This Learning@Lunch will include discussion on the many materials generated in the course of crafting legislation, such as committee reports, analysis by legislative counsel, committee hearings, floor debates and histories of proceedings taken.

Presenter's Biography
Charlotte White’s initial introduction to legislative history was with Cleary, Gottlieb, Steen and Hamilton when she became their first librarian. While compiling legislative histories, she researched the banking acts which were passed during the Civil War.

After leaving Cleary, Gottlieb, Steen and Hamilton, White became the Assistant Librarian at Covington & Burling where her major responsibility was to compile legislative histories. For the next 25 years she honed her craft by both compiling and researching. During this time, she had the opportunity to use and add to the wonderful collection.

For the past five years, White has been the librarian at the Federal Maritime Commission where she occasionally dabbles in legislative history research.

Distinguished panel to explore law, history, and politics of individual
rights in the U.S.

Washington, DC. . . On Thursday, May 14 at 7 p.m., the National
Archives will host a special program entitled: Free Expression and
Democracy in America. This event is free and open to the public, and
will take place in the William G. McGowan Theater of the National

Washington, DC. . . In May, the National Archives celebrates its new exhibition "BIG! Celebrating the 75th Anniversary of the National Archives," with free public programs including film screenings, author lectures, and a music discussion. All programs will be held at the National Archives Building in Washington, DC, which is fully accessible. The Wind and the Lion

The Science and Technology Council of the Academy of Motion Picture Arts and Sciences, in partnership with The Charles Guggenheim Center for the Documentary Film and the Foundation for the National Archives, presents an illustrated lecture by Rob "Dr. Format" Hummel, tracing the history of motion picture formats from the silent era to the 21st century. Hummel is a member of the Academy's Science and Technology Council. Following the lecture, we will screen the 1975 adventure film The Wind and the Lion. Featuring wide-screen Panavision cinematography by Academy Award®-winner Billy Williams, this epic based on a real event tells the story of a Moroccan sheik (Sean Connery) who kidnaps an American woman (Candice Bergen) and her son, setting off an international incident in which President Theodore Roosevelt (Brian Keith) becomes involved. Author Lecture and Music - BIG Songs from a BIG Collapse: The Music of the Great Depression

Michael Lasser presents "Let's Go Slumming, Nose-Thumbing, at Park Avenue," a lecture on the popular songs of the Great Depression and their contrast with the music of the hedonistic Roaring Twenties. Lasser will discuss the history of this rich generation of songs and songwriters with an emphasis on the themes of class consciousness, unemployment, and social unrest. He is the host of "Fascinatin' Rhythm," a nationally syndicated radio show, as well as co-author (with Phillip Furia) of the recent book America's Songs: The Stories Behind the Songs of Broadway, Hollywood, and Tin Pan Alley. A book signing will follow the program.

Discussion and Screening - When Television Became BIG

By the mid-1950s, television had arrived. In 1954, when 80 percent of all American living rooms had a television set, a Senate investigation examined the role of television in the growing problem of juvenile delinquency. A chart used in those hearings is part of the exhibit "BIG!" Independent scholar David Weinstein (The Forgotten Network: DuMont and the Birth of American Television) will discuss the early days of television and how it evolved and grew during the 1950s. Joining Weinstein will be Arthur Forrest, who in the late 1940s (as a teenager) began a distinguished television career at WABD in New York. He later worked as a cameraman and director on such shows as Captain Video, Wonderama, and The Jerry Lewis Telethon. Also joining in the discussion will be Jim Silman, who began at WTOP-TV in Washington, DC in 1951, and went on produce and direct such local kid shows as Pick Temple's Ranch and Ranger Hal, eventually becoming WTOP's Program Director. The program will feature clips from classic television shows of the 1950s. This program is presented by The Charles Guggenheim Center for the Documentary Film at the National Archives.

Three World War II veterans (Dana Andrews, Frederic March, Harold Russell) return home to small-town America to discover that they and their families have been irreparably changed. Adapted from MacKinley Kantor's novella, The Best Years of Our Lives won seven Academy Awards, including Best Picture. Directed by William Wyler. (1946; 176 minutes) This program is presented by The Charles Guggenheim Center for the Documentary Film at the National Archives.

