BIG! Exhibition
The National Archives celebrates its 75th year in 2009 with a new exhibition featuring big records, big events, and big ideas. At a time when many people struggle to see documents and images on smaller and smaller screens, the National Archives exhibition "BIG!" presents the nation's original record in its full-scale glory. From the 13-foot scroll of the Articles of Confederation, the first constitution of the United States, to the size 22 sneaker of basketball legend Shaquille O'Neal, the items in the exhibition are pieces of the American story-writ large. The exhibit, on display in the Lawrence F. O'Brien Gallery of the National Archives Building, runs through January 3, 2010. Spring hours (through Labor Day) are 10 a.m. to 7 p.m., daily. SPECIAL PROGRAMS HIGHLIGHT NATIONAL ARCHIVES RECORDS IN MAY

Washington, DC. . . In May, the National Archives will feature programs
highlighting records from its holdings, including classes on Native
American and African American records. All programs are free and open
to the public, unless otherwise noted. The programs will be held in the
National Archives Building in Washington, DC. Please note that two of
the programs will be repeated at the National Archives at College Park,
Maryland.

Visitors to all programs in the National Archives Building Research
Center (Room G-24) should use the Pennsylvania Avenue entrance, between
7th and 9th Streets, NW. Visitors to the program in the William G.
McGowan Theater should use the Special Events entrance at Constitution
Ave. and 7th St., NW. The National Archives at College Park, MD is

Native American Records at Footnote.com
A growing collection of National Archives records relating to Native
Americans is available at Footnote.com. These records include Dawes
Commission records, treaties, and census rolls. Laura Prescott of

site for best results, and demonstrate how this online resource can make
Native American research easier and more effective. (This lecture will

"Discovering the Civil War" Exhibit
Senior Curator Bruce Bustard will discuss the National Archives'

History of Filipinos in the DC Area Before 1965
Rita Cacas, archives specialist, will discuss her research for a
forthcoming book on Filipinos in the Washington, DC, area. Upon
annexation of the Philippines to the United States in 1898, Filipinos
arrived in the U.S. as foreign nationals. While a large number of
Filipinos settled in the west coast, many settled in the Washington, DC,
area in the first half of the 20th century. The talk will include
records and images from the National Archives. (This lecture will be
repeated at the National Archives at College Park, MD, in Lecture Room
B, on Thursday, May 28 at 11 A.M.).

OCC Releases CRA Evaluations For 32 National Banks
WASHINGTON — The Office of the Comptroller of the Currency (OCC) today released a list of Community Reinvestment Act (CRA) performance evaluations that became public during the period of March 15, 2009 through April 14, 2009. The list contains only national banks and insured federal branches of foreign banks that have received ratings. The possible ratings are outstanding, satisfactory, needs to improve, and substantial noncompliance.
Of the 32 evaluations made public this month, 6 were outstanding, 26 were satisfactory, and none were needs to improve. None were substantial noncompliance. Evaluations are available from links on http://www.occ.treas.gov/cra/apr09.htm. The OCC’s World Wide Web site (http://www.occ.treas.gov) also offers access to a searchable list of all public CRA evaluations (http://www.occ.treas.gov/cra/crasrch.htm). Copies of the actual evaluations may be obtained by submitting a request electronically through the OCC's online FOIA site https://appsec.occ.gov/publicaccesslink/. BEA News: Summary Estimates for Multinational Companies, 2007 has been published

The U.S. Bureau of Economic Analysis (BEA) has issued the following news release today:
Reflecting increases in both U.S. and foreign activity, worldwide employment by U.S. multinational companies (MNCs) increased 2.9 percent in 2007, to 32.0 million workers, following a 2.6-percent increase in 2006.
Largely reflecting selloffs of foreign ownership shares in U.S. companies, employment in the United States by majority-owned U.S. affiliates of foreign MNCs decreased 1.1 percent in 2007, to 5.3 million workers, following an increase of 2.1 percent in 2006.

Mr. Claypool has 25 years of experience developing and implementing disability policy at the federal, state, and local levels, and he has personal experience with the nation's health care system from the perspective of an individual with a disability.

Audit of the John C Cannon Retirement and Assisted Living Residence, (2009-SE-1002, dated April 15, 2009)

At the request of the Region X Multifamily Hub, we audited the John C Cannon Retirement and Assisted Living Residence (project) to determine if the project owner used project funds in accordance with the regulatory agreement. We found that the project owner failed to get HUD approval for leases costing $189,000, used project funds to obtain unneeded equipment costing $10,700, and failed to keep adequate documentation to support expenditures costing $317,000.

