IFDP967: Biofuels Impact on Crop and Food Prices: Using an Interactive Spreadsheet

This paper examines the effect that biofuels production has had on commodity and global food prices. The innovative contribution of this paper is the interactive spreadsheet that allows the reader to choose the assumptions behind the estimates. By allowing the reader to choose the country, time period, supply and demand elasticities, and the size of indirect effects we explicitly illustrate the sensitivity of the estimated effect of biofuels production on prices. Our best estimates suggest that the increase in biofuels production over the past two years has had a sizeable impact on corn, sugar, barley and soybean prices, but a much smaller impact on global food prices. Over the past two years (ending June 2008), we estimate that the increase in worldwide biofuels production pushed up corn, soybean and sugar prices by 27, 21 and 12 percentage points respectively. The countries that account for most of the upward pressure on these prices are the United States and Brazil. Our best estimates suggest that the increase in U.S. biofuels production (ethanol and biodiesel) pushed up corn prices by more than 22 percentage points and soybean prices (soybeans and soybean oil) by more than 15 percentage points, while the increase in EU biofuels production pushed corn and soybean prices up around 3 percentage points. Brazils increase in sugar-based ethanol production accounts for the entire rise in the price of sugar. Although biofuels had a noticeable impact on individual crop prices, they had a much smaller impact on global food prices. Our best estimate suggests that the increase in worldwide biofuels production over the past two years accounts for just over 12 percent of the rise in the IMFs food price index. The increase in U.S. biofuels production accounts for roughly 60 percent of this effect, while Brazil accounts for 14 percent and the EU accounts for 15 percent. The key take-away point is that nearly 90 percent of the rise in global food prices comes from factors other than biofuels.

Department of Energy Announces Completion of World’s Largest Laser

Certification of National Ignition Facility Marks Major Milestone in Scientific Advancement

WASHINGTON, DC – The Department of Energy today announced that the National Nuclear Security Administration (NNSA) has certified the completion of the historic effort to build the world’s largest laser. Housed at the Department of Energy’s Lawrence Livermore National Laboratory, the National Ignition Facility (NIF) is expected to allow scientists to achieve fusion ignition in the laboratory, obtaining more energy from the target than is provided by the laser. The completion of NIF opens the door to scientific advancement and discovery that promises to enhance our national security, could help break America’s dependence on foreign oil, and will lead to new breakthroughs in the worlds of astrophysics, materials science and many other scientific disciplines.

“Completion of the National Ignition Facility is a true milestone that will make America safer and more energy independent by opening new avenues of scientific advancement and discovery,” said NNSA Administrator Thomas D’Agostino. “NIF will be a cornerstone of a critical national security mission, ensuring the continuing reliability of the U.S. nuclear stockpile without underground nuclear testing, while also providing a path to explore the frontiers of basic science, and potential technologies for energy independence.”

NIF is a critical part of NNSA’s mission of maintaining the safety and reliability of our nuclear deterrent without conducting nuclear testing. The United States has not deployed a new nuclear weapon in over 20 years, nor conducted an underground nuclear test since 1992. Instead, scientists at the NNSA maintain the warheads in the stockpile well beyond their original life by using sophisticated supercomputers and facilities that test the safety, security and reliability of U.S. weapons in NNSA laboratories.

With NIF, scientists will be able to evaluate key scientific assumptions in current computer models, obtain previously unavailable data on how materials behave at temperatures and pressures like those in the center of a star, and help validate NNSA’s supercomputer simulations by comparing code predictions against observations from laboratory experiments.

Because of its groundbreaking advance in technology, NIF also has the potential to produce breakthroughs in fields beyond national security. It may help advance fusion energy technology, which could be an element of making the United States energy independent. It could also help scientists better understand the makeup of stars It could also help scientists better understand the makeup of stars and giant planets both within and outside our solar system.