Author Lecture on BIG Economic Impact - The Forgotten Man: A New History of the Great Depression

Amity Shlaes discusses her book The Forgotten Man: A New History of the Great Depression, which draws parallels between the Great Depression and the current economic situation. Shlaes rejects the conventional interpretation that the Depression represented capitalism's failure and that President Franklin Delano Roosevelt's (FDR) New Deal helped Americans weather hard times. She argues that it was Government intervention that made the Depression great and that seeking to act like FDR today will create large-scale budgetary obligations. A book signing will follow the program.

BIG! Exhibition
The National Archives celebrates its 75th year in 2009 with a new exhibition featuring big records, big events, and big ideas. At a time when many people struggle to see documents and images on smaller and smaller screens, the National Archives exhibition "BIG!" presents the nation's original record in its full-scale glory. From the 13-foot scroll of the Articles of Confederation, the first constitution of the United States, to the size 22 sneaker of basketball legend Shaquille O'Neal, the items in the exhibition are pieces of the American story-writ large. The exhibit, on display in the Lawrence F. O'Brien Gallery of the National Archives Building, runs through January 3, 2010. Spring hours (through Labor Day) are 10 a.m. to 7 p.m., daily. New policy streamlines ancillary and expeditionary skills training

WASHINGTON-As the Air Force focuses on giving Airmen more time to do
their primary duty and reduce additional duties, senior leadership
issued new policy guidance in March to streamline ancillary training and
expeditionary skills training programs.

"Air Staff, the A1 community and major command functional owners are
working together to better manage ancillary and expeditionary skills
training across the Total Force, ultimately giving Airmen time back to
do their jobs," said Lt. Gen. Richard Newton, Air Force Personnel and
Manpower deputy chief of staff.

Two new guidance memorandums revise Air Force Instruction 36-2201 and
address four new categories of ancillary training: Annual Total Force
Awareness, Selected Force Training, Event Driven Training and
Expeditionary Skills Training.

The new policy on ancillary training, signed March 26, establishes
responsibilities for program management and describes the gatekeeper
process for vetting ancillary training requirements.

"This ensures senior leadership has full situational awareness on
training time requirements, and allows for establishment of priorities,
setting limits and communicating results," General Newton said.

The new guidance also includes a list of ancillary training no longer
required, to include Constitution Day training, crime prevention, family
care plan brief, local area survival training, equal opportunity for
supervisors of civilians, cultural awareness, and initial security
orientation-uncleared version.

Working with the Air Force Chief of Staff-approved Air Force
Expeditionary Center charter and the Vice CSAF-approved Expeditionary
Skills Senior Review Group-or ESSRG-charter, the new guidance on
expeditionary skills training, signed March 1, defines expeditionary
skills tiered training requirements and validation processes, and closes
significant policy gaps, according to Joe McDade, Air Force Personnel
and Manpower Force Development director.

"We now have an improved enterprise-wide policy, process and structure
that provide training programs designed to prepare our Airmen for
expeditionary missions outside the confines of the traditional airbase
environment," said Mr. McDade.

The ESSRG is the Air Force's decision-making body used to identify and
validate new expeditionary skills training requirements, synchronize and
efficiently administer the training, and address other corporate-level

Panel to discuss future National Museum of American Jewish History in
Philadelphia

Washington, DC. . . On Thursday, May 21, at 7 PM, the National Archives
will celebrate Jewish American Heritage Month with a special program
entitled: "Exhibiting the American Jewish Experience." This event
is free and open to the public, and will be held in the William G.
McGowan Theater of the National Archives Building in Washington, DC,
located on the National Mall at Constitution Ave. and 7th Street, NW.

To commemorate the third annual Jewish American Heritage Month, a panel
of distinguished speakers will discuss the creation and importance of
the National Museum of American Jewish History, scheduled to open in
Philadelphia in fall 2010. Gwen Goodman, executive director of the
National Museum of American Jewish History, will moderate the panel that
includes Patrick Gallagher, president of Gallagher and Associates,
responsible for the exhibition design; Robert Young of Polshek
Partnership Architects, responsible for the building design; and
Jonathan Sarna, Joseph H. and Belle R. Braun Professor of American
Jewish History at Brandeis University.