We recommend that the Director, Office of Insured Health Care Facilities, require the owner to repay the amount spent for the unapproved leases and unnecessary equipment. We also recommend the Director, Office of Insured Health Care Facilities, require the project owner to provide documentation supporting expenses paid for with project funds. Further, we recommend the Regional Counsel pursue double damages remedies, civil money penalties, and/or administrative sanctions, as appropriate, against the former administrator and the board of directors.

The Entity List is comprised of a list of names of certain foreign persons - including businesses, research institutions, government and private organizations, individuals, and other types of legal persons - that are subject to specific license requirements for the export, reexport and/or transfer (in-country) of specified items. On an individual basis, the persons on the Entity List are subject to licensing requirements and policies supplemental to those found elsewhere in the EAR.
BIS first published the Entity List in February 1997 as part of its efforts to inform the public of entities who have engaged in activities that could result in an increased risk of the diversion of exported, reexported and transferred (in-country) items to weapons of mass destruction (WMD) programs. Since its initial publication, grounds for inclusion on the Entity List have expanded to activities sanctioned by the State Department and activities contrary to U.S. national security and/or foreign policy interests.
The revised FAQs cover topics including “General Information,” “Listed Entities and Their Affiliates, Subsidiaries and Parents,” “Transactions Other than Exports, Reexports or Transfers (in-country) With Listed Entities,” “Other Lists to Check” and “Recent Rules.”

Review of HUD's Internal Controls over Processing of Personnel Actions, 2009-FO-0004, dated April 15, 2009

We audited the U.S. Department of Housing and Urban Development’s (HUD) Office of Administration’s internal controls over the processing of personnel actions in response to an anonymous complaint received by our office. Our objectives were to determine why (1) human resource actions were not processed in a timely manner, (2) employee requests to waive the automatic collection of payroll overpayments were not processed before collection actions began, (3) adequate documentation to support job vacancy announcements was not maintained, and (4) employees were able to initiate their own personnel action requests.

The design and implementation of HUD’s internal controls over collection waivers, new hire paperwork, processing of awards, promotions, within-grade increases, pending personnel action requests, and job vacancy announcements were inadequate. The issues identified in our review indicated a lack of internal controls to ensure (1) the timely processing of collection waiver requests and new hire paperwork, (2) that employees were afforded the opportunity to request a collection waiver before salary offsets were taken, and (3) that Office of Personnel Management job announcement policies and procedures and record-keeping standards were followed. Finally, in certain circumstances, the HR Connect system lacked the controls to prevent employees from being involved in the processing of their own personnel action requests, which made HUD vulnerable to the processing of potentially fraudulent actions.

We recommend that the Director of HUD’s Office of Human Resources implement a tracking system for (1) monitoring new hire accession paperwork and (2) processing awards, promotions, within-grade increases, transmittal of application status notification letters, and collection waiver requests. Additionally, policies and procedures regarding the processing of collection waiver requests should include timeliness standards for the research and review phases to ensure that decisions are made in a timely manner and that collection actions are not premature. In addition, we recommend that policies and procedures be established to include supervisory review of pending new hire paperwork actions, job announcement case files, and checklists upon closeout. Staff should be retrained regarding new hire paperwork policies and procedures. We also recommend that the Director of the Office of Human Resources ensure that staff perform the necessary reviews to certify that each job vacancy case file properly supports the recruitment process and employees do not participate in the processing of their own personnel action requests. Lastly, we recommend that all employees be informed that it is not allowable to participate in the processing of their own personnel action requests.

Secretary Chu Announces up to $10 Million to Support Plug-In Hybrid Electric School Buses

WASHINGTON, DC ­– As part of the Department of Energy’s commitment to advancing the next generation of electric vehicles in the United States, Energy Secretary Steven Chu today announced the selection of a new demonstration and testing project to develop a plug-in hybrid electric vehicle (PHEV) school bus to be used in fleets across the country.

Navistar Corporation (Fort Wayne, IN) has been selected by the Department of Energy (DOE) for negotiation of a cost-shared award of up to $10 million to develop, test, and deploy an electric hybrid school bus. PHEVs will play an important role in achieving America’s energy independence by reducing petroleum use and greenhouse gas emissions. Today's announcement will also help meet President Obama’s goal of putting one million plug-in hybrid vehicles on the road by 2015.