The stadium-sized NIF is capable of focusing all of its 192 individual beams, each about 40 centimeters square, into a spot about one-half millimeter in diameter at the center of its 10 meter diameter target chamber. NIF has the ability to deliver large amounts of energy with extreme precision in billionths of a second.

NIF has already produced historic scientific advances. Earlier this month, NIF became the first fusion laser in the world to break the megajoule barrier (a megajoule is the energy consumed by 10,000 100-watt light bulbs in one second) by delivering 1.1 million joules of ultraviolet energy to the center of its target chamber – more than 25 times more energy than the previous record-holder.

Top Ten Tips for Last Minute Filers
With the tax filing deadline close at hand, here are the top 10 tips for taxpayers still working on their tax return.
E-file your return. Consider filing electronically instead of using paper tax forms. Choosing to e-file is the best way to ensure your return is accurate and complete.
Review tax ID numbers. Remember to carefully check all identification numbers on your return. Incorrect or illegible Social Security Numbers can delay or reduce a tax refund.
Double-check your figures. Whether you are filing electronically or by paper, review all the amounts you transferred over from your W-2 or 1099.
Review your math. Taxpayers filing paper returns should also double-check that they have correctly figured the refund or balance due and have used the right figure from the tax table.
Sign and date your return. Both spouses must sign a joint return, even if only one had income. Anyone paid to prepare a return must also sign it.
Choose Direct Deposit. To get your refund quicker, select Direct Deposit and the IRS will deposit your refund directly into your bank account.
How to make a payment. People sending a payment should make the check out to "United States Treasury" and should enclose it with, but not attach it to the tax return or the Form 1040-V, Payment Voucher, if used. Write your name, address, SSN, telephone number, tax year and form number on the check or money order.
File an extension. Taxpayers who will not be able to file a return by the April deadline should request an extension of time to file. Remember, the extension of time to file is not an extension of time to pay.
Visit the IRS Web site. IRS.gov has forms, publications and helpful information on a variety of tax subjects, which is available around the clock on the IRS.gov.
Review your return….one more time. Before you seal the envelope or hit send, go over all the information on return again. Errors may delay the processing of your return, so it’s best for you to make sure everything on your return is correct.

Top Ten Tips about IRA Contributions
There is still time to make contributions to your traditional Individual Retirement Arrangement, better known as an IRA. Below are the top ten things you should know about money you put aside for retirement in an IRA.
You may be able to deduct some or all of your contributions to your IRA and you also may be eligible for a tax credit equal to a percentage of your contribution.
Contributions can be made to your traditional IRA at any time during the year or by the due date for filing your return for that year, not including extensions. For most people, this means contributions for 2008 must be made by April 15, 2009.
The amount of funds in your IRA are generally not taxed until you receive distributions from that IRA.
To figure your deduction for IRA contributions, use the worksheets in the instructions for the form you are filing.
For 2008, the most that can be contributed to your traditional IRA generally is the smaller of the following amounts: $5,000 or the amount of your taxable compensation for the year. Taxpayers who are 50 or older can contribute up to $6,000.
Use Form 8880, Credit for Qualified Retirement Savings Contributions, to determine whether you are also eligible for a tax credit.
You cannot deduct an IRA contribution or claim the Credit for Qualified Retirement Saving Contributions on Form 1040EZ; you must use either Form 1040A or Form 1040.
To contribute to a traditional IRA, you must be under age 70 1/2 at the end of the tax year.
You must have taxable compensation, such as wages, salaries, commissions and tips. If you file a joint return, only one of you needs to have compensation.
Refer to IRS Publication 590, Individual Retirement Arrangements, for information on the amounts you will be eligible to contribute to your IRA account.