Special programs and films celebrate important anniversary

Washington, DC. . . . The National Archives continues its celebration
of the 200th anniversary of President Abraham Lincoln's birth in May
with special programs, book talks, and films. These events are free and
open to the public, and will be held at the National Archives Building

Adapted from Robert E. Sherwood's Pulitzer Prize-winning play, the
movie Abe Lincoln in Illinois covers the first chapter in Abraham
Lincoln's life, starting with his early years as a Kentucky woodsman
and ending with his election to the Presidency in 1860. One of the most
loved and revered Presidents, Lincoln (Raymond Massey) is portrayed with
a dark side that includes doubts, fears, and indecision during his early
career. (1940; 110 minutes) This program is presented by The Charles
Guggenheim Center for the Documentary Film at the National Archives.

Book Talk - 1864: Lincoln at the Gates of History

Charles Bracelen Flood will discuss his book 1864: Lincoln at the Gates
of History. In his narrative, Flood brings to life the drama of
Lincoln's final year, in which he oversaw the final campaigns of the
Civil War, was reelected President, and laid out his vision for the
nation's future in a reunified South and in the expanding of the West.
A book signing will follow the program. The book is available from the

features a Lincoln telegram, an image of Lincoln and his general after
Antietam, a facsimile of all five pages of the Emancipation

interactive exhibit about the Lincoln assassination and the Booth
conspiracy, and the original 1850 census volume that lists Abraham
Lincoln as an attorney in Springfield, Illinois.

History of Filipinos in the DC Area Before 1965
Rita Cacas, archives specialist, will discuss her research for a
forthcoming book on Filipinos in the Washington, DC, area. Upon
annexation of the Philippines to the United States in 1898, Filipinos
arrived in the U.S. as foreign nationals. While a large number of
Filipinos settled in the west coast, many settled in the Washington, DC,
area in the first half of the 20th century. The talk will include
records and images from the National Archives. (This lecture will be

B, on Thursday, May 28 at 11 A.M.).

OCC Releases CRA Evaluations For 32 National Banks
WASHINGTON — The Office of the Comptroller of the Currency (OCC) today released a list of Community Reinvestment Act (CRA) performance evaluations that became public during the period of March 15, 2009 through April 14, 2009. The list contains only national banks and insured federal branches of foreign banks that have received ratings. The possible ratings are outstanding, satisfactory, needs to improve, and substantial noncompliance.
Of the 32 evaluations made public this month, 6 were outstanding, 26 were satisfactory, and none were needs to improve. None were substantial noncompliance. Evaluations are available from links on http://www.occ.treas.gov/cra/apr09.htm. The OCC’s World Wide Web site (http://www.occ.treas.gov) also offers access to a searchable list of all public CRA evaluations (http://www.occ.treas.gov/cra/crasrch.htm). The Department announced a settlement under the Americans with Disabilities Act (ADA) with the city of Philadelphia to greatly improve accessibility for individuals with mobility disabilities at the city?s 1,200 polling places. Today?s settlement is the first settlement by the Department with a city focused solely on accessible polling places. Under the terms of the settlement, the city of Philadelphia recognizes that accessible polling places are the cornerstone of its voting accessibility program and will make its polling places accessible to persons with disabilities.