“These projects will help move technologies from the laboratory to the marketplace by improving their durability, reducing their costs, and validating their performance in real-world settings,” said Secretary Chu. “By investing in the vehicles of the future, we will create new jobs while reducing our dependence on foreign oil and improving our environment.”

Plug-in hybrid electric vehicles can be driven in electric-only or hybrid modes and recharged from a standard electrical outlet. They offer increased energy efficiency and decreased petroleum consumption by using electricity as the primary fuel for urban driving.

DOE will provide up to $10 million over three years (50 percent of the project’s projected total cost), subject to annual appropriations. Development will include examining hybrid architectures to achieve a 40-mile electric range, evaluating advanced energy storage devices, and operating on an emissions compliant diesel engine capable of running on renewable fuels. The project plans to deploy 60 vehicles for a three-year period in fleets across the nation.

HHS Releases Guidance for Securing Health Information and Preventing Harm from Breaches

The U.S. Department of Health and Human Services (HHS) published guidance today regarding technologies and methodologies to secure health information and prevent harm by rendering health information unusable, unreadable, or indecipherable to unauthorized individuals. The American Recovery and Reinvestment Act required publication of the guidance by April 18. This builds on the existing requirements of the HIPAA Privacy and Security Rules, which are unchanged.

Jefferson, Assistant Secretary for Veterans Employment and Training, Department of Labor; Robert S. Litt, General Counsel, Office of the Director of National Intelligence; and William F. Brinkman, Director of the Office of Science, Department of Energy.

President Obama said, "I am grateful that these fine individuals have made the admirable decision to serve their country. Their expertise and dedication will be a valuable asset both to my administration and our nation as we work to bring about the real change that the American people need today."

President Obama announced his intent to nominate the following individuals today:

Christine M. Griffin, Nominee for Deputy Director of Office of Personnel Management Christine M. Griffin has been a member of the U.S. Equal Employment Opportunity Commission since January 2006 and currently serves as its Acting Vice Chair. As a member of the Commission, Ms. Griffin participates, with the other Commissioners, in the authorization of litigation and the development and approval of regulations, policy and guidance that relate to the enforcement of the nation's employment discrimination laws. Since joining the Commission, Griffin has been vocal in her support of increasing diversity in the federal workforce, most notably through her launch of the LEAD Initiative - Leadership for the Employment of Americans with Disabilities - to address the significant under-employment of individuals with severe disabilities in the federal government. Prior to joining the Commission, Griffin served as the Executive Director of the Disability Law Center in Boston from 1996 to 2005. A native of Boston, Massachusetts, Griffin received her undergraduate degree from the Massachusetts Maritime Academy and her law degree from Boston College Law School, and was awarded the prestigious Skadden Arps Fellowship upon graduation. In 2005, Griffin was selected as one of the nation's eleven "Lawyers of the Year" by Lawyers Weekly USA newspaper. Griffin is also a U.S. Army veteran.

Kevin Concannon, Nominee for Under Secretary for Food, Nutrition and Consumer Services, United States Department of Agriculture

Kevin Concannon was appointed Iowa Department of Human Services Director in March 2003. He was re-appointed as DHS Director by Governor Culver and Lt. Governor Judge in January 2007. Iowa DHS provides authority and financing for health care for Iowans of all ages through the Medicaid program and the Iowa hawk-i program. The agency also is the lead agency for child welfare, low income assistance programs, child support collections, food assistance and behavioral health care, and directly operates four state psychiatric hospitals and two State Resource Centers for Iowans with developmental disabilities, two state juvenile residential centers, and the Civil Commitment Unit for Sexual Offenders (CCUSO). Previously, Concannon served as Maine's Department of Human Services Commissioner from 1995 to 2003. From 1987 to 1995 he was the Director of the Oregon Department of Human Services. From 1982 to 1987 he was Commissioner of the Maine Department of Mental Health and Mental Retardation. From 1980 to 1982 he was Commissioner of the Maine Department of Mental Health and Corrections. He has led efforts at the state level to obtain more affordable prescription drugs for state residents. He has been instrumental in increasing access to food stamps, farmers markets, and simplified application processes for state residents. He has been a leader in long-term care system reform for elderly and disabled persons and has championed improved child support and child care programs. Concannon has served as President of the American Public Welfare Association (APWA) and previously served as President of the National Association of State Mental Health Program Directors.