Special Tax Break Available for New Car Purchases This Year

WASHINGTON — The Internal Revenue Service announced today that taxpayers who buy a new passenger vehicle this year may be entitled to deduct state and local sales and excise taxes paid on the purchase on their 2009 tax returns next year.
“For those thinking about buying a new car this year, this deduction may give them a little more drive to make their purchase this year,” said IRS Commissioner Doug Shulman. “This deduction enables taxpayers to buy now and get cash back later on their tax returns.”
The deduction is limited to the state and local sales and excise taxes paid on up to $49,500 of the purchase price of a qualified new car, light truck, motor home or motorcycle.
The amount of the deduction is phased out for taxpayers whose modified adjusted gross income is between $125,000 and $135,000 for individual filers and between $250,000 and $260,000 for joint filers.
IRS also alerted taxpayers that the vehicle must be purchased after Feb. 16, 2009, and before Jan. 1, 2010, to qualify for the deduction.
The special deduction is available regardless of whether a taxpayer itemizes deductions on their return. The IRS reminded taxpayers the deduction may not be taken on 2008 tax returns.

Energy Secretary Chu Announces $6 Billion in Recovery Act Funding for Environmental Cleanup

New Funding Will Create Jobs and Accelerate Cleanup Efforts

WASHINGTON, DC -- Energy Secretary Steven Chu today announced $6 billion in new funding under the American Recovery and Reinvestment Act to accelerate environmental cleanup work and create thousands of jobs across 12 states. Projects identified for funding will focus on accelerating cleanup of soil and groundwater, transportation and disposal of waste, and cleaning and demolishing former weapons complex facilities.

“These investments will put Americans to work while cleaning up contamination from the cold war era,” said Secretary Chu. “It reflects our commitment to future generations as well as to help local economies get moving again.”

These projects and the new funding are managed by the Department’s Office of Environmental Management, which is responsible for the risk reduction and cleanup of the environmental legacy from the nation’s nuclear weapons program, one of the largest, most diverse and technically complex environmental programs in the world.

The states and DOE sites that will receive this funding include:

· Washington (Total funding $1.961 billion)

Richland Operations Office ($1.635 billion) - Demolish nuclear facilities and support facilities, remediate waste sites, remediate contaminated groundwater, and retrieve solid waste from burial grounds. Accelerate cleanup of facilities, waste sites, and groundwater along the Columbia River to support shrinking the active area of cleanup at the 586-square-mile Hanford Site to 75 square miles or less by 2015.

Office of River Protection ($326 million) - Accelerate design and construction of infrastructure and systems to transfer radioactive liquid waste from aging underground tanks to a waste treatment facility for immobilization and disposal. Accelerate design for the high level waste storage facility. Upgrade the effluent treatment facility to continue waste volume reduction operations and the 222-S Analytical Laboratory to allow continued retrieval of waste from aging single-shell tanks. Develop single-shell tank integrity programs for safe storage of waste.

 

· South Carolina (Total funding $1.615 billion)

Savannah River Site ($1.615 billion) - Accelerate decommissioning of nuclear facilities and contaminated areas throughout the Site, including in-place decommissioning of two nuclear materials production reactors. Recovery Act work includes shipping more than 4,500 cubic meters of waste out of South Carolina and will reduce the site’s industrial area by 40 percent, or 79,000 acres, by September 2011.

 

· Tennessee (Total funding $755 million)

Oak Ridge ($755 million) - At the East Tennessee Technology Park, Oak Ridge National Laboratory and Y-12 sites, accelerate demolition and disposal of remaining uranium enrichment plant buildings, surplus Manhattan Project era buildings, and highly contaminated uranium processing buildings, and perform soil remediation to protect area groundwater. Accelerate cleanup of the most significant sources of off-site mercury release to East Fork Poplar Creek to prevent further contamination of the area.

· Idaho (Total funding $468 million)

Idaho National Laboratory ($468 million) - Accelerate demolition of excess nuclear and radiological facilities resulting in a footprint reduction of more than 800,000 square feet. Retrieve targeted waste per the Agreement with the state of Idaho and accelerate the shipment of waste offsite for disposal.

· New Mexico (Total funding $384 million)

Carlsbad (WIPP-$172 million) - Accelerate completion of legacy transuranic waste shipment preparation and shipments to the Waste Isolation Pilot Plant repository from one large quantity site and seven small quantity sites. Accelerate shipments from four other large quantity sites.