The Department of Justice released today four previous Office of Legal Counsel opinions which concluded certain harsh interrogation techniques used by CIA officers on suspected al Qa’ida terrorists were legal. The opinions spell out in graphic detail techniques used in questioning high value detainees suspected of involvement in, and plans for, terrorist activity against the United States and its allies.
As the leader of the Intelligence Community, I am trying to put these issues into perspective. We cannot undo the events of the past; we must understand them and use this understanding as we move into the future.
It is important to remember the context of these past events. All of us remember the horror of 9/11. For months afterwards we did not have a clear understanding of the enemy we were dealing with, and our every effort was focused on preventing further attacks that would kill more Americans. It was during these months that the CIA was struggling to obtain critical information from captured al Qa’ida leaders, and requested permission to use harsher interrogation methods. The OLC memos make clear that senior legal officials judged the harsher methods to be legal.
Those methods, read on a bright, sunny, safe day in April 2009, appear graphic and disturbing. As the President has made clear, and as both CIA Director Panetta and I have stated, we will not use those techniques in the future. But we will absolutely defend those who relied on these memos and those guidelines.
As a young Navy officer during the Vietnam years, I experienced public scorn for those of us who served in the Armed Forces during an unpopular war. Challenging and debating the wisdom and policies linked to wars and warfighting is important and legitimate; however disrespect for those who serve honorably within legal guidelines is not. I remember well the pain of those of us who served our country even when the policies we were carrying out were unpopular or could be second-guessed.
We in the Intelligence Community should not be subjected to similar pain. Let the debate focus on the law and our national security. Let us be thankful that we have public servants who seek to do the difficult work of protecting our country under the explicit assurance that their actions are both necessary and legal.
There will almost certainly be more public attention about the actions of intelligence agencies in the past. What we must do is make it absolutely clear to the American people that our ethos is to act legally, in as transparent a manner as we can, and in a way that they would be proud of if we could tell them the full story.

Vice President Biden Outlines Funding for Smart Grid Initiatives
Announces plans for nearly $4 billion in technology deployment, monitoring and viability

Washington, DC – Vice President Joe Biden, on a visit to Jefferson City, Missouri, today with Commerce Secretary Gary Locke, detailed plans by the Department of Energy to develop a smart, strong and secure electrical grid, which will create new jobs and help deliver reliable power more effectively with less impact on the environment to customers across the nation. As part of the American Recovery and Reinvestment Act, the Vice President outlined plans to distribute more than $3.3 billion in smart grid technology development grants and an additional $615 million for smart grid storage, monitoring and technology viability.

“We need an upgraded electrical grid to take full advantage of the vast renewable resources in this country – to take the wind from the Midwest and the sun from the Southwest and power areas across the country,” said Vice President Biden. “By investing in updating the grid now, we will lower utility bills for American families and businesses, lessen our dependence on foreign oil and create good jobs that will drive our economic recovery – a strong return on our investment.”

On the visit to Jefferson City today, Secretary Locke also announced plans for a Smart Grid meeting in Washington, D.C. that he will chair with Energy Secretary Steven Chu. The event, which will take place in early May, will bring together leaders from key stakeholders’ organizations, largely from private industry, to begin a critical discussion about developing industry-wide standards that will enable the Smart Grid to become a reality. Additionally, industry leaders at the meeting will be expected to pledge to harmonize industry standards critical to developing the smart grid, commit to a timetable to reach a standards agreement and abide by the standards devised.

The meeting will provide a forum for industry leaders to move toward an industry standards agreement critical to developing the Smart Grid. Additional meetings of industry staff on May 19-20 are planned to make further progress on a standards agreement.

"A smart electricity grid will revolutionize the way we use energy, but we need standards in place to ensure that all this new technology is compatible and operating at the highest cybersecurity standards to protect the smart grid from hackers and natural disasters," Locke said. "The Recovery Act will fund the development of those standards so the exciting technology can finally take off."

Under the Energy Independence and Security Act of 2007, the Commerce Department's National Institute of Standards and Technology (NIST) is responsible for assisting with the development of a framework for standards associated with Smart Grid systems and devices.

As part of Vice President Biden's announcement, the Department of Energy released a Notice of Intent (NOI) for the DOE Smart Grid Investment Grant Program, as well as a draft Funding Opportunity Announcement from the Department for a smart grid regional demonstration initiative. Together these efforts will help implement technologies aimed at transforming how electricity providers operate their systems, offer options for increased energy storage and accelerate the integration of renewable energy sources like wind and solar power with the electrical grid.

“A modernized electrical grid will provide the necessary tools for system operators to analyze and resolve problems quickly,” Chu said. ”It will also expedite how we deliver renewable power to consumers, thus reducing the environmental impacts of generating electricity.”

