EXPEDITED FINANCING FOR SALES TO ANGOLAN BUYERS
U.S. Ambassador Hails Move As "Another
Indication of
U.S. Confidence in Angola's Future"
Washington, D.C. --- U.S. exporters will realize significant
savings in processing time connected with their sales to Angolan
buyers thanks to a newly-authorized $120 million facility involving
the Export-Import Bank of the United States (Ex-Im Bank) and
four Angolan banks.
The facility authorized today by Ex-Im Bank's board of directors
provides Special Delegated Authority for short- and medium-term
private sector transactions covering four banks: Banco Africano
de Investimentos (BAI); Banco Espirito Santo Angola (BESA); Banco
de Fomento Angola (BFA); and, Banco de Poupança e Crédito
(BPC). The $120 million will be allocated equally among the four
banks.
"We see tremendous sales opportunities for American exporters,
particularly for companies selling products and services aimed
at oil and gas services, infrastructure development and agriculture,"
said J. Joseph Grandmaison, member of the Ex-Im Bank board of
directors. "This facility will enhance our exporters' ability
to more quickly capitalize on these opportunities."
U.S. Ambassador to Angola Dan Mozena said the action by Ex-Im
Bank "reflects the continuing confidence of the United States
in Angola's bright future" .
"This credit facility will provide Angola's private sector
expedited access to top quality American goods and services,
including sectors beyond oil and gas. This is especially timely
as Angola continues its massive reconstruction program so more
Angolans can
share in the country's tremendous natural wealth," Ambassador
Mozena said.
Ambassador Mozena urged Angolan businesses to explore the benefits
available under this facility, noting that Bank officials have
said that they are prepared to consider increasing the amounts
available to the Angolan banks.
U.S. businesses interested in more information about export finance

Bank authorized more than $555.3 million in export-credit insurance

Hoyer Statement on the Family Smoking
Prevention and Tobacco Control Act
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
House passage of the Family Smoking Prevention and Tobacco Control
Act:
I applaud the Houses passage of the Family Smoking
Prevention and Tobacco Control Act, legislation that is important
for the health of millions of Americans. This bill gives the
Food and Drug Administration authority over tobacco products,
including the authority to approve new products and regulate
tobacco marketing, particularly to minors. Fewer Americans addicted
to tobacco means longer lives, better health, and lower health
care costs.
This bill has won wide support from numerous public health
organizations, and even some tobacco companies themselves. As
Nancy Brown, CEO of the American Heart Association said, the
legislation passed today puts the tobacco industry under the
only agency that has the experience and know-how to regulate
it. Given its huge impact on public health, tobacco clearly
belongs under the FDA umbrella. I urge the Senate to pass this
bill, so that Congress can send it to President Obamas
desk.

AFPC officials launch improved Airmen Development Plan

RANDOLPH AIR FORCE BASE, Texas Active-duty officers
and soon civilians -- can now more effectively map their careers
with the recent phase two launch of the Airmen Development Plan.
The phase II version includes a new audit trail feature and the
ability to generate weekly e-mail notifications.
The ADP application was introduced in September 2007 for Air
Force officers and serves as an online planning application that
integrates numerous force development tools, such as electronic
records, duty histories, career planning diagrams, decoration
citations and assignment preferences, into one platform.
Reimplementation of the new audit trail feature allows Airmen
to identify the location of their ADP in the chain of command.
If a member cant remember when they last sent their
ADP in for review, this new version allows that person to know
exactly where it is in the ADP system, said Capt. Kimberly
Williams, mission support chief for force development at the
Air Force Personnel Center here.
Also, when Airmen submit their ADP to their supervisors, weekly
e-mail notifications now let their raters and reviewers know
they have an ADP waiting for their review. With the phase one
version, Airmen had to call or send separate e-mails to notify
them.
These changes help streamline processes and make it easier
for Airmen to manage their careers, said Captain Williams.
And, because ADP provides career snapshots, supervisors
can make solid career path recommendations by seeing what schools
and assignments those Airmen have had. Its all part of
force development.
While phase one of the ADP launch replaced the transitional officer
development plan, phase two will replace the transitional civilian
development plan sometime this fall. The T-CDP is a secure Web-based
tool that gives civilians the opportunity to indicate their personal
desires for experience, training and education opportunities.
They, in return, receive feedback on how those desires fit in
with Air Force goals and requirements.
Although they wont be used until later in the year,
civilians can now log into the new ADP version and fill out their
development plans, said Cliff Hogue, AFPCs civilian
development plan program manager. This Web-based application
will serve as a one-stop shop for civilian career broadening
opportunities, assignment choices, developmental education and
more. Instead of creating hard-copy documents, such as developmental
education applications, civilians will be able to perform those
tasks within the ADP program.
By using the ADPs, civilian development team members will be
able to access career briefs, career planning diagrams and all
other pertinent personnel information in an employees developmental
plan to help those employees identify their future career goals
and career development preferences.
Civilian leaders will be in a better position to nominate
members for career leadership and developmental education opportunities,
said Mr. Hogue. Our goal is to have a common operating
picture for military members, civilians, supervisors, commanders,
senior raters, as well as assignment, career field and development
teams. This system gives our senior raters instant access and
a single-system capability.
The new ADP version also incorporates the officer -- and soon
civilian -- developmental education application process in one
location. This process is the mechanism used to determine in-residence
attendance at both intermediate and senior developmental schools.
Air Force Form 3849 (Web-based for officers) and Air Force Form
4059 (hard copy for civilians) will still be used for the 2009
Developmental Education Cycle, but ADP will replace these methods
in March 2010.
All current information and roles within ADP have automatically
rolled over into the new version.
The ADP tool is found on the AFPC Secure Web site and the Air
Force Portal. Tutorials and frequently asked questions are available
on AFPC's Ask Web site by entering ADP
in the search function.