Los Alamos National Laboratory (LANL-$212M) - Demolish 35 buildings and structures across the complex, reducing the footprint by more than 260,000 square feet.

New York (Total funding $148 million)
Brookhaven ($42 million) - Demolish surplus ancillary structures associated with a nuclear research reactor. Remove contaminated soil and buried pipelines and dispose of off-site, protecting the surrounding soil and groundwater.

Separations Process Research Unit (SPRU) ($32 million) – Cleanup the North Field Land Area removing contaminated soil for off-site disposal, performing sampling to confirm cleanup results and re-grading and re-seeding the area.

West Valley ($74 million) - Design and construct a storage system for high-level waste canisters and move high-level waste canisters from the former waste treatment facility to the new system, allowing the former treatment facility to be decontaminated and demolished earlier than planned. Begin demolition of former process buildings and install a system to prevent migration of groundwater contamination. Accelerate radioactive waste treatment and disposal activities to shrink the area of site contamination.

 

Ohio (Total funding $138 million)
Miamisburg ($20 million) - Complete remediation of Operable Unit 1 (historic landfill).

Portsmouth ($118 million) - Demolish surplus facilities, including electrical switchyard structures, cooling towers, and one pump house, and clean up 65 acres of contaminated soils. Remove the source of the highest contaminant concentration groundwater plume on site, preventing further potential groundwater contamination.

· Utah (Total funding $108 million)

Moab ($108 million) - Accelerate removal of uranium mill tailings away from the Colorado River and dispose of an additional two million tons of mill tailings by 2011, accelerating site cleanup by several years. The Recovery Act work will be accomplished by increasing the number of railcars and shipments.

· Illinois (Total funding $99 million)

Argonne National Laboratory ($99 million) - Accelerate demolition of excess contaminated facilities and waste cleanout activities several years early.

· Kentucky (Total funding $79 million)

Paducah ($79 million) - Remove and dispose of large process equipment and demolish surplus chemical processing facilities, shrinking the area of contamination prior.

· California (Total funding $62 million)

ETEC ($54 million) -Provide funding for the U.S. Environmental Protection Agency to conduct radiological assessments necessary to complete an environmental impact statement and enable completion of site cleanup.

Stanford Linear Accelerator Center (SLAC) ($8 million) - Accelerate excavation and disposal of contaminated soil and accelerate installation of groundwater treatment systems.

· Nevada (Total funding $44 million)

Nevada Test Site ($44 million) - Identify waste characteristics within the soil at three corrective action sites and install groundwater monitoring wells to provide additional data on groundwater contamination to support future cleanup work. Demolish three major facilities and two smaller structures, removing contaminated materials.

· Multiple States (Total funding $69 million)

Uranium Thorium Payments, Statutory Reimbursement ($69 million) - Reimburse cleanup costs to companies that formerly processed uranium and thorium for sale to the federal government. These payments may allow companies to accelerate completion of site cleanup work.

· Management & Oversight/Reserve at Headquarters and Sites (Total funding $70 million)

Cooperative Conservation Partnership Initiative
Grant Applications Due April 23


Madison, WI…….Cooperative Conservation Partnership Initiative (CCPI) Grants offer a unique opportunity for non-profit groups, conservation organizations and others to leverage federal funding for their local or regional conservation projects. The funding for these grants comes from the U. S. Department of Agriculture Natural Resources Conservation Service through two of its programs, the Environmental Quality Incentives Program (EQIP) and the Wildlife Habitat Incentives Program (WHIP). The purpose of the grant must fit within the purposes of those programs, and it must meet some natural resource priority for the state.

The CCPI funds work best to supplement or expand an existing project, since these funds are intended for eligible landowners for EQIP or WHIP conservation work. The funds are for costsharing only and cannot be used for staffing or other organization expenses.