These investments will help implement the necessary digital upgrades in the home and on the electric grid, enabling it to be more efficient, resilient, and secure. They will also help make the grid capable to effectively integrate renewable supplies, plug in electric and hybrid vehicles, and energy management technologies, ultimately reducing energy infrastructure requirements and our dependence on foreign oil.

$3.375 billion for Smart Grid Investment Grant Program

DOE’s Smart Grid Investment Grant Program will provide grants ranging from $500,000 to $20 million for smart grid technology deployments. It will also provide grants of $100,000 to $5 million for the deployment of grid monitoring devices. This program provides matching grants of up to 50 percent for investments planned by electric utilities and other entities to deploy smart grid technologies. The program will use a competitive, merit-based process to select qualified projects to receive funding.

Eligible applicants include, but are not limited to, electric utilities, companies that distribute or sell electricity, organizations that coordinate or control grid operations, appliance and equipment manufacturers, and firms that wish to install smart grid technology. There will be a 20-day public comment period on the Notice of Intent; the Department will use feedback to finalize the grant program structure and subsequent solicitation. $615 million for Smart Grid Demonstration Projects

The draft Funding Opportunity Announcement is for smart grid demonstrations in three areas:

• Smart Grid Regional Demonstrations will quantify smart grid costs and benefits, verify technology viability, and examine new business models.

• Utility-Scale Energy Storage Demonstrations can include technologies such as advanced battery systems, ultra-capacitors, flywheels, and compressed air energy systems, and applications such as wind and photovoltaic integration and grid congestion relief.

• Grid Monitoring Demonstrations will support the installation and networking of multiple high-resolution, time-synchronized grid monitoring devices, called phasor measurement units, that allow transmission system operators to see, and therefore influence, electric flows in real-time.

Each demonstration project must be carried out in collaboration with the electric utility that owns the grid facilities. An integrated team approach that includes, for example, products and services suppliers, end users, and state and municipal governments, is encouraged. The projects require a cost share of at least 50 percent of non-federal funds.

Revenue Ruling 2009-11 provides that differential pay that employers pay to their employees that leave their job to go on active military duty is subject to income tax withholding, but is not subject to Federal Insurance Contributions Act (“FICA”) or Federal Unemployment Tax Act (“FUTA”) taxes. Additionally, the ruling provides that employers may use the aggregate procedure or optional flat rate withholding to calculate the amount of income taxes required to be withheld on these payments, and that these payments must be reported on Form W-2.

Revenue Ruling 2009-11 will be in IRB 2009-18, dated May 4, 2009.

Issue Number: IR-2009-042 Tax Credit for Ford Hybrids Begins Phase-Out

WASHINGTON — The tax credit for hybrid passenger automobiles and light trucks manufactured by Ford Motor Company has begun to phase out for purchases made after March 31, 2009.
Taxpayers may claim the full amount of the credit only on purchases made before April 1, 2009, because the total number of vehicles sold reached the 60,000 vehicle threshold in the last quarter of 2008. The cumulative sales of qualified Ford hybrid vehicles sold from the period of Jan. 1, 2006, to Dec. 31, 2008 is 66,157.
For vehicles purchased for use or lease on or after April 1, 2009, and on or before Sept. 30, 2009, the credit is 50 percent of the full amount. For vehicles purchased for use or lease on or after Oct. 1, 2009, and on or before March 31, 2010, the credit is 25 percent of the full amount. For vehicles purchased for use or lease on or after April 1, 2010, no credit is allowable.
The full credit amount for vehicle purchases made prior to April 1, 2009 is:
2005, 2006, 2007 Ford Escape 2WD, $2,600;
2008, 2009 Ford Escape 2WD, $3,000;

Majority Leader Hoyer Announces Staff Changes

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) announced today that he has promoted Floor Assistant Austin Burnes to Deputy Floor Director and Staff Assistant Michael Eisenberg to Floor Assistant. Burnes will replace Alexis Covey-Brandt, who was recently promoted to Floor Director.