Rajiv Shah, Nominee for Under Secretary for Research, Education, and Economics, United States Department of Agriculture

Rajiv J. Shah is the Director of Agricultural Development in the Global Development Program for the Bill and Melinda Gates Foundation where he manages the Foundation's Agricultural Development program - including grant-making portfolios in science and technology, farmer productivity, market access, and policy and statistics - with the goal of helping the world's poor lead healthy and productive lives. Shah joined the Foundation in 2001 and previously served as the Foundation's Director of Strategic Opportunities and Deputy Director of Policy and Finance for Global Health. In these roles, he helped develop and launch the Foundation's Global Development Program and the International Finance Facility for Immunization - an effort that raised more than $5 billion for child immunization and hopes to save more than five million lives around the world. Prior to joining the Foundation, Shah was the health care policy advisor on the Gore 2000 presidential campaign and a member of Governor Ed Rendell's transition committee on health. Shah is the co-founder of Health Systems Analytics and Project IMPACT for South Asian Americans. In addition, he has served as a policy aide in the British Parliament and worked at the World Health Organization. Currently, Shah serves on the boards of the Alliance for a Green Revolution in Africa, the Seattle Public Library, and the Seattle Community College District. Dr. Shah earned his M.D. from the University of Pennsylvania Medical School and Master of Science in health economics at the Wharton School of Business. He is a graduate of the University of Michigan and the London School of Economics and has published articles on health policy and global development. In 2007, he was named a Young Global Leader by the World Economic Forum.

Michael Nacht, Nominee for Assistant Secretary of Defense (Global Strategic Affairs), Department of Defense

Michael Nacht is currently Professor of Public Policy and former Aaron Wildavsky Dean at the Goldman School of Public Policy at the University of California - Berkeley. Nacht served a three-year term as a member of the U.S. Department of Defense Threat Reduction Advisory Committee, for which he chaired panels on counter terrorism and counter proliferation of weapons of mass destruction, reporting to the Deputy Secretary of Defense. He continues to consult for Sandia National Laboratories and Lawrence Livermore National Laboratory. From 1994-1997, Nacht was assistant director for Strategic and Eurasian Affairs at the Arms Control and Disarmament Agency, leading its work on nuclear arms reduction negotiations with Russia and initiating nuclear arms control talks with China. He participated in five summit meetings with President Clinton - four with Russian President Boris Yeltsin and one with Chinese President Jiang Zemin. Nacht has testified before Congress on subjects ranging from arms control to the supply and demand for scientists in the workplace. Nacht earned his B.S. in aeronautics and astronautics at New York University and began his career working on missile aerodynamics for NASA before earning a Ph.D. in political science at Columbia University.

Mercedes Márquez, Nominee for Assistant Secretary for Community Planning and Development, Department of Housing and Urban Development

Mercedes Márquez assumed her duties as the General Manager of the City of Los Angeles Housing Department (LAHD) in January 2004. Mercedes returned to public service after serving as Vice-President of McCormack Baron Salazar, Inc., a national firm specializing in the development, consultation, and management of urban communities. Márquez oversaw developments throughout the Southwest and California, which included initiating new developments, coordinating the planning process, acting as liaison with joint venture partners, and interfacing with government officials and local community groups. Prior to her time with McCormack Baron Salazer, Inc, she served in the Clinton administration as the Senior Counsel to the Secretary and Deputy General Counsel for Civil Rights and Fair Housing for the United States Department of Housing and Urban Development (HUD) in Washington, D.C. She was principal advisor to former Secretary Andrew Cuomo on civil rights policy including fair lending and fair housing enforcement, and led investigations and negotiations of housing discrimination cases resulting in landmark settlements. She also advised the Secretary on rural housing and economic development policy, supervised farm worker and Colonias Community Builder specialists in five states, and served as a U.S. delegate to international commissions. From 1992 to 1997, Márquez was a partner at Litt & Márquez, where she specialized in complex public interest litigation including slumlord, fair housing, public housing, sexual harassment, employment discrimination, and constitutional issues cases. Márquez is an Advisory Board Member of The Eleanor Roosevelt Papers & Human Rights Project and the Center for Urban Redevelopment Excellence, a former Trustee of The McAuley Institute, and past national Vice-President of the YWCA of the USA. Márquez has a Bachelor of Arts degree from the University of Southern California and a J.D. and LL.M. from Georgetown University Law Center.