Proposals for state projects must be submitted to the Wisconsin State Conservationist by April 23. Multi-state and national projects must be submitted to the NRCS National Office in Washington, D.C. by the same date. In addition, USDA is seeking comment on how CCPI can contribute toward new methods of renewable energy production and conservation, reduce the effects of climate change, and reduce net carbon and greenhouse gas emissions. Comments must be submitted by April 8.

Under this program, NRCS enters into multi-year agreements with eligible partners for conservation on agricultural and non-industrial private forest lands. Partners may include state and local units of governments, producer associations, farmer cooperatives, federally recognized American Indian tribes, colleges and universities and non-governmental organizations with a history of working closely with producers.

For Wisconsin projects, $1.1 million in EQIP funding, and $52,910 in WHIP funding is available this year. Multi-state projects are funded at the national level. Worden Testifies on Capitol Hill

On Thursday, March 26, USIP program officer Scott Worden testified on human rights in Afghanistan before the United States Mission to the Organization for Security and Cooperation in Europe, better known as the Helsinki Commission. In his briefing, Worden discussed four areas of Afghan governance that must improve as a foundation for strong and stable human rights: fighting corruption, ensuring free and fair elections, pursuing transitional justice and reconciliation, and reforming the justice system.

Hoyer Statement on Waxman-Markey Clean Energy Discussion Draft

WASHINGTON, DC – Majority Leader Steny H. Hoyer (Md.) released the following statement on the discussion draft of energy legislation released today by Energy and Commerce Committee Chairman Henry Waxman and Energy and Environment Subcommittee Chairman Edward Markey.

“This morning, Chairmen Waxman and Markey unveiled a discussion draft that is a starting point for the House’s work on comprehensive energy legislation. This step follows the commitment made in the President’s budget – as well as the budget we will consider this week in the House - to transition away from our dependence on foreign oil and invest in the development of cleaner and more efficient sources of energy.

“Energy legislation is critical in our efforts to rebuild the economy. Through this initiative we will help build a reliable market for private sector investment in energy technologies and development, create new ‘green collar’ jobs for American workers, and help households, communities and businesses use energy more efficiently and participate in the transition to a clean energy future.

“I am particularly pleased that the draft includes provisions to address forest carbon as part of the section designed to limit and reduce emissions of greenhouse gases. I was joined by a group of colleagues in urging that both offsets and direct investments in forest carbon be used as a responsible, low-cost and realistic option to reduce global emissions from the forest sector. Such provisions, which are supported by a broad coalition of companies and environmental organizations, will encourage and support developing country participation in reducing greenhouse gas emissions, and will be important as businesses and other entities work to reduce emissions in a cost-effective way.

“Over the next two months, Chairmen Waxman and Markey will be working with Congressman Dingell, Congressman Boucher, and all the members of the committee, to build broad consensus around final energy legislation with a goal of reporting a bill out of committee by Memorial Day.”

U.S. Department of Homeland Security Secretary Janet Napolitano announced the delayed transition to full application of the U.S. immigration provisions of Title VII of the Consolidated Natural Resources Act of 2008 (CNRA) until November 28, 2009. Title VII extends U.S. immigration laws to the Commonwealth of the Northern Mariana Islands (CNMI) which currently administers its own immigration system.

Hoyer Statement on Making Work Pay Tax Credit

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today on the Making Work Pay tax credit, which takes effect tomorrow, April 1:

“We have already seen real results from the American Recovery and Reinvestment Act, including jobs saved and created across the country. Tomorrow, we will see another result: tax relief for middle-class Americans.

“Much of the focus of the economic recovery bill was assistance to middle-income families. The ‘Making Work Pay’ tax credit will start showing up in paychecks tomorrow, with credits each month adding up to $400 for adults and $800 for families over the course of a year. This additional money in their paycheck as a result of this tax credit is vital to working families who are struggling to pay their bills and make ends meet during this recession.

“This Democratic Congress has consistently fought for the needs of the middle-class in America, and the ‘Making Work Pay’ tax credit is just one more piece of our efforts to help them face the current economic crisis.”