In announcing the promotions of Burnes and Eisenberg, Hoyer said: “Austin and Michael are both valued members of my staff and I am confident that they will continue to serve both my office and the Democratic Caucus well in their new roles.”

Austin Burnes joined Leader Hoyer’s staff in 2005, where he has worked as a staff assistant, special assistant and floor assistant. He is a graduate of Wake Forest University, where he earned a bachelor's degree in political science.

Michael Eisenberg has worked as a staff assistant in the Majority Leader’s office for the past two years. Eisenberg, a native of Philadelphia, earned a bachelor’s degree in political science from the University of Pennsylvania.

Secretary Chu Announces $41.9 Million to Spur Growth of Fuel Cell Markets
WASHINGTON, DC &SHY;– To expand the use of clean and renewable energy sources and reduce America’s dependence on foreign oil, Energy Secretary Steven Chu today announced $41.9 million in American Recovery and Reinvestment Act funding for fuel cell technology.
These efforts will accelerate the commercialization and deployment of fuel cells and will create jobs in fuel cell manufacturing, installation, maintenance, and support services. The new funding will improve the potential of fuel cells to provide power in stationary, portable and specialty vehicle applications, while cutting carbon emissions and broadening our nation’s clean energy technology portfolio.
“The investments we’re making today will help us build a robust fuel cell manufacturing industry in the United States,” said Secretary Chu. “Developing and deploying the next generation of fuel cells will not only create jobs – it will help our businesses become more energy efficient and productive. We are laying the foundation for a green energy economy.”
The $41.9 million will support immediate deployment of nearly 1,000 fuel cell systems for emergency backup power and material handling applications (e.g., forklifts) that have emerged as key early markets in which fuel cells can compete with conventional power technologies. Additional systems will be used to accelerate the demonstration of stationary fuel cells for combined heat and power in the larger residential and commercial markets.
The increase in manufacturing volume in key early markets will also bring costs down and encourage the growth of a domestic supplier base. A variety of technologies will be developed and deployed, including polymer electrolyte, solid oxide and direct-methanol fuel cells.
The funding includes:
$41.9 million from President Obama’s American Recovery and Reinvestment Act to fund 13 projects to deploy fuel cells – helping to build a consumer base for U.S. fuel cell manufacturers.
Approximately $72.4 million in cost-share funding from industry participants—for a total of nearly $114.3 million. This cost share demonstrates private sector commitment to developing and deploying these clean, energy efficient technologies.

Secretary Chu to Join President Obama in Mexico and Trinidad and Tobago
Will highlight need for cooperation to address shared energy issues and climate change
Washington, DC – US Energy Secretary Steven Chu will travel with President Obama to Mexico City, Mexico, Port of Spain, Trinidad this week to highlight the Administration's commitment to working with our partners in the region to address our shared energy, economic, security and climate challenges.
On Thursday, April 16, Secretary Chu will accompany President Obama to Mexico City for bilateral talks with President Felipe Calderón and Mexican Energy Minister Georgina Kessel on the important partnership between the two countries on economic and security issues as well as on matters related to energy and climate change.
On Friday, Secretary Chu will travel with President Obama to Port of Spain, Trinidad for the 5th Summit of the Americas where he will highlight the important energy challenges and opportunities the region faces, and emphasize the need to form dynamic partnerships with countries in the hemisphere who are willing to work with the United States to reduce our dependence on oil, make our economies more energy efficient and address the global climate crisis.

Births: Preliminary Data for 2007
This report presents preliminary data for 2007 on births in the United States. U.S. data on births are shown by age, live-birth order, race, and Hispanic origin of mother. Data on marital status, cesarean delivery, preterm births, and low birthweight are also presented. The birth rate for U.S. teenagers 15-19 years rose again in 2007 by about 1 percent, to 42.5 births per 1,000. The birth rate for teenagers 15-17 and 18-19 years each increased by 1 percent in 2007, to 22.2 and 73.9 per 1,000, respectively. The rate for the youngest group, 10-14 years, was unchanged.