Victims until May 15 To File Tax Returns, Make Payments
WASHINGTON Victims of severe flooding
in Minnesota and North Dakota have an extra 30 days, until May
15, to file their 2008 individual tax returns and pay any taxes
due, the Internal Revenue Service announced today.
Because the flooding has occurred within close proximity to April
15 the nations tax day and the most significant
tax filing deadline of the year taxpayers and relief workers
directly impacted by the flooding will have until midnight May
15 to file and make payments associated with their 2008 individual
tax returns, otherwise due April 15, without incurring late filing
or payment fees and interest.
This relief applies to flood victims in the following counties
in Minnesota:
Clay, Kittson, Marshall, Norman, Polk, Traverse and Wilkin
and the following counties and Indian Reservations in North Dakota:
Adams, Barnes, Benson, Billings, Burleigh, Cass, Cavalier, Dickey,
Dunn, Emmons, Foster, Grand Forks, Grant, Hettinger, Kidder,
LaMoure, Logan, McIntosh, McKenzie, McLean, Mercer, Morton, Nelson,
Oliver, Pembina, Ramsey, Ransom, Richland, Sargent, Sioux, Stark,
Stutsman, Walsh, and Williams counties, and Standing Rock and
Spirit Lake Indian reservations
Affected taxpayers can mark paper tax returns with the words
severe storms, flooding. Taxpayers who e-file their
returns can use their softwares disaster feature,
if available.
Relief workers without an address of record in the areas listed
above need to call the IRS at 1-866-562-5227 and identify themselves
to the IRS before they file and or make payment.
The IRS will continue to monitor the situation and will take
further actions as necessary.

Conference on the Budget
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) joined Speaker Pelosi and Members of House
Leadership for a press conference on the House Democratic budget.
Below are his remarks as prepared for delivery:
We Democrats have been completely focused on the economic
crisis. That work has encompassed legislation to help families
provide health care for their children, to help women fight for
fair pay in the workplace, andmost importantlyto
create jobs.
The American Recovery and Reinvestment Act is projected
to create or save between 3 and 4 million jobs. It does that
through a combination of tax cuts for 95% of Americans, targeted
projects, and long-term investments.
Today, by passing the Democratic budget, we will continue
that work. Our budget builds on the foundation of the recovery
plan. It begins to bring down the cost of health care, which
helps businesses struggling to make ends meet deal with rising
health care costs and create jobs. It invests in energy independence,
including incentives for the development of new technologies
and the creation of new clean energy jobs. And it improves educational
opportunities from early childhood to college, which means that
American workers will be able to compete and win in the 21st-century
economy.
It is unfortunate that Republicans, in their budget, repeal
the recovery act and reduce jobs. Democrats know that those policies
are the wrong way to go. Our budget lays the groundwork for a
sustained, shared, and job-creating recovery.

