USIP Makes Progress in Afghanistan
Despite the difficult situation in Afghanistan, there is some news worth celebrating. The U.S. Institute of Peace is currently funding the Commission on Conflict Mediation Program (CCM) in Khost Province in Afghanistan. Composed of six tribal elders, the Commission provides an alternative dispute resolution mechanism akin to Western out-of-court arbitration. During its first 18 months, the CCM has worked on 31 conflicts; 18 cases have been resolved; 10 cases are currently being processed; and 3 have been referred to the provincial court. This marks a success for USIP's rule of law work in Afghanistan, as arbitration services, now provided free of charge, are being utilized and working.

Hoyer Statement Recognizing Earth Day

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today marking Earth Day, which is observed tomorrow:

“Tomorrow marks the 39th Earth Day, a day to reflect on the progress we’ve made for the health of our planet and build awareness and support for all that remains to be done.

“Congress is working with the Obama Administration to address one challenge that has been ignored for too long: our nation's energy crisis. Energy legislation is not only critical to the health of our planet, but is also a vital part of our efforts to rebuild the economy. Such legislation will help create new ‘green collar’ jobs for American workers, promote new sources of renewable energy, advance our nation’s energy independence, increase energy efficiency, and limit and reduce emissions of greenhouse gases.

“This week, the Energy and Commerce Committee is holding hearings on the discussion draft of ‘The American Clean Energy and Security Act of 2009.’ Over the next five weeks, Chairmen Waxman and Markey will continue working with members of the committee to build broad consensus around comprehensive energy legislation with a goal of reporting a bill out of committee by Memorial Day. This is a significant step toward the clean energy future that Americans voted for in November.”

“By signing the Edward M. Kennedy Serve America Act into law today, President Obama is opening up service opportunities to Americans across this nation. During this time of economic crisis, many Americans want to give back and help their local communities emerge from this recession stronger. This bill offers everyone, young and old alike, the chance to be part of our economic recovery.

“The Serve America Act is the largest expansion of national service since the days of President John F. Kennedy. It triples the size of AmeriCorps from 75,000 to 250,000, and creates new volunteer opportunities in a wide variety of fields including clean energy and education. WASHINGTON - President Barack Obama on Monday ordered his Cabinet to find ways to slice spending by $100 million, but acknowledged it's a "drop in the bucket" and said there's a "confidence gap" that he needs to overcome. Just back from a Latin America summit, Obama told the first formal Cabinet meeting of his administration that vast spending to combat the economic crisis was "the right thing to do." But he also said taxpayers still need to know that every dollar they give the government is being spent wisely.