Hoyer Statement on Tax Day

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today:

“The Obama Administration and the Democratic Congress have moved swiftly this year to provide tax relief to millions of families struggling to make ends meet during this recession. We began the year with the American Recovery and Reinvestment Act, which focused on assisting working families. This bill included the Making Work Pay tax credit that is already showing up as additional money in the paychecks of working Americans, tax incentives for small businesses to maintain and create jobs, and tax credits to help families send their children to college.

“In the budget passed a few weeks ago, Democrats expanded tax relief for the middle class with $1.5 trillion in tax cuts. Provisions in the budget also protect families from the Alternative Minimum Tax and close corporate tax loopholes to ensure that everyone pays their fair share, while ensuring that our policies do not add to the deficit.

“As we work to address the economic crisis and its impact on Americans, I am pleased that President Obama has asked Paul Volcker and his Economic Recovery Board to look at ways to make our tax code more simple and fair. I look forward to working with the Administration as this review moves forward so that we implement a system that helps Americans and protects their interests.”

Overview

Oracle products and components are affected by multiple
vulnerabilities. The impacts of these vulnerabilities include
remote execution of arbitrary code, information disclosure, and
denial of service.

 

I. Description

The Oracle Critical Patch Update Advisory - April 2009 addresses 43
vulnerabilities in various Oracle products and components. The
document provides information about affected components, access and
authorization required for successful exploitation, and the impact
from the vulnerabilities on data confidentiality, integrity, and
availability.

Oracle has associated CVE identifiers with the vulnerabilities
addressed in this Critical Patch Update. If significant additional
details about vulnerabilities and remediation techniques become
available, we will update the Vulnerability Notes Database.

 

II. Impact

The impact of these vulnerabilities varies depending on the
product, component, and configuration of the system. Potential
consequences include the execution of arbitrary code or commands,
information disclosure, and denial of service. Vulnerable
components may be available to unauthenticated, remote attackers.
An attacker who compromises an Oracle database may be able to
access sensitive information.

 

III. Solution

Apply the appropriate patches or upgrade as specified in the Oracle
Critical Patch Update Advisory - April 2009. Note that this
document only lists newly corrected issues. Updates to patches for
previously known issues are not listed.

FORMER REPRESENTATIVE HEATHER WILSON AWARDED NATIONAL INTELLIGENCE SUPERIOR PUBLIC SERVICE MEDAL

Former New Mexico U.S. Representative Heather Wilson received the National Intelligence Superior Public Service Medal (NISPSM) from Director of National Intelligence Dennis C. Blair in a ceremony today at ODNI headquarters.

Rep. Wilson was a member of the House Permanent Select Committee on Intelligence and the House Armed Services Committee during her more than ten years in Congress, which included her leadership of the Subcommittee on Technical and Tactical Intelligence as chairman and ranking member. She served in Congress from June 1998 until Jan. 2009.

“This award recognizes Congresswoman Wilson’s years of service to both our Nation and to the Intelligence Community,” said Director Blair. “Her support, insight and dedication have transformed our Community to meet today’s new intelligence challenges.”

Rep. Wilson was recognized as a staunch defender of research and development, according to Vice Admiral Robert Murrett, director, National Geospatial-Intelligence Agency, who recommended her for the award. “She understood the critical importance of performing cutting-edge R&D to create an IC capable of understanding and defeating our adversaries of the future while simultaneously working tirelessly to protect America and her allies today,” he said

“Thank you very much for this honor,” stated Rep. Wilson. “Intelligence is our Nation’s first line of defense. I want to personally thank the men and women who serve in the Intelligence Community. It is this Community that has not only kept my family safe, but our entire country safe.”

The NISPSM recognizes superior service to the Intelligence Community from non-career Federal employees, private citizens and foreign nationals not employed by an IC organization. The ODNI established the award on Oct. 1, 2008 to acknowledge individuals who render extraordinary service at considerable personal sacrifice and who are motivated by patriotism, good citizenship or a sense of public responsibility.

The Director of National Intelligence oversees the 16 federal organizations that make up the Intelligence Community. The DNI also manages the implementation of the National Intelligence Program. Additionally, the DNI serves as the principal adviser to the president, the National Security Council and the Homeland Security Council on intelligence issues related to national security.