Hoyer Statement on the House Democratic
Budget
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) spoke on the Floor today in support of the
House Democratic budget, which passed the House. Below are his
remarks as prepared for delivery:
Today, with the passage of this budget resolution, the
House has the opportunity to set Americas priorities for
years to come and build a sustainable, widely-shared recovery.
Along with the American Recovery and Reinvestment Act, this budget
is a key part of our return to prosperity; it provides the long-term
investments that will make prosperity last. Today we have a chance
to begin bringing down the cost of health care; breaking our
addiction to foreign oil; creating the best-prepared workforce
in the world; and returning America to fiscal health.
On health care, it is clear that rising costs are straining
American families and crippling American businesses. Family premiums
have more than doubled since 2000, and over the past five years,
our total health care spending has increased at more than twice
the rate of inflation, consuming more of our economy and our
budget each year. This budget is the start of efforts to reverse
that disastrous trend. It makes a significant down-payment on
reform, taking steps to lower health care costs, improve quality,
and expand access. Health care reform is also key to entitlement
reform, because we will never be able to control the growth in
Medicare and Medicaid spending as long as health care costs continue
to increase at more than twice the rate of inflation.
On energy, this budget increases support for energy independence
programs by 18%. That includes incentives for the development
of new technology and clean energy jobs; support for cutting-edge
research; funding to start on an energy-efficient, money-saving
national smart grid; and programs to help government from the
federal to the local level save energy and money.
On education, this budget builds upon the investments made
in President Obamas recovery plan with additional support
for early childhood education, elementary and secondary school
students, and efforts to help more Americans obtain a college
degree. It expands access to early childhood programs, makes
college more affordable with increased Pell Grants, and promotes
job-training and significant education reform. A lasting recovery
isnt simply about ending the turmoil in our financial marketsits
about having workers who are prepared to compete in the 21st-century
economy with anyone in the world.
Finally, this budget reverses the irresponsible Republican
policies that turned record surpluses into record deficits and
puts us back on a fiscally sustainable path. That begins with
an honest accounting of where we arean assessment that
takes into account the cost of two wars. From that honest foundation,
the budget cuts the deficit from 10.5% of GDP in 2009 to 3.5%
of GDP in 2013. In other words, we cut the deficit by nearly
two-thirds. We do so by restraining spending, investing in oversight
that saves taxpayer money, and, most importantly, reinstating
the pay-as-you-go rule in law and requiring that new initiatives
be paid for. Our government must pay for what it buys.
Republicans, by contrast, would abandon that discipline
in favor of a $3.6 trillion tax cut, which the non-partisan Tax
Policy Center calls by far, the largest tax cut in historyone
that goes almost exclusively to the richest Americans. Paying
for tax breaks like those, as Mr. Ryan proposes to do, would
require deep cuts to vital services. So taking the massive tax
breaks to their logical conclusion, Republicans support cutting
Medicare, Medicaid, and a host of other essential programs that
are critical to our economic recovery. As the Washington Post
notes today, the Ryan substitute would freeze most government
spending for five years, halt spending approved in the economic
stimulus package, and slash federal health programs for the poor
and elderly.
When Republicans claim their budget will create jobs, they
conveniently ignore the impact that the deep spending cuts in
their plan would have on jobs. Virtually all economists, including
conservatives such as Milton Friedman, agree that government
spending during a recession creates jobs. In fact, when we use
the model of the conservative Heritage Foundation and take into
account both tax cuts and spending cuts, we find that the Republican
plan destroys jobs.
Of course, Republicans have another option to finance their
tax breaksincreasing our deficit and piling up our debt
even higher. That would be in keeping with the fiscal ideology
that has dominated among Republicans as long as I have served
in this House, the dogma summed up by Vice President Cheney:
Reagan proved deficits dont matter.
Our country has come to see the foolishness of that beliefand
I think it has also come to see that only one party has a track
record of responsibly reducing deficits. Chairman Spratt put
it well: Republicans turn surpluses into deficits. Democrats
turn deficits into surpluses.
The Republican case on substance is truly weakand
their argument on process is weaker. Republicans have repeatedly
decried this budgets use of the reconciliation process
to provide for a majority, up-or-down vote on health care and
education if Congress has not reached agreement on these issues
so critical to our economic recovery. But the truth is that both
parties have used reconciliation to implement the policies assumed
in budget resolutions. Under President Bush, it was the Republican
option of first resort to pass irresponsible tax cuts; under
this budget, it is simply a fallback if partisanship blocks progress.
I urge my colleagues to vote for this budgetone of
the most important votes they will take in this Congress. This
is our chance to build the foundation for recovery and plan wisely
for the long term. We cannot miss it.
