S-OIV). The following case definitions are for the purpose of investigations of suspected, probable, and confirmed cases of S-OIV infection.
CDC Updates Guidance on HIV-Infected Adults and Adolescents: Considerations for Clinicians Regarding Swine-Origin Influenza A (H1N1) Virus
Human infections with a swine-origin influenza A (H1N1) virus that is transmissible among humans were first identified in April 2009 with cases in the United States and Mexico. The epidemiology and clinical presentations of these infections are currently under investigation. There are insufficient data available at this point to determine who is at higher risk for complications of swine-origin influenza A (H1N1) virus infection. However, adults and adolescents with HIV infection, especially persons with low CD4 cell counts, are known to be at higher risk for viral and bacterial lower respiratory tract infections and for recurrent pneumonias.

In the on-going spread of influenza A/H1N1, concerns about the possibility of this virus being found in pigs and the safety of pork and pork products has been raised.

Influenza viruses are not known to be transmissible to people through eating processed pork or other food products derivedfrom pigs.

Hoyer Applauds Passage of Credit Cardholders’ Bill of Rights

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today after the House passed the Credit Cardholders’ Bill of Rights with a bipartisan vote of 357 to 70:

“Today, the House of Representatives took a critical step in helping Americans who are struggling to make ends meet during this economic downturn. Families are at a significant disadvantage when dealing with credit card companies, and are too often the victims of unfair and deceptive practices. The Credit Cardholders’ Bill of Rights puts an end to those practices, including arbitrary interest rate increases, due date gimmicks, and ‘double cycle’ billing. This is one more step in our efforts to assist responsible, hardworking Americans who should not be subjected to these practices at any time, much less during a recession.

“As we work to protect consumers, I look forward to working with the Senate to get this legislation to the President’s desk for a signature as soon as possible.”

Statement on Budget Conference Report

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) spoke on the House Floor today in support of the budget conference report, which passed the House 233-193. Below are his remarks as prepared for delivery:

“Today, the House has the rare opportunity to set America on a responsible course for the future, a course of lasting, broadly-shared prosperity. I urge my colleagues to seize this opportunity. Along with the American Recovery and Reinvestment Act, this budget is a key part our response to this recession. We have the power to emerge from this recession a stronger nation, one with a future of clean energy and energy independence, a workforce ready to compete with the best in the world, and a reformed system of healthcare. We also have a chance to vote for the principles of fiscal responsibility and put ourselves on a truly sustainable course.

“On energy, the budget funds incentives for cutting-edge research and clean energy jobs, as well as an energy-efficient, money-saving national smart grid.

“On education, this budget builds upon the recovery plan with additional support for early childhood education, elementary and secondary school students, and efforts to help more Americans obtain a college degree. It expands access to education in the make-or-break years of early childhood, increases Pell Grants to help more students afford higher education, and promotes job-training and significant education reform.

“On healthcare, this budget responds to the skyrocketing costs that are straining families and businesses across America. Family premiums have more than doubled since 2000, and over the past five years, our total healthcare spending has increased at more than twice the rate of inflation, consuming more of our economy and our budget each year. This budget fights that trend by making a significant down-payment on reform, taking steps to lower healthcare costs, improve quality, and expand access. The budget also allows us to use reconciliation to provide for an up-or-down vote on reforming healthcare—not as an option of first resort, but as a fallback if partisanship blocks progress.

“As the bipartisan Concord Coalition points out, ‘The budget reconciliation process was used in 1997, 1999, 2000, 2001, 2003, and 2005 to reduce taxes (as opposed to deficit reduction). Moreover, a case can be made that health care reform—that includes spending restraints and squeezes inefficiencies out of the system—is integral to reining in the rapid growth of health care costs which is a major driver of deficits.’ I want to stress that last point: It is essential that healthcare reform include difficult choices to cut costs, which will eventually result in a lower deficit.

“All of these investments are vital to our future economic health and competitiveness. As President Obama recently pointed out, ‘A cash-strapped family may cut back on all kinds of luxuries, but will insist on spending money to get their children through college.’ Our country is in the same position—these tough times are no excuse to cut back on investments that will pay off many times over down the road.

“Finally, this budget puts America back on the path of fiscal responsibility. It’s no secret that past budgets have made easy choices and kicked the difficult ones down the road. This budget has to live with the legacy of those easy choices, on issues including the AMT and the Medicare doctor fix. But by passing this budget, we will be leaving a different legacy: one that makes clear that our government must pay for what it buys.