Raymond M. Jefferson, Nominee for Assistant Secretary for Veterans Employment and Training, Department of Labor

Ray Jefferson is a leadership consultant with over 20 years of experience spanning several of the world's premier organizations. From 2006 to 2008, he served with McKinsey & Company in Southeast Asia where he created and delivered leadership training and development programs for clients and offices throughout Asia. His focus areas are organizational change, inspirational leadership, top team development and peak performance. Ray graduated from the U.S. Military Academy at West Point with a major in leadership. He served as an Army Officer with the infantry, Rangers and Special Forces, with leadership positions in the U.S. Presidential Honor Guard, 3rd Ranger Battalion and 1st Special Forces Group. While attempting to protect his teammates from a hand grenade detonating prematurely during Special Forces training, he lost all five fingers on his left hand. After recuperating, Ray attended Harvard's Kennedy School of Government, earning an MPA in Strategic Management with Distinction as a Littauer Fellow. He then earned an MBA from Harvard Business School and was recognized with the Dean's Award for exceptional leadership and service. Upon graduation, he was selected as a White House Fellow and worked as a Special Assistant to the U.S. Secretary of Commerce. Ray then served as a Fulbright Fellow in Singapore, where he studied leadership within Asian contexts. Afterwards, he served as the Deputy Director for the State of Hawaii's Department of Business, Economic Development and Tourism (DBEDT). DBEDT's mission involves creating jobs, facilitating business development, diversifying the economy and creating renewable energy initiatives. While at DBEDT, he co-led the organizational transformation for a department of over 230 team members with an operating budget of $182 million. Ray was selected by then-Secretary of State Colin Powell as one of the two inaugural recipients of the Harrison H. Schmitt Fulbright Alumni Leadership Award for dedication to public service. He is a member of the Asia Society, the Fulbright Association, the NAACP and the Special Forces Association. Born and raised in Guilderland, New York, he now considers Honolulu, Hawaii his home.

Robert S. Litt, Nominee for General Counsel, Office of the Director of National Intelligence

Robert S. Litt is a Partner at Arnold & Porter LLP, where he specializes in white collar criminal defense. Prior to joining the firm, Litt served for five years at the Department of Justice as Principal Associate Deputy Attorney General and as Deputy Assistant Attorney General in the Criminal Division. In these positions, his responsibilities included matters relating to national security, healthcare fraud, public corruption, computer crime and intellectual property. From 1978 to 1984, Litt served as an Assistant United States Attorney for the Southern District of New York, including as Chief Appellate Attorney. Litt is a member of the governing Council of the Criminal Justice Section of the American Bar Association and is a member of the Advisory Committee to the ABA's Standing Committee on Law and National Security. He clerked for the Honorable Edward Weinfeld in the U.S. District Court for the Southern District of New York and the Honorable Potter Stewart on the U.S. Supreme Court. Litt holds an A.B. from Harvard College, a M.A. from Yale University and a J.D. from Yale Law School.

William F. Brinkman, Nominee for Director of the Office of Science, Department of Energy

William F. Brinkman is currently a Senior Research Physicist in the Physics Department at Princeton University. He retired as Vice President of Research from Bell Laboratories, Lucent Technologies, Murray Hill, NJ. In that position his responsibilities included the direction of all research to enable the advancement of the technology underlying Lucent Technologies' products. Previous to this position he was Physical Sciences Research Vice President and Vice President of Research at Sandia National Laboratories in Albuquerque, NM. William received his BS and Ph.D. in Physics from the University of Missouri in 1960 and 1965, respectively. He joined Bell Laboratories in 1966 after spending one year as an NSF Postdoctoral Fellow at Oxford University. In 1972, he became Head of the Infrared Physics and Electronics Research Department, and in 1974 became the Director of the Chemical Physics Research Laboratory. He held the position of Director of the Physical Research Laboratory from 1981 until moving to Sandia in 1984. He returned to Bell Laboratories in 1987 to become Executive Director of the Physics Research Division. In 1993, he became Physical Sciences Research Vice President, and in January 2000 became Vice President, Research. William is a member of the American Philosophical Society, National Academy of Sciences, and the American Academy of Arts and Sciences. He has served on a number of national committees, including chairmanship of the National Academy of Sciences Physics Survey and their Solid-State Sciences Committee.

Texas Christian University Democrats OFA FT Worth Listening Tour

Hi, I know it has been awhile since the last time I wrote but I have an event that I thought some of you might be interested in attending.

There is an "Organizing for America/ The First 100 Days" Meeting on Sunday, April 26 from 6:00 - 8:00 pm. This is a time where supporters of President Barack Obama can come to support and bring ideas to the meeting. Issues such as community, healthcare, education, and the economy will all be brought up. Texas for Obama is an associated group and this would be a great way for you to bring any questions or ideas to the table.

There are only 50 seats and 30 have already been taken. If you would like to RSVP please let me know soon and we can get a group together.