“This budget cuts the deficit from 10.5% of GDP in 2009 to 3% of GDP in 2014—in other words, by nearly two-thirds. Those savings come from spending restraint and oversight that saves taxpayer money. Most importantly, the House is strongly committed to statutory PAYGO. President Obama asked Congress ‘to develop a PAYGO law that would help return the nation to a path of fiscal responsibility,’ and that is what we intend to do. The House will not consider any bills on middle-income tax cuts, the estate tax, AMT relief, or the sustainable growth rate in the Medicare program unless they include statutory PAYGO, they are fully offset, or statutory PAYGO has already been enacted.

“I urge my colleagues to approve this conference report, pass this budget, and show our constituents that the priorities they voted for are ours, as well.”

“I am pleased to be here with the Blue Dog leadership, who supported the budget conference report that passed the House today. The budget is part of our effort to set the stage for sustainable economic recovery and growth, and moves us toward rebalancing America’s fiscal position.

“We have spent a great deal of money over the past few months, but it was a necessary step to arrest a quickly spiraling economy – and this move was broadly supported by economists, conservative and liberal alike. While we acted responsibly to boost our economy, our last President presided over incredibly irresponsible fiscal policies, taking us from projected surpluses into deep debt and deficits. Democrats are working to turn those numbers around, and the Blue Dogs are a key proponent of that effort.

“This budget starts that work, by cutting the deficit by two-thirds, bringing it down to 3% of GDP in 2014. While this is a strong first step, we are all in agreement that PAYGO is essential if we are going to get back to a fiscally sound management of our nation’s finances.

“I worked with the Blue Dogs over the past few days to ensure that statutory PAYGO will get done this year. To that end, Speaker Pelosi and I sent a letter to budget conferees that says that we will not consider any bills on middle-income tax cuts, estate tax, AMT relief, or the sustainable growth rate in the Medicare program unless statutory PAYGO has already been enacted, statutory PAYGO is included, or the bill is fully offset. If those criteria are not met, we will not bring that legislation to the Floor.

“I look forward to working with the Blue Dogs in enforcing this budget and restoring statutory PAYGO. We will work with the Administration to develop a statutory PAYGO bill that is effective and will put us back on the path toward fiscal sustainability.”

Hoyer Statement on the Hate Crimes Prevention Act

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) spoke on the House Floor today in support of the Hate Crimes Prevention Act. Below are his remarks as prepared for delivery:

“This legislation—The Local Law Enforcement Hate Crimes Prevention Act—is a powerful statement of some of our most important American values: tolerance, respect for differences, and accountability for those who are driven to violence by hate.

“This bill allows us to bring the existing Federal hate crimes law, which was enacted nearly 40 years ago, into the 21st century. Under existing law, Federal jurisdiction over hate crimes is limited to those acts directed at individuals on the basis of race, religion, color or national origin, and only when the victim is targeted because he or she is engaged in a Federally protected activity, such as voting. This legislation broadens this provision to cover all violent crimes motivated by race, religion, or national origin, when the defendant causes bodily injury or attempts to cause bodily injury.

“It also expands current law to prohibit the same conduct when motivated on the basis of the victim’s gender, sexual orientation, gender identity, or disability. The principle is the same: hate crimes sow fear and division in our communities, no matter what group is targeted. Expanding the protections of the law responds to the reality in America today; for instance, hate crimes motivated by sexual orientation are almost equally common as hate crimes motivated by religion.

“This bill would also allow the Federal Government to provide assistance to State and local law enforcement officials to investigate and prosecute hate crimes, and would clarify the conditions under which such crimes could be federally investigated and prosecuted.

“Why is this legislation necessary? Because hate crimes motivated by race, religion, national origin, gender, sexual orientation, and identity or disability not only injure individual victims, but also terrorize entire segments of our population and tear at our Nation’s social fabric.

“This legislation does not affect free speech, or punish beliefs or thoughts. It only seeks to punish violent acts. Enacting these important additions to current law will send a very powerful message: crimes committed against any American—just because of who he or she is—are a threat to all Americans and will be dealt with as such.

“I urge my colleagues to support this legislation because it embodies the essential American value of tolerance.”
